Building Multi-Tier CI/CD Verification Gates for AI Pull Requests

A practical, risk-based design for verifying AI-generated pull requests—from required merge checks and human review to safe fork handling, artifact promotion, release, and deployment gates.

Let AI-generated pull requests move quickly by running fast checks early, blocking merges on defined new risks, and keeping separate controls on artifact promotion, release, and deployment. A scanner is not a gate unless its result actually decides whether the change may proceed. Pair automated checks with qualified human review, especially when a change touches security-critical code or the pipeline that verifies it.

What makes a verification check a gate?

A gate is an enforced decision point: code or an artifact either meets a stated policy and advances, or it does not. OWASP’s DevSecOps Guideline describes security gates as pipeline checkpoints that decide whether code or an artifact may proceed to merge, release, or deployment based on security criteria. A scan that reports findings but never affects promotion is useful visibility, but it is not a blocking gate.

Define each gate by its stage, criteria, and consequence. Put a check where it can prevent the next relevant risk: a pull-request gate can prevent unsafe code from merging; a build gate can prevent a vulnerable artifact from being promoted; and deployment admission can reject an artifact that no longer meets policy.

Where should each gate sit?

Stage What to verify What blocks progress
Pull request Tests and code-quality checks; security checks on changed code and dependencies; AI-specific checks and review. Failed required tests or policy violations, such as newly introduced high or critical findings under the repository’s documented severity policy.
Build Fuller security scans, container scanning, and software bill of materials (SBOM) generation. An artifact that fails the organization’s risk policy cannot be promoted.
Release Artifact signing and release provenance appropriate to the process; a check for unresolved critical issues. Publishing stops if required signing or provenance is missing, or unresolved criticals violate policy.
Deployment Admission or deployment policy that evaluates the artifact being run. Unsigned or otherwise policy-noncompliant artifacts are denied admission.

Normalize results from multiple scanners into a single, explicit decision at build and release stages. If tools use different severity labels or exit-code behavior, a workflow can misinterpret a result and allow promotion unintentionally. The policy should define how those results map to pass, block, or an authorized exception.

What should block an AI pull request?

Require ordinary engineering checks

Make relevant unit and integration tests, linting, and type checks required status checks. Add security checks that cover changed code and dependencies. OWASP’s DevSecOps Guideline identifies static application security testing (SAST), software composition analysis (SCA), and infrastructure-as-code (IaC) scanning as typical pull-request gates, with blocking for newly introduced high or critical findings.

For AI-generated changes, OWASP’s Artificial Intelligence Security Verification Standard (AISVS) Appendix C, version 1.0, recommends security scanning on each pull request containing AI-generated code. Its listed controls include SAST, interactive and dynamic testing (IAST and DAST), secret scanning, IaC scanning, and SCA. Select checks that fit the application and can provide actionable results; do not treat an unavailable or inapplicable test as evidence that the code is safe.

Block new critical findings under a written policy

AISVS control AC.4.3 recommends blocking merge on a critical automated finding, defined there as CVSS 9.0 or higher or the organization’s equivalent severity threshold. Treat that as the standard’s recommendation, not a universal severity rule: document the rating scheme and threshold your team uses, and make the gate compare the pull request’s new risk against that policy.

Baseline inherited findings so a change is judged on the risk it introduces rather than being held responsible for clearing an entire legacy backlog. A baseline must not become a permanent waiver: keep its owner and review process clear, and prevent a pull request from silently converting a new finding into accepted baseline debt.

Match review effort to the change

Automated verification does not replace a qualified human reviewer. AISVS calls for human review of AI-generated code and stronger review for security-critical changes, such as two-person review or security-team sign-off. Require elevated approval when a change affects authentication, authorization, cryptography, IAM policy, sandbox or network policy, deployment manifests, or workflow definitions. For critical behaviors, add property-based or differential fuzz testing where appropriate.

How do you protect the pipeline that verifies the code?

AI can modify the machinery that builds, tests, or deploys its own output. Treat workflow files, build scripts, package scripts, Dockerfiles, and deployment configuration as security-sensitive changes. Flag them in review and require explicit approval from someone qualified to assess the impact. Pin third-party GitHub Actions to full commit SHAs rather than relying on mutable references.

For fork pull requests, do not run contributor-controlled code in a privileged workflow with repository secrets or a write-capable token. GitHub documents that ordinary pull_request workflows for fork PRs receive read-only token permissions, lack access to other secrets, and have fork-approval protections. By contrast, pull_request_target runs workflow code from the base branch and can receive elevated trust. The dangerous combination is using that privileged context to check out and execute fork-controlled content—for example, a Makefile, test suite, build script, dependency install, or configuration.

Prefer a pull_request workflow when the job does not need secrets. If a privileged follow-up is necessary, first process the contribution in an unprivileged job, then transfer only validated passive artifacts across the trust boundary. Restrict token permissions to the minimum needed, limit secrets, and use isolated ephemeral compute for untrusted jobs. OWASP’s guidance also recommends minimizing CI-agent credentials, sanitizing attacker-controlled PR content passed to agents, isolating agents from production credentials, logging their actions, and requiring approval before an agent pushes commits, changes workflows, or accesses sensitive resources.

GitHub’s documentation described enforcement of a default policy for affected public repositories using pull_request_target as planned for November 2, 2026. Because that date is after this article’s publication date, check the current GitHub documentation and rollout status rather than assuming the planned enforcement is already in effect.

How should a failed gate help the author?

A useful failure identifies what policy failed, where the issue occurs, why it matters, and what the author can do next. Put findings in the pull request with a file or code location and practical fix guidance. If results are hard to interpret, normalize scanner output and severity mappings before making them merge-blocking.

Tune false positives and remove checks that are unreliable. Treat recurring noise as a defect in the gate: developers who cannot distinguish actionable blocks from noise are more likely to bypass controls. Keep fast advisory feedback early in the workflow, while reserving required blocks for criteria that the team has defined and can enforce consistently.

What is a safe exception process?

There will be cases where a team needs to accept risk or bypass a gate. Make that an accountable decision, not a silent override. Require a written reason, an authorized human approver, a named owner, and an expiration or review date. AISVS specifically calls for a written, authorized human exception to bypass its critical-finding merge control. The exception should record which gate was bypassed and what risk was accepted, so it does not become an invisible permanent policy change.

Before enabling a new blocking check, agree on the policy, establish a baseline for existing issues, and decide who can approve exceptions. Then make the check required and ensure its failure path explains the remediation or the exception route. This lets the team prevent newly introduced risk without demanding that every pull request first resolve unrelated historical findings.
