Yes—you can develop and build Android apps on a phone with Termux and an Ubuntu or Debian userland, without root or a PC. The reliable route is command-line development using the project’s Gradle wrapper, not a promise that Android Studio runs as a complete desktop IDE on your phone. The main hurdle is getting every required SDK tool to work with the phone’s CPU architecture.
What phone-only Android development includes
A phone-only workflow can cover editing a project’s source, running its build, signing the resulting APK, installing it and testing it on the device. Those are separate stages: producing an APK does not by itself prove that the app runs correctly, and building a debug APK is not the same as preparing a release.

Android’s official command-line guidance says, “You can execute all the build tasks available to your Android project using the Gradle wrapper command line tool.” That makes the wrapper included with a project the natural starting point. It does not mean every project’s toolchain is compatible with every Android phone.
How the Termux and Ubuntu setup fits together
Run a Linux userland without replacing Android
Termux provides the terminal environment. PRoot-Distro can install and run Ubuntu, Debian and other Linux userlands within Termux without root, a kernel module or a Docker daemon. This is a Linux userland running on Android, not a separate Linux operating system booted on the phone.

Match the project’s toolchain
Install the Java runtime, Android SDK components and other dependencies your project requires in the environment you choose. Use the project’s Gradle wrapper and its configured Android Gradle Plugin as the guide to compatible versions; there is no single version combination that can safely be prescribed for every app.
Before investing in a large project, check whether the required SDK Build Tools and other binaries can run on the phone’s CPU architecture. ARM64 compatibility is a practical risk: community phone-build examples report that some Google-hosted SDK packages included x86_64 tools, and describe project-specific alternatives or workarounds. Those reports are evidence that extra setup may be needed, not an official guarantee or a universal fix.
Build a debug APK

Open the project in the terminal environment where its dependencies are available, and use the Gradle wrapper supplied with the project.

Run
./gradlew assembleDebugfrom the project directory. This is the standard Gradle task for assembling a debug build; projects may have additional requirements or configuration. -
Look in the relevant module’s
build/outputs/apk/directory for the generated debug APK. The exact path below that directory can vary with the project’s modules and build variants. -
Install the APK on the intended device and test the app’s actual behavior. A completed build confirms that the build tools emitted an APK; it does not establish that every feature works at runtime.

Android’s command-line documentation describes debug APKs as debug-signed and suitable for installation on a device. AAPT2 by itself is not a substitute for this process: it handles Android resources, but its output alone is not a complete, signed, installable app.
Debug builds and release signing are different
A debug signature is useful for development and local testing. For release distribution, Android requires the APK to be signed with the developer’s private key. The command-line release workflow includes tools such as zipalign and apksigner; verify the signature as part of the process. Protect and back up the keystore and private key, because they are essential to managing signed releases.
An Android App Bundle is a separate distribution artifact, not an APK that can be installed directly as one. Follow the packaging and distribution requirements for the artifact you intend to deliver.

Which phone-only route should you choose?

What can make a build fail—or mislead you

Architecture mismatch: A tool bundled for x86_64 may not run natively on an ARM64 phone. A workaround reported for one project or tool version may not apply to another.

Resource-tool compatibility: A community report describes an AAPT2 mismatch with Android 35/36 resources and a QEMU-based workaround in that report’s own configuration. Treat it as a narrow example, not a general recipe for those Android versions.

Native-code dependencies: Projects that require native code or NDK components add another layer of tools whose compatibility must be checked; a successful Java or resource build alone does not establish that these dependencies work.

Phone constraints: Storage, memory and heat can affect the practicality of a large build on a particular device. The available evidence does not establish a universal performance benchmark or minimum phone specification.

Build versus runtime: A successful build is not a substitute for testing the APK’s behavior on the target phone. One community report explicitly did not test framework-dependent app behavior in its environment.
Is a PC required?
No, not for every Android project: Termux with a Linux userland can provide a phone-only route to source editing and APK builds without root. But “full Android development” depends on the project. Check its Gradle and Android Gradle Plugin configuration, required SDK tools, CPU-architecture compatibility and any native dependencies, then distinguish the debug build from a signed release and test the result on the intended device.
