What did the 2017 fluorescent strip do?
Xie and colleagues designed an aggregation-induced-emission (AIE) test strip named OPD-TPE-Py-2CN to detect gaseous phosgene. Its fluorescence changed from blue to green after exposure. A detection limit is a measure reported for a particular experiment; it is not an occupational exposure limit, a guarantee that every hazardous concentration will be detected, or proof of a certified alarm. The publication describes sensor development, not operational certification or field validation.
How do later research strips differ?
Subsequent studies explored different sensor chemistries and signal changes. Their figures belong to different probes, sample phases, and experimental conditions, so they should not be treated as a standardized head-to-head ranking.

The 2019 strip’s fluorescence was viewed under 365 nm ultraviolet light. That describes a laboratory visualization setup, not a standalone detector: a UV flashlight would only provide illumination and would not detect phosgene, validate the strip, or make it suitable for safety monitoring.
Why these results are not interchangeable
A numerical detection limit only makes sense alongside the method and conditions used to obtain it. The cited studies involve different sensing chemistries—including AIE, ESIPT-related approaches, AIE combined with TICT, and BDY/BODIPY-based sensing—and different observations, sample phases, and test conditions. In particular, a solution-phase concentration such as 0.14 μM cannot be directly compared with a gas- or air-atmosphere result in ppm as if both measured the same device under the same protocol.

The reported response time and detection-limit values are research metrics. They do not, by themselves, show how a strip performs amid real-world interference, changing airflow, humidity, storage conditions, or repeated use. The cited records do not establish a common standardized comparison or prove that any of these research strips is commercially available.
What this means for phosgene safety

A color change in a laboratory study is not a basis for approaching a suspected release, testing the atmosphere yourself, or making life-safety decisions. The cited sensor publications do not establish product certification, operational field validation, current official exposure limits, or workplace monitoring requirements. For an actual suspected release, rely on appropriate emergency responders and current official safety guidance—not an experimental strip.
