A number wheel is only as fair as the list it spins over and the order in which it decides the winner. Whether you are building one for a classroom, a raffle or a group decision, four details determine whether the result means what people assume it means: duplicate entries, range rules, the link between the animation and the result, and whether a winner can come up again. Make those explicit and the wheel is a dependable draw. Leave them implicit and a convincing spin can hide a skewed model.
Start with the probability model, not the animation
The spinning wheel is presentation. The fairness question sits in the step before it: how the eligible set is built and how one entry is chosen from it. Keep those two things separate in your design and in your documentation.

The simplest definition of a fair draw is that every eligible entry has the same chance. Notice what that definition counts. It counts entries, not distinct values. If your list contains two rows labeled 7 and one row labeled 8, and the draw selects uniformly among rows, then 7 has a 2/3 chance and 8 has a 1/3 chance. Nothing is broken in that case; the model simply does something you may not have intended.

There are two legitimate designs, and you should choose one deliberately:

- One chance per distinct value. Deduplicate the list before the draw. Each value then has a 1/2 chance in the example above.
- One chance per record. Keep repeated rows on purpose, because each one represents a ticket, a signup or a vote. Each row then has a 1/3 chance, and 7 wins two-thirds of the time.
Explicit weights follow the same logic. A weight is a deliberate multiplier and should be visible to the people affected by it, not inferred from how the input happened to be typed. NameWheel’s guide, for example, shows a 7:3 weighting example for repeated entries. Whatever notation a tool uses, confirm what it means before you rely on it.
The four gotchas
1. Duplicate rows change the odds
Numbers in a wheel are often labels attached to records rather than unique outcomes. A number can stand for a student ID, a row of a spreadsheet, a raffle ticket or a seat. Duplicates can therefore mean extra tickets, or they can be accidental copies of the same data. The draw cannot tell the difference.
Decide, before you write any code, what each input row represents. Then make that rule visible in the interface, for example with a line such as “Each row is one chance; repeated numbers count more than once.” If your data may contain accidental repeats, add a warning that lists duplicate values and asks the user to confirm them or remove them. Do not assume duplicates are harmless.

2. A range is a set of rules, not just two endpoints
A request like “pick a number from 1 to 10” leaves several questions open. The builder has to define each of them:
- Endpoints. State whether the minimum and maximum are included. A range of 1 to 10 with an interval of 1 should produce ten values, including both 1 and 10.
- Interval. Decide whether values are generated as
min + i × intervalfor an integer indexi. Generating decimals by repeatedly adding a step such as 0.1 accumulates floating-point error, so the list may contain values like 0.30000000000000004. Generate from an integer index and format the result for display. - Exclusions. Apply exclusions to the generated set, not to the endpoints alone. Excluding 7 from a 1 to 10 range leaves nine eligible values, and the wheel should show nine slices.
- Empty sets. If exclusions or parsing remove every value, stop and show an error. Do not spin over an empty list or quietly fall back to the original range.
- Malformed input. Reject text that does not parse as a number, such as a typed en dash in “1–10” or a decimal in an integer-only list. Show the offending entry so the user can correct it instead of silently changing the range.
- Leading zeros. The strings
007and7may represent the same value to a parser and different labels to a person. Pick one normalization and display it.
List size is a separate limit. Picker Wheel’s documentation for its Version 103 interface, dated October 5 (the page does not state a year), lists up to 10,000 portions on desktop and tablet and up to 1,000 on mobile. Those are that product’s limits. They are not a standard for browser wheels, and your own implementation should document whatever maximum it actually supports and test near that maximum on the devices you target.
3. The animation must land on the independently selected result
The most common failure is a wheel that picks its winner from where the spin happens to stop. The safer order is to choose first and animate second:

