Yes. A 1080p Blu-ray can carry more video data per second than a 4K stream, because resolution and bitrate measure different things. But the figures commonly compared—disc bitrate limits and a streaming service’s recommended internet speed—are not directly equivalent, and bitrate alone cannot tell you which version looks better.
Resolution and bitrate measure different things
Resolution is the number of pixels in each frame. Full HD is 1920 × 1080; Ultra HD Blu-ray supports up to 3840 × 2160, or four times as many pixels, according to the Blu-ray Disc Association. Bitrate is how much data is used each second to represent video (or, depending on the figure, video plus audio). More pixels can require more data, but they do not dictate a fixed bitrate. Codec efficiency and the choices made when encoding a title also matter.

Disc capacity is different again: it is the total amount of data a disc can store across a film, not the rate at which data is read during a particular scene. A variable-bitrate encode can spend more bits on complex, fast-moving scenes and fewer on simpler ones.
What the published numbers actually show
| Figure | What it measures | What it does not establish |
|---|---|---|
| 108 Mbps on a 66 GB disc; 128 Mbps on a 100 GB disc | The Blu-ray Disc Association’s maximum Ultra HD Blu-ray video rates for those disc capacities, as described on its Ultra HD benefits page. | These are maxima, not a typical film-wide average or a rate maintained in every scene. |
| 15 Mbps for 4K UHD | Netflix’s recommendation for a stable internet connection to watch in 4K, from its recommended internet speeds. | It is not a published measurement of the encoded video bitrate of every Netflix 4K stream. |
| 100 Mbps | Philips describes this as a 4K Blu-ray peak bitrate and says higher peak bitrate leaves headroom for high-detail, fast-action scenes on its BDP7502/F7 product page. | It is not a typical or constant bitrate for every disc; the page identifies the player model as discontinued. |
These figures support the possibility of a disc using a higher video bitrate than a stream, but they do not provide a like-for-like comparison of a particular 1080p Blu-ray with that same film streamed in 4K. The Blu-ray Disc Association’s figures above are for Ultra HD Blu-ray disc format limits, not a stated maximum for standard 1080p Blu-ray movies. A Philips manual includes a 40 Mbps value for certain codec and container combinations, but that does not establish a standard Blu-ray movie limit.

Why a streaming connection recommendation is not the stream’s bitrate
Netflix recommends a stable connection of at least 5 Mbps for 1080p FHD and 15 Mbps for 4K UHD. Those are internet-speed thresholds for planning playback, not claims that the encoded video continuously consumes that many megabits each second. A connection needs room for network variation and other delivery overhead; the stream’s video bitrate can vary over time. Comparing a disc’s maximum video rate with a service’s recommended connection speed therefore compares different measurements.
Does the higher-bitrate version look better?
Not necessarily. A bitrate figure says how much data is available, not how closely a picture matches a source or how good it will look to a viewer. Resolution, compression efficiency, HDR and color format, the source master, encoding decisions, and viewing conditions all affect the result. A 1080p SDR disc and a 4K HDR stream differ in more than pixel count and bitrate.
