Upgrade your business phone system when its network is being retired, the platform has reached end of life, it cannot support essential operations, or its cost and maintenance burden no longer make sense. For UK businesses that still rely on PSTN or ISDN, migration is time-sensitive: government guidance says the industry switch-off is due by January 2027, and Openreach gives 31 January 2027 as its PSTN retirement date. Those dates are UK-specific, not global deadlines.
Four signs it is time to upgrade
Your carrier is retiring the service
A provider notice or announced network retirement is a concrete deadline, not a reason to wait until the final weeks. UK businesses using PSTN or ISDN should contact their provider promptly to identify affected lines and devices. The UK Government says the industry migration is due to complete by January 2027; Openreach states its PSTN retirement date as 31 January 2027. Check your own carrier’s schedule, especially outside the UK. UK Government landline guidance; Openreach, 31 July 2026.

Your system or related equipment is unsupported
End of vendor support for a phone platform, gateway, operating system, or network device means updates and fixes may no longer be available. CISA and partner agencies advise organizations to monitor end-of-life announcements and move to vendor-supported versions, while testing patches through change management. Confirm support status and update responsibility for every component, not just the desk phones. CISA guidance.

Faults, maintenance, or migration costs have changed the calculation
Compare recurring service and maintenance charges, repeated faults, support availability, replacement equipment, installation, training, number porting, backup connectivity, and any required period of parallel operation. Openreach said its wholesale WLR basic rental charge was £10.65 before reported 2026 increases in April, July, and October that would bring the charge to double its prior price. That is a UK wholesale product figure, not a typical business bill or a forecast of your savings. Get current, business-specific quotes before estimating payback. Openreach, 31 July 2026.
Why a phone-line change can affect more than calls
A legacy line may also serve equipment that staff do not think of as part of the phone system. UK Government guidance identifies alarms, telecare, door entry, payment terminals, lifts, intercoms, and broadband among services that could depend on legacy connections. A voice handset working after a change does not prove that these other devices will work.

Before switching, ask the proposed phone provider and each device supplier to confirm compatibility. In UK education guidance, analogue terminal adapter ports are described as voice-only and unsuitable for alarms or machine-to-machine services; do not assume an adapter makes a non-voice device compatible. Audit lines, devices, and responsibilities before choosing a replacement
The Department for Education’s audit sequence is written for education estates in England, not as a universal regulation. Its inventory approach is useful for other organizations too: reconcile what providers bill for with what is actually installed and used.

- List the sites and services. Record each location, phone number, line, handset, gateway, and service contract.
- Trace every connection. Note what uses each line: voice phones, fire or intruder alarms, lift emergency phones, access systems, payment terminals, fax or other machine-to-machine equipment, and backup broadband.
- Record ownership and criticality. For each item, capture its function, connection type, supplier, responsible team, business importance, and whether it is still needed.
- Reconcile records with reality. Check telecom invoices, maintenance agreements, provider correspondence, and the physical sites. Ask the carrier what is being retired and when.
- Confirm compatibility directly. Ask the phone provider and every affected equipment supplier whether each device works with the proposed service, and what replacement or configuration is required.
- Separate cancellations from migrations. Remove services that are no longer needed from the project list; plan a migration or replacement for those still in use.

Compare options against the business’s actual requirements
Use the audit to compare proposals rather than choosing on a handset count or headline monthly charge alone.
- Availability: Check whether fibre or sufficient broadband is available at every site. Decide whether voice will share the primary connection or use a separate or backup connection.
- Features and users: Count handsets and specify the features people need before seeking proposals. A desk phone is only an endpoint; it is not a complete phone service.
- Compatibility: Get explicit confirmation for existing handsets and connected alarms, access controls, payment terminals, lift phones, and other devices.
- Continuity: Establish what happens during power, internet, or provider outages. Fibre does not carry voltage like copper; without battery backup or a UPS, internet and voice may be lost during a power outage. Budget for backup where needed and document fallback calling arrangements.
- Support and security: Confirm support periods, the update process, who applies patches, and how vendor end-of-life notices will be monitored.
- Migration effort and cost: Include installation, number porting, training, support, backup connectivity, and any unavoidable parallel running alongside equipment and service charges. Do not assume a payback period without quotes and a business-specific cost baseline.

What the UK migration figures mean for businesses
The scale of the UK transition reinforces the need to check individual services rather than assume a line has already moved. In a page published in 2025, the UK Government said over two thirds of UK landlines had been upgraded to VoIP, reported a 45% increase in PSTN incidents in 2024 as attributed to Ofcom, and cited over 2,600 major PSTN incidents in 2024/25. Openreach estimated in 2026 that around 1.5 million copper lines remained, including around 350,000 business premises. The line figures are operator estimates, not an independently verified census. UK Government guidance; Openreach, 31 July 2026.

Businesses should speak to their service provider today, understand which services could be affected, and make sure they have a clear migration plan in place well before January 2027.” This is an operator’s advice about the UK transition, not a universal deadline for other countries.
