Building Browser-Based PDF Tools: Upload Limits, OCR, and the Tradeoffs

There is no universal upload limit for browser PDF tools. Where a file is processed sets the ceiling, OCR cost follows image resolution rather than file size, and privacy claims must match the real data path.

There is no universal upload limit for a browser PDF tool. The ceiling depends on where the file is processed: on the user’s device, on a remote server that fetches the PDF over HTTP, or on your backend after an upload. OCR is usually the expensive step, and its cost follows image resolution and worker count more than file size. Privacy claims have to describe the real data path, not the interface.

Start by separating three jobs

Viewing, text extraction, and OCR are often grouped together as “PDF processing,” but they place very different loads on a browser or server.

A PDF with an existing text layer can be searched or extracted without recognizing anything from page images. A scan generally needs OCR, so the first step in any design is to detect which kind of file you have.

How large a PDF can a user upload?

There is no single number. MDN documents HTTP behavior rather than browser upload caps, so a fixed limit you see advertised reflects one product’s processing path and enforcement, not a browser rule. A figure only means something for the product that enforces and tests it. Work out which of three paths applies.

A locally selected file processed in the browser

“Upload limit” is a misleading label here. Nothing is sent to a processing backend, but the browser still has finite memory and CPU, and the PDF parser may need large image and canvas allocations. The practical ceiling is the device and browser the tab runs in, and other open tabs reduce it. Test on low-memory devices with your worst-case documents rather than quoting a number from a spec sheet.

A remote PDF fetched over HTTP

PDF.js accepts either a URL or binary PDF data. Its API recommends typed arrays for more efficient memory use, and it supports worker processing and streaming and range-loading options. When the HTTP server supports partial-content requests, PDF.js can fetch byte ranges as needed instead of requiring the whole remote file up front. That helps when someone is reading a large document page by page.

A server that does not support range requests may ignore the range and return the full resource, and the benefit disappears. Range loading also does not make heavier work cheap. Operations that touch every page, such as whole-document transformations or OCR of the complete file, still have to read everything, and they can still retain substantial data.

A file uploaded to your server

Here the limit is set by the weakest layer in the chain. Check the request-body limit in your application framework and in any reverse proxy in front of it, then storage, the job queue, and the CPU and memory budget of the conversion worker. Reject oversized payloads at the edge, before they occupy a worker, and make the error name the limit that was hit.

Can you OCR a scanned PDF in the browser?

A browser can run an OCR engine, so the real question is whether it should, for a given scan and device. Scanned PDFs behave differently from digital ones because OCR works on page images. A nominal file size is therefore a weak predictor of cost. A small file containing high-resolution page images can demand more processing and memory than a larger file with compressed images.

The memory example from OCRmyPDF

OCRmyPDF’s Performance documentation (version 17.13.0 stable, accessed 2026) gives one concrete example: 34 megapixels at 600 dpi can peak at roughly 500 MB with one worker and roughly 2 GB with four workers. The project attributes the peak to OCR and to page raster and image handling, and notes that worker count multiplies peak resource demand. This is an example from that project, not a benchmark for your engine, language set, or browser, and it is not a universal guarantee.

Resolution is a cost lever

The same documentation says Tesseract is tuned for roughly 300 dpi and gains little above 400 dpi. Scans captured at 600 dpi therefore cost more to OCR than that guidance suggests they need. OCRmyPDF also offers a maximum OCR image megapixel control that downsamples the OCR input to bound memory. The trade-off is possible lower accuracy on unusually small print, so test it against your own documents before setting it.

Bounding OCR jobs on the server

OCRmyPDF’s Advanced documentation sets a default per-page Tesseract timeout of 180 seconds and provides controls to change that timeout or to skip pages above a chosen image size. These controls show the safeguards worth copying:

  • Cap image dimensions before OCR starts.
  • Set a per-page timeout and an overall job timeout.
  • Limit the number of workers that can run at once.
  • Report skipped or partially OCR’d pages plainly, so users do not assume every page was recognized.

Does the tool upload my file?

It does only if the workflow sends it. Whether a document leaves the device is a property of the processing path, so describe that path exactly and name every network call it makes.

What client-side processing does and does not prove

Client-side processing can keep a document off a processing server. That suits sensitive files, offline use, and workloads where you want to avoid backend conversion costs. It does not mean nothing touches the network. Application code is downloaded, and any OCR engine or model data is fetched too. Client-side execution alone also does not prove that no document data or derived content leaves the device. Avoid “100% private” wording unless you have verified the full data flow. Do not imply that the browser is automatically secure, and do not imply that server-side processing is inherently unsafe.

What server processing must disclose

If the document is sent to a server, say so before the upload begins. Explain how it is transmitted and stored, how long it is retained, who can access it, and how it is deleted. The OCRmyPDF project’s Online deployments documentation (version 17.13.0 stable, accessed 2026) states: “OCRmyPDF is not designed for use as a public web service where a malicious user could upload a chosen PDF.” The same documentation discusses isolation, such as containers or virtual machines, together with resource bounds. Read that as a warning against exposing a parser and OCR stack without sandboxing, CPU and memory limits, timeouts, and abuse controls. It does not show that every PDF is malicious or that any particular deployment is secure.

A hybrid that keeps the choice with the user

Keep parsing and lightweight operations local, and offer server OCR as an explicit option for larger or more demanding scans. Name which operations transmit the document, and let users decide. If your viewer fetches a remote PDF by URL, say so as well. Range-loading a remote file is not the same as local-only processing.

Browser-only versus server-assisted designs

The table compares the two designs along the axes that most often decide the choice. These are tendencies, not guarantees for any particular product. Name the target browsers, scan profile, language set, and workload before claiming one design wins.

Setting limits for each operation

Do not copy a competitor’s advertised file cap without matching its workload. Viewing one page, merging documents, rendering every page, and running OCR have different peak patterns. Define limits for each operation, and publish them separately if the allowed sizes differ. For each operation, specify:

  • maximum input bytes and maximum page count;
  • page dimensions or pixel count, and the OCR downsampling policy;
  • simultaneous jobs per user and worker concurrency;
  • wall-clock time limits and what happens on cancellation;
  • browser and device support, and the fallback behavior;
  • server request-body, proxy, storage, and queue limits, if files are uploaded;
  • how malformed, encrypted, and password-protected PDFs are handled;
  • the failure boundary you measured on representative low-memory devices with worst-case documents.

In the browser, show a progress indicator and offer cancellation for any job that can run long. Release canvases, workers, and object URLs once a job finishes. Benchmark with representative documents across the browsers and devices you support before publishing any number.

Build or buy the viewer

PDF.js is free and open source, and it is a sound starting point for viewing and text access. The PDF.js Express documentation describes a free in-browser viewer and a commercial viewer product that adds annotation, e-signature, and form filling. The decision turns on what your product needs beyond viewing. If those features are core, weigh the license cost against the engineering time to build them. If viewing is all you need, PDF.js is the simpler route. Check current licensing and terms directly with the vendor before deciding.

What these sources do and do not establish

  • MDN describes HTTP behavior. It does not define browser upload limits, so none of the figures above should be read as a browser rule.
  • The OCRmyPDF figures and guidance come from the 17.13.0 stable documentation, accessed in 2026. Software defaults change between releases, so check the version you deploy.
  • The PDF.js API pages are generated and reflect the version current at access time. Recheck version-specific options such as range loading against the release you ship.
  • No industry-wide adoption or market-size figure for browser PDF tools is established in these sources, so none is offered here.
