No VPN can be shown to be the best for Montenegro. The sources available for this guide (dated up to 7 October 2026) establish three narrower things: several major providers list Montenegro as a connection location, at least one of them describes its Montenegro locations as virtual, and a Montenegro IP address does not guarantee that a particular bank, government portal or streaming catalogue will work. The right provider depends on what you want the connection to do, so start there.
Decide what you need the VPN to do
Most searches for a Montenegro VPN mix three different goals. They need different things from a provider.

| Your goal | What matters most | Where to look first |
|---|---|---|
| Getting a Montenegro IP address while you live or travel abroad | A Montenegro location in the provider’s list, a clear statement about how that location is hosted, and whether your target site accepts the address | Proton VPN, Private Internet Access and ExpressVPN all list Montenegro locations in the sources reviewed |
| Privacy while you are physically in Montenegro | Privacy policy, independent audit evidence, device support and the apps’ features. A Montenegro location adds nothing here; any server you connect to will do | Compare providers on privacy documentation rather than on their country lists |
| Using Montenegrin services from abroad | Whether the service blocks VPN addresses, and whether it requires a local account, payment method or phone number that an IP address cannot supply | Test the specific service before you pay, using the steps below |
What the provider sources establish
The table below records what each source says and what it does not show. Treat every entry as a provider or publisher statement, not a measurement of Montenegro.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
| Provider | What the source says | What it does not establish |
|---|---|---|
| Proton VPN | Its official Montenegro page advertises Montenegro servers and a Montenegro IP, alongside privacy, device, protocol, streaming and plan features | Where the servers physically sit, how well streaming works from them, or what local speeds look like |
| ExpressVPN | Its official Montenegro page advertises local IP addresses and describes the Montenegro locations as virtual | That the hardware is in Montenegro. Its statements that VPN use is legal there and that its locations work for local sites are provider assertions |
| Private Internet Access | Its support list, dated 29 September 2026, includes Montenegro and advises checking the app for the current account and device list | Physical placement, Montenegro-specific performance, or access to any named streaming catalogue |
| NordVPN | Named the best all-round VPN in TechRadar’s general guide dated 24 September 2026 | Anything about Montenegro. The guide is a general editorial ranking and did not test Montenegro exit points |
No independent, side-by-side speed or reliability test of Montenegro endpoints was found in the sources for this guide. Any claim that one provider is fastest or most reliable in Montenegro would be unsupported at this point.

What a “virtual” Montenegro location means for you
A virtual location gives you a Montenegro IP address while the server handling your traffic may be in another country. For many people that is enough, because the goal is simply to appear as a Montenegrin address. It is not enough if you need traffic physically routed through Montenegro for a legal, contractual or latency reason.
Where a provider does not say whether a location is virtual, the sources reviewed do not settle the question in either direction. In that case, ask the provider in writing, and do not assume the server is local.

Will a Montenegro IP unlock your service?
A Montenegro address changes how a site sees your connection. It does not change your account eligibility, and sites can block addresses from known VPN ranges. Current streaming compatibility is not established for any provider here, and the 2026 general review cited above says streaming access can change over time. Work through these steps before you commit to a subscription:

Repair common Windows errors and clear accumulated junk for a smoother, more stable PC - no reinstall needed.Free scan · no reinstall- List the exact site or app you need, and note whether it requires a Montenegrin account, payment method or phone number. A VPN address cannot supply any of those.
- Check the provider’s current location list inside its app or on its website. Private Internet Access specifically recommends the app as the reference for the current list.
- Read the provider’s refund and trial terms on its live pages before paying. These terms change, and this guide does not record a current figure.
- Connect to a Montenegro location on the device you will actually use. Load the target site while logged out, then log in and test the functions you need.
- If the site fails, try a second Montenegro location and retest later. A failure on one server or one day does not prove the service is blocked for good, and success on one day does not guarantee it on the next.
Using a VPN while physically in Montenegro
ExpressVPN states that VPN use is legal in Montenegro. That is a provider statement. Montenegro’s electronic communications regulator, EKIP, and the Ministry of Public Administration both publish relevant material, including the Information Security Law. The sources reviewed for this guide did not establish whether ordinary consumer VPN use is lawful, so no unqualified legal conclusion is offered here. If you are handling sensitive data, or your employer or bank has rules about connecting from abroad, check with a Montenegrin lawyer or the regulator directly.

Covering devices with a VPN router
A VPN-compatible router is optional. It lets devices without VPN apps, such as some smart TVs, consoles and printers, use the VPN connection. Ordinary app-based use does not need one.
What the router must support
Proton VPN’s router setup guide states: “To use Proton VPN, your router must support OpenVPN or WireGuard® as a client.” Check that the router supports one of those protocols as a client, and install current firmware before setup.

Limitations to expect
- Proton warns that many routers supplied by internet service providers do not support VPN configuration.
- Weaker hardware may reduce connection speeds.
- Switching to a different location requires configuration changes on the router, not just a tap in an app.
- Some app features may not be available when the VPN runs through the router.
Shortlisting providers for Montenegro
For a Montenegro IP address while abroad, the sources reviewed support shortlisting Proton VPN, ExpressVPN and Private Internet Access, because each lists Montenegro. Put each shortlisted provider through the service test above, read its statement on virtual locations, and compare the privacy documentation and device support you need. Do not treat the country list alone as the deciding factor.

- 【Repeater for Public, Hotel WiFi】Convert a public network(wired/wireless) to a private network(wired/wireless) for secure surfing. Work with Captive Portal. (Note: Most of the Free Public Wi-Fi hotspot set a time limit for users, which will disconnect your devices once the time is over. To deal with this situation, please reconnect your router to the wifi.)
The Bottom Line
For most readers the decision is narrower than “best VPN.” If you want a Montenegro IP address while abroad, shortlist Proton VPN, ExpressVPN and Private Internet Access, check each provider’s statement on virtual locations, and test your specific service before paying. If you want privacy while physically in Montenegro, choose on privacy documentation, device support and features, and treat the Montenegro location list as irrelevant. A router is worth considering only if you have devices that cannot run a VPN app.
