If your mailer says “campaign sent” but nobody received it, the status alone cannot tell you what happened. The audience may have been empty, changed after scheduling, or excluded by eligibility rules—or the campaign may have reached a provider without being delivered. Check the campaign’s actual target, timing, skipped-recipient reasons, and recipient-level logs before sending it again.
First confirm who the campaign was supposed to target
Open the campaign overview and note the target list or segment, its reported audience size, and the time the send ran. Check the audience attached to the campaign itself; the count shown while setting it up may not reflect the final target.

For a Twilio SendGrid Single Send, the documented zero-recipient investigation begins by checking the campaign’s associated List IDs. If there is no List ID, the send was configured for all contacts in that system. That does not establish that contacts existed or were eligible. If the actual target is empty, check the selected list, its population, and the targeting rule before retrying. SendGrid’s support guidance on a Single Send sent to zero recipients describes this procedure.

Compare the campaign’s send time with when the target list was created or its contact upload finished. SendGrid identifies sending close to a list upload as one possible explanation for a zero-recipient send: the upload may not have completed before the send ran. This is a documented possibility, not proof that it caused your incident.

For a scheduled campaign, also find out whether its audience was fixed when scheduled or refreshed just before sending. Klaviyo documents both snapshot-at-scheduling and send-time-refresh behaviors; the choice can change which profiles are included. Check the platform’s setting and the campaign’s timing rather than assuming the audience stayed constant. Klaviyo’s guidance on skipped campaign recipients explains these behaviors.
Find out whether recipients were skipped or excluded
Open the campaign’s recipient activity, skip report, or exclusion log and look for counts and reasons. Klaviyo lists unsubscribes, spam complaints, hard bounces, invalid or missing email addresses, manual exclusions, Smart Sending, and suspicious addresses among reasons profiles may be skipped. These are Klaviyo examples; other mailers use their own rules. Follow the reason recorded by your platform rather than assuming that a particular category applies.
Suppression handling can also depend on how the message was submitted and on the provider’s configuration. Cloudflare documents a specific SMTP configuration, “Drop suppressed recipients,” that removes suppressed recipients before processing the remaining ones. When none remain, its SMTP service may return 250 2.0.0 Ok without a Message-ID and deliver nothing; suppressed recipients appear as Rejected in Cloudflare email sending logs. This is Cloudflare-specific behavior, not a general interpretation of a successful SMTP response. Cloudflare’s suppression-list documentation describes the configuration.

Distinguish a completed campaign from delivery
A campaign-level status describes a stage in a sending workflow; it does not necessarily mean a recipient received a message. Adobe Campaign defines Sent as: “The delivery was correctly sent to the message provider (but the recipient did not necessarily receive it).” The definition applies to Adobe Campaign v8 and Campaign Classic v7. Adobe’s delivery-status documentation makes the distinction explicit.

Check recipient-level sending logs as well as the overall campaign status. Adobe documents that sending logs show each recipient’s status, while exclusion logs list messages removed from the target and the reason. A zero-recipient campaign, an excluded audience, a provider handoff, and a message that was not ultimately received are different outcomes; the per-recipient records help identify which occurred in your mailer. Adobe’s delivery-log guidance describes those records.

- Preserve the original campaign’s timestamps, audience details, activity, and sending or exclusion logs.
- Confirm that the intended list or segment is attached and that its import or calculation has completed.
- Review recipient eligibility and suppression or unsubscribe reasons. Do not bypass consent or suppression controls to increase the count.
- Check for duplicate recipients, then verify that the eligible audience contains the people you intended to contact.
- If you retry, compare the new campaign’s recipient-level records with the original rather than relying only on its final status.
These checks can help identify the failure point, but they do not guarantee delivery. If you cannot access recipient-level records, ask the mailer’s support team to clarify whether the campaign had recipients, which were excluded, and whether messages were handed off to a provider.