- Build the eligible array after deduplication, weighting and exclusions. Store it as the single source of truth.
- Draw an index from the eligible array using a cryptographically strong source (see the next section). Store that index as the result.
- Compute the target rotation so that the center of slice
indexsits under the pointer, then add several full turns so the motion looks like a spin. - Keep the landing point inside the slice, away from its edges. A small random offset within the middle portion of the slice makes the motion look natural while ensuring the pointer cannot straddle two labels.
- When the animation ends, announce and record the label that belongs to the stored index. Do not recompute the winner from the final pixel position.
The pointer, the visible label and the announcement must all refer to the same stored result. If they disagree, the result is wrong even when the selection itself was sound, and users will rightly distrust it.
Visibility has real value. The author of NameWheel’s guide, Abd Shanti, puts the point this way: “The wheel is better. Not because the math is different. The math is exactly the same. But because everyone can see it happening.” That is a claim about trust in the process. It does not show that a particular wheel is unbiased, and a visible spin around a flawed model is still a flawed model.
4. Repeat modes change the draw model
Whether a winner stays in the pool determines the probabilities for every later draw. Picker Wheel describes a normal mode and an elimination mode, and NameWheel documents elimination behavior. The two modes behave differently:

- Wide Application: Prize wheel spinner draw in large crowds, spin the wheel game with stand ideal for public events such as tradeshows, promotional activities, carnivals, parties, etc
| Mode | Pool after each result | Can the same entry win again? | Chance on the next draw | What the result history means |
|---|---|---|---|---|
| Normal (independent draws) | Unchanged | Yes | Same for every draw | Each draw is independent; repeats are possible |
| Elimination (no repeats) | Winner removed | No | Equal among remaining entries, so later chances rise | Sequential assignment of distinct winners |
Consider three prizes drawn from ten names. In elimination mode, the first draw gives each name a 1/10 chance, the second gives each remaining name 1/9, and the third gives each remaining name 1/8. Three distinct winners are guaranteed. If you instead run three independent draws and discard repeats, you will sometimes end with only two winners, and the process is no longer the one you described.
Weights interact with elimination too. If an entry with weight 3 wins and is removed, the total weight shrinks, and the remaining entries’ chances rise. State the active mode on screen, and write it into the result log next to each winner, so that a later reader can tell which model produced each row.
Describing randomness and fairness accurately
In a browser, Crypto.getRandomValues() is the standard way to request cryptographically strong values. MDN’s reference states that the method “lets you get cryptographically strong random values.” The same page notes that “implementations are not using a truly random number generator, but they are using a pseudo-random number generator seeded with a value with enough entropy.” MDN’s page, last modified in 2025, also says the method has been available across browsers since July 2015.

Those statements describe the source of random numbers. They do not prove that your wheel is fair. Converting a random integer into an index in a list of length n is a separate step. A common shortcut, taking a random number modulo n, can bias results when the range of the random values is not an exact multiple of n. Rejection sampling, which discards values from the incomplete final block, avoids that bias. Whichever method you use, test it with the eligible-set sizes you expect, and describe it in the same terms you would use for any other part of the code.
For that reason, avoid describing a wheel as “provably fair” unless you have a specific selection method and audit evidence that support the claim. A safe description names the inputs, the mode, the random source and the conversion method, and says what has been checked. No independent fairness study or standards-body test of number wheels was found for this article, so a wheel’s own statement that it is fair should not be treated as verified.
If the wheel will be used in a public raffle, publish the rules before the spin: the eligible list and how it was built, the mode, the random source, and who can see the stored result afterward. Projecting the spin on a screen helps observers follow the draw, but it is not an audit and does not prevent manipulation of the input list.

Build checklist
- Decide whether the unit of selection is a record, a unique displayed number or a weighted outcome, and say so on screen.
- Define inclusive or exclusive endpoints, the interval rule, the handling of exclusions, and the error shown for an empty eligible set.
- Validate numeric parsing, normalize leading zeros, and document the maximum list size you support.
- Select the winner from the eligible set before animating, store its index, and make the pointer, label and announcement all read from that stored result.
- Label the repeat mode, keep it fixed for the whole session or show it clearly when it changes, and log the mode with each result.
- Describe the randomness source and conversion method precisely, and limit fairness claims to what you have tested.
Used this way, a number wheel is a clear, auditable draw. The spin is the part everyone sees; the eligible set, the mode and the stored index are the parts that decide the outcome.
