Bulk YouTube transcript extraction through the documented YouTube Data API requires two calls per usable caption track: captions.list finds track metadata, and captions.download retrieves the text. The workflow is constrained by OAuth authorization, a requirement that the authenticated user be allowed to edit the video, and quota costs of 50 units per list call and 200 per download. At scale, plan for missing tracks, permissions, track status, quota, and distinct error handling—not just downloading text.
How the official caption workflow works
The API separates finding a caption track from retrieving its contents. For each video, captions.list returns caption-track metadata; it does not return transcript text. A separate captions.download request uses the selected caption-track ID to retrieve the track. Google’s captions.list documentation describes this distinction, and the download documentation specifies the retrieval call.

- Authenticate with OAuth and list caption tracks for a video.
- Select a track based on its language, kind, status, and your pipeline’s needs.
- Download the selected track in a supported format, such as SRT or VTT.
- Record the result and its metadata, or classify the failure for an appropriate next action.
This is a per-video, per-track workflow: a bulk job must coordinate video IDs, select among returned tracks, and retain each caption ID with its video ID.
Why public visibility does not guarantee API access
Both methods use OAuth. More importantly, Google states that downloading a caption track requires the authenticated user to have permission to edit the video. A public video URL alone does not establish that permission. A download can return 403 when the user lacks sufficient access. The download method documentation states the edit-permission requirement and describes the request’s authorization behavior.

For a corpus managed by a YouTube content owner across multiple channels, the download documentation describes onBehalfOfContentOwner for appropriately authorized CMS credentials linked to that owner. The parameter is not a way to create access where the credentials do not already have it.
Quota becomes a corpus-size constraint
Google’s current documentation assigns 50 quota units to each captions.list call and 200 units to each captions.download call. A list followed by one download therefore uses 250 units for a video with one selected track. List cost and download cost are charged separately.

Google says most API endpoints share a default allocation of 10,000 units per day, subject to change. At the documented costs, 40 complete list-plus-download sequences would use 10,000 units if no other API calls consumed quota. That is arithmetic, not a throughput guarantee: the actual allocation is project-specific, shared with other API use, and may change. Google also says requests consume at least one unit, including invalid requests. See the quota-cost overview and quota and compliance guidance.

Budget listing and downloading independently, and include retries and other API methods in the same project quota plan. Google’s guidance says a compliance audit is required before requesting a quota extension.

Failures to classify instead of blindly retrying
The documentation does not publish production failure rates. The operational risks below follow from the API’s request structure, documented track states, and error responses; they are reasons to design explicit outcomes, not measured probabilities.

Track state, language, and output format affect the dataset
A caption resource includes language, track kind, update time, status, and—when applicable—a failure reason. The status can be serving, syncing, or failed. Treat these as meaningful pipeline state, not incidental metadata. A video may have no usable track, or a listed track may not yet be ready.
The download method supports subtitle formats including SRT and VTT. Its tlang parameter requests a machine-translated version of a track; it does not merely relabel the original-language text. Preserve the source track language and translation target so downstream AI systems can distinguish original captions from translated output. See the download parameters and format documentation.

Build a durable per-video and per-track record
A bulk pipeline needs enough traceability to explain what it attempted, what it received, and whether a retry is sensible. A practical record should include:
- Video ID and caption-track ID, stored together.
- Track language, kind, status, update time, and any failure reason returned by the API.
- Requested output format and, if used, the machine-translation target language.
- Request time, completion state, and an error class such as authorization, missing resource, conversion, quota, or track not ready.
- Whether the item was listed, selected, downloaded, or left incomplete, so partial corpus completion is visible.
This record makes it possible to retry only the classes of failure that may be recoverable, rather than repeating every call and spending quota again. It also lets you distinguish a missing caption from a permission gap or a failed conversion.
What the documented route does—and does not—establish
The YouTube Data API documentation describes an official retrieval path for caption tracks when the operator has the required authorization. It does not establish that every video has captions, that a particular operator can access a given corpus, or that a particular pipeline will meet a reliability target. It also does not verify the current availability or policy status of unofficial scraping services. Do not assume those methods have the same access, behavior, or support as the documented API.
