Fetch, validate, and publish tax and foreign-exchange inputs before live requests need them. At request time, read a versioned local snapshot rather than waiting for an external rate service. Here, “build time” means a controlled refresh or publication job—not necessarily software compilation.
The key design rule is to separate data freshness from legal applicability: a recently fetched rate may still be wrong for a transaction’s jurisdiction, tax treatment, or valuation date.

Why remove rate lookups from the request path?
If an invoice, checkout, or tax calculation calls an upstream VAT or FX service while handling a user request, that operation inherits the service’s latency and availability. A timeout, outage, or slow response can then delay or interrupt the user-facing operation. Fetching inputs in advance avoids making every such request wait on an external provider; the actual performance gain depends on the system and has not been quantified here.

VAT treatment and conversion rules can vary by jurisdiction, transaction, and date. The serving layer must select data using those dimensions, not merely read the newest number available.

What belongs in a rate snapshot?
Represent each rate as a dated, sourced observation with enough context to reproduce how it was selected. A single VAT percentage per country or one universal FX rate is not a safe model. The European Commission’s VAT Retrieval Service uses member-state and applicable-date criteria, illustrating why jurisdiction and date belong in the lookup. European Commission VAT Retrieval Service and its version 1.10 documentation (2023) describe the service and its retrieval inputs.
- Source: provider, source series or API, and rate type.
- Scope: jurisdiction, VAT category, currency pair, and any other dimensions required by the business rule.
- Value and direction: numeric value, units, and unambiguous conversion direction, such as units of currency B per one unit of currency A.
- Dates: source observation date and, where applicable, effective-from and effective-to dates.
- Pipeline metadata: fetched-at and published-at timestamps, snapshot version, and validation status.
Keep source observation date distinct from fetch time. If a scheduled run has not yet received a new observation, operators should be able to distinguish that from a provider publishing no value for the date in question.

VAT conversion depends on the transaction’s rules
For EU VAT, the European Commission’s guidance on the taxable amount says that when a foreign currency is used, Article 91 of the VAT Directive connects exchange-rate determination to EU customs valuation rules. Check the rule applicable to the specific transaction and jurisdiction; do not assume an arbitrary market rate or a convenient reference series qualifies.
Rules in other jurisdictions may differ. For example, HMRC describes a period-rate option for UK VAT valuation under stated conditions in its VAT valuation guidance. That UK-specific option should not be generalized to EU or other jurisdictions.

ECB reference rates are not automatically transaction rates
The ECB says its euro foreign-exchange reference rates are published for information purposes only and that using them for transactions is strongly discouraged. They should not be treated as automatically suitable for settlement, business conversion, or tax calculations. ECB euro foreign-exchange reference rates
Align refreshes with publication, not an assumed clock
The ECB usually updates reference rates around 16:00 CET on working days, except on TARGET closing days. This is a typical publication schedule, not a guarantee that a rate will appear at that time on every calendar day. ECB exchange-rate methodology

There is no universal TTL supplied by these sources. Set one from the chosen provider’s cadence, the applicable rules, the business’s tolerance for stale inputs, and the fallback policy. Record observation, fetch, and publication times so a delayed refresh is visible rather than silently conflated with a valid rate for another date.
Build and publish snapshots safely
Keep the refresh job separate from request handling. Treat a candidate snapshot as untrusted until it passes validation, and expose it only as a complete version.

- Fetch a candidate: retrieve the required dates, jurisdictions, categories, and currency pairs from approved sources outside live request handling.
- Validate it: check schema, dates, conversion direction, required coverage, duplicate keys, numeric bounds, and expected completeness. Reject unexpected gaps rather than filling them silently.
- Record provenance: save provider and series identifiers, observation dates, fetch time, applicability dates, and a deterministic version identifier.
- Publish atomically: make the entire validated version available, then switch the active-version pointer in one operation. Requests should never observe a partially written snapshot.
- Retain a known-good version: keep the prior active snapshot available for rollback and for explicitly permitted fallback behavior.
- Monitor the pipeline: track refresh age, missing records, validation failures, and the active snapshot version.
These are engineering recommendations, not requirements imposed by the providers. The ECB Data API supports date-range retrieval and incremental change handling: its updatedAfter mechanism can return added, revised, and deleted observations. Clients that do not process deltas can instead use an If-Modified-Since conditional request. ECB Data API documentation
Decide what happens when data is missing or stale
Define behavior for refresh failures, missing required coverage, and requests for dates outside the snapshot before those conditions occur. Depending on the legal and business constraints, a system might use the last known-good snapshot for a bounded period, defer or reject affected calculations, or use a separately approved source. Silent, indefinite reuse of old values is not a safe default.
When a calculation is completed, record the rate actually used and the snapshot version alongside the invoice, order, or other result. This makes later reconciliation depend on the decision made at transaction time, not on whichever rate happens to be current when someone investigates.

1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesHow to evaluate an implementation
Whether the pipeline uses an internal scheduled job, a data-ingestion service, or another architecture, evaluate it against the same operational and policy questions:
- Is the rate source permitted and suitable for the transaction and jurisdiction?
- Can it supply the necessary effective dates and historical lookups?
- Does its cadence meet the business’s freshness needs, including holidays and publication delays?
- Does its coverage include every required jurisdiction, category, and currency pair?
- Can the integration detect revisions or deletions, and does it handle them correctly?
- Are validation, atomic activation, rollback, and monitoring built in?
- Is there a documented response for missing, stale, or unavailable inputs?
The architecture’s purpose is to make external data acquisition a controlled operation and rate selection a traceable one. It cannot decide the legal policy for a business; that policy must determine which source, dates, and fallback rules the snapshot serves.
