Building a Telecom and Mobile Data Platform in Ghana: A Developer’s Guide

A developer’s guide to distinguishing connectivity providers, user-facing telecom applications, and intermediary platforms in Ghana—and the authorisation, integration, and data-protection questions each should resolve.

To build a telecom platform in Ghana, first establish what the service actually does: provide public internet or data connectivity, deliver an application over existing networks, or enable other organisations to use telecom capabilities. Those roles raise different authorisation questions. A platform’s name or use of SMS, USSD, or an API does not, by itself, determine its licence category.

Use that distinction to shape the product, integrations, and compliance plan before committing to a technical design. The National Communications Authority (NCA) describes authorisation categories for public data services and value-added services (VAS); the Data Protection Commission (DPC) sets out requirements for organisations processing personal data.

Start by identifying the service your platform provides

Separate the platform’s technical function from the service customers receive. A service can use a mobile network without itself providing connectivity, while a company that provides connectivity to the public faces a different authorisation question from a software intermediary.

Possible role What the platform does Regulatory question to resolve
Public connectivity or data provider Establishes, operates, or provides Internet/Public Data Services to the public. Does the service need NCA Internet/Public Data Service authorisation, and which service classification applies?
User-facing application or content service Delivers an application through channels such as SMS, USSD, MMS, IVR, a mobile app, or a web platform. Does the service fall within an NCA VAS category, and what authorisation applies to its specific design?
Intermediary enablement platform Gives businesses, institutions, merchants, developers, or other platforms a technical layer for accessing telecom capabilities, such as messaging, routing, or authentication. Does the platform fit the NCA’s Platform and Machine-to-Anything (M2X) Services category, or another category?

The NCA describes VAS as combining applications provided to users with telecommunications, without including a public electronic communications service. Its guidance distinguishes application-layer services from platforms that enable other providers to access network capabilities. These categories are useful starting points, not a determination of how a particular product will be classified.

When the platform provides connectivity

The NCA describes Internet/Public Data Service authorisation as permission to establish, operate, and provide those services for the public. Its ISP classifications are nationwide, rural, and hotspot; the hotspot classification covers a maximum of three districts. The NCA also says a separate frequency application may be required, depending on the application. A prospective operator should verify which classification and any frequency authorisation apply to its actual service.

When the platform provides an application or enables other providers

The NCA’s VAS guidance identifies application-layer services delivered over SMS, USSD, MMS, IVR, applications, or web platforms. It also describes a Platform and M2X Services category for intermediaries that facilitate functions such as integration, routing, authentication, notification, orchestration, or management of VAS across networks.

In its description of Platform and M2X Services (Class B), the NCA says: “The defining characteristic of services under this Class is that the Licensee functions as an infrastructure or enablement intermediary providing the technical layer through which third-party providers, enterprises, institutions, merchants, developers, or other platforms access telecommunications capabilities rather than presenting a service directly to an end user as its principal activity.” Whether a particular product fits that description depends on its actual role and design.

Get the authorisation question answered before locking the design

The NCA’s telecommunications information lists Internet Data Services, Public Data Services, Value Added Services, and Private/Corporate Data Network among telecommunications services. Its published application process calls for relevant forms and supporting documents, followed by an application fee, NCA acknowledgment, and evaluation. The NCA says cellular mobile licensing is conducted on a specified-need basis; that statement should not be read as establishing a general route for every developer or platform.

  1. Write a plain-language service description. State who uses the service, who receives its output, whether you provide connectivity, and whether you enable third parties to access network capabilities.
  2. Map the data and message path. Identify which organisation provides the network connection, which systems send or receive messages, and whether your platform presents the service directly to end users or supplies infrastructure to another provider.
  3. Ask the NCA to classify the actual service. Provide the service description and intended operating model, and ask which authorisation category and application materials apply. Do not infer an approval from a product label or a proposed integration.
  4. Confirm application and deployment requirements. Check the current forms, supporting documents, application fee, evaluation process, service classification, and whether separate frequency authorisation is relevant.
  5. Proceed on the confirmed scope. Align the product, contracts, and launch plan with the authorisation outcome. Recheck current requirements and fees with the NCA because they may change.

The NCA’s legal-instruments index includes the National Communications Authority Act, 2008 (Act 769), Electronic Communications Act, 2008 (Act 775), Electronic Transactions Act, 2008 (Act 772), Cybersecurity Act, 2020 (Act 1038), and Data Protection Act, 2012. The index is a starting point for identifying relevant legislation, not a complete legal analysis of a particular service.

Choose the network approach around the product’s role

Decide whether you are building connectivity, an end-user application, or an intermediary layer before selecting the channel. The NCA identifies SMS, USSD, MMS, IVR, applications, and web platforms as VAS delivery forms, and describes API platforms and messaging gateways as examples of intermediary enablement. The appropriate approach depends on the user journey and the service you have been authorised to provide.

  • Application or content service: design around the channel customers will use, then determine whether the application and its network relationships require VAS authorisation.
  • Enterprise messaging or integration layer: document which parties use the platform and how it handles integration, routing, authentication, or notifications. Ask whether the intermediary role fits Platform and M2X Services or another category.
  • Public internet or data access: establish the applicable Internet/Public Data Service classification and whether frequency authorisation is needed before choosing a deployment model.

Do not assume that an operator API exists, that a particular developer can obtain access, or that access is available on a given commercial or reliability basis. Verify operator coverage, onboarding, API access, support, service-level commitments, pricing, and failure handling with the relevant network operator or provider. The NCA’s category descriptions do not establish those provider-specific terms.

Build personal-data compliance into the platform

The DPC says the Data Protection Act, 2012 (Act 843) governs the collection, use, disclosure, destruction, and care of personal data. Its guidance says a controller or processor intending to process personal data must register with the Commission before processing, renew registration every two years, appoint and train a data protection supervisor, and develop and publish an organisational privacy policy. It also calls for reasonable technical and organisational measures to secure personal data.

The DPC identifies principles including lawfulness, transparency, data minimisation, purpose limitation, and accountability. Turn those principles into product and operating decisions:

  • Define purposes: document why each category of personal data is collected and how it is used.
  • Minimise collection: collect only the information the service needs for those purposes.
  • Explain the service clearly: publish a privacy policy that describes relevant data practices in understandable terms.
  • Protect access: use reasonable technical and organisational safeguards and limit access to people and systems that need it.
  • Plan retention and deletion: decide how long information is needed and how it will be removed when it is no longer required.
  • Assign responsibility: establish the data protection supervisor role and the training and registration steps described by the DPC.

Registration duties and other requirements depend on the organisation’s role and processing. Confirm how the rules apply to your controller or processor responsibilities rather than treating this overview as legal advice.

Use Ghana’s market figure carefully

The NCA reported 30,515,711 mobile data subscriptions in June 2026. This is a subscription count, not a count of unique people or customers, and it does not establish demand for a particular application, API, or platform.

What to verify before launch

  • The NCA’s classification and authorisation requirements for the service as actually designed.
  • Whether a separate frequency application is relevant to the deployment.
  • Current application forms, supporting documents, fees, and evaluation requirements.
  • Which operators or providers can support the required channels and integrations, and their coverage, access terms, service levels, support, and pricing.
  • The platform’s personal-data roles, registration status, privacy policy, safeguards, and retention and deletion workflows.

There is no universal technical or regulatory blueprint for a Ghanaian telecom platform. The right design follows from the service role, the NCA’s classification of that service, provider-confirmed integration terms, and the platform’s actual handling of personal data.
