Yes, sometimes. If you have no cellular signal but can connect to Wi-Fi with internet, supported Wi-Fi calling and messaging apps may still work. If you have neither cellular service nor Wi-Fi internet, ordinary calls and texts generally cannot connect. Satellite features can provide limited options on some phones, but they have specific device, location, and service requirements—and emergency satellite tools are separate from ordinary messaging.
What “without service” means
“No service” can describe two different situations: no reachable cellular network, or no usable connection at all. Wi-Fi calling still uses a network connection—the Wi-Fi network and its internet service. Satellite messaging uses a satellite connection. Neither is ordinary cellular coverage.

A conventional cellular voice call or SMS needs a reachable compatible cellular network and an active service path. Without cellular or Wi-Fi internet, ordinary calls and messages generally have no terrestrial route. A satellite feature may provide a limited alternative, but it does not make every phone call or text work everywhere.

| Option | Connection required | What it can do | Key limits |
|---|---|---|---|
| Cellular calling and SMS | A reachable compatible cellular network | Ordinary calls and SMS | Will not connect when no compatible cellular network is reachable. |
| Wi-Fi calling | Wi-Fi with working internet, plus carrier and device support | Calls through a supported carrier service | Wi-Fi being enabled is not enough; it cannot bridge a loss of internet. |
| Internet messaging or calling app | An internet connection over Wi-Fi or cellular data | App-based messages or calls | Features and emergency support vary by app; many such apps do not support 911 calls or texts, or offer only limited emergency functionality, according to the FCC. |
| Satellite messaging | A supported satellite feature and a usable satellite connection | Limited messaging on eligible devices; some services are emergency-only | Device, software, carrier, country, coverage, and sky conditions can affect availability. |
Can you call over Wi-Fi without cell service?
Often, if your phone and carrier support Wi-Fi calling and you are connected to Wi-Fi that has working internet. The FCC describes Wi-Fi calling as useful where cellular service is unavailable. It is not enough for the phone to show that Wi-Fi is on: the network must provide internet access, and your carrier and device must support the feature.

Internet calling and messaging apps have the same basic need for an internet path. Their emergency capabilities differ, so do not assume an app can contact emergency services just because it can place an ordinary internet call.
Wi-Fi calling to emergency services
In the United States, the FCC’s 2021 report says a device may attempt a 911 call over Wi-Fi and provide the location registered with the carrier. If you call from somewhere other than that registered location, the call may not reach the nearest public safety answering point (PSAP), or may be misrouted. Keep the emergency address current in your carrier settings and follow the carrier’s setup instructions. See the FCC report on Wi-Fi access and 911 calling.

Do not treat a “No Service” indicator as a guarantee that an emergency call will connect. In some places, a phone may be able to use another reachable cellular network for an emergency call, but the available evidence does not establish a rule that applies to every country and situation. Follow local emergency guidance and use the emergency features supported for your device and location.
Can an iPhone text without service?
An iPhone 14 or later can send and receive iMessage or SMS via satellite outside cellular and Wi-Fi coverage, subject to Apple’s requirements. Apple lists availability in the United States, Canada, Mexico, and Japan; minimum iOS versions vary by country, and Apple says availability elsewhere depends on government approvals and other requirements. The iPhone needs an active SIM. iMessage must be enabled before you go off grid, and SMS via satellite requires carrier support. Check Apple’s current eligibility and availability details, since supported regions and requirements can change.

To connect, be outdoors with a clear view of the sky and horizon. Heavy foliage and other obstructions can prevent a connection, and a message may take a few minutes to send. Apple’s iPhone guide to sending a text by satellite explains the process.
Ordinary satellite messages are not emergency messages
Apple explicitly says Messages via satellite should not be used in emergencies. For an emergency when cellular and Wi-Fi coverage are unavailable, Apple directs users to Emergency SOS via satellite. Apple’s launch announcement describes a route for messaging emergency services, including relay specialists who can contact public safety answering points that cannot receive texts directly. Follow the emergency workflow on the phone rather than trying to use an ordinary conversation to request help.

What Android satellite features can do
Google documents satellite contact with emergency services on supported Pixel phones when both the mobile network and Wi-Fi are unavailable. Availability depends on coverage, conditions, and whether the relevant government agency is available. Google’s documentation does not establish universal or general-purpose satellite texting across Android phones. Check Google Pixel’s emergency satellite guidance for supported devices and instructions.
Check carrier satellite features before relying on them
Carrier offerings are not interchangeable with a phone maker’s built-in emergency features. Verizon’s satellite FAQs describe satellite messaging in areas without cellular service and link to separate Apple satellite features. A March 20, 2025 Comcast announcement described emergency satellite messaging and anticipated broader satellite SMS on selected devices and services. Treat carrier availability, supported device lists, regions, and terms as changeable: check your carrier’s current instructions before depending on a feature.
Quick Recap
What to check before you lose coverage
- Confirm whether your phone and carrier support Wi-Fi calling, and set it up while you have service.
- Make sure the Wi-Fi network you expect to use has working internet, not just a Wi-Fi connection.
- If you may rely on iPhone satellite messaging, check regional and carrier eligibility, keep the SIM active, and enable iMessage before going off grid.
- Learn the emergency satellite workflow for your supported phone in advance; do not substitute ordinary satellite messages for emergency contact.
- For Wi-Fi emergency calling in the United States, check that your carrier’s registered emergency address is current.
