That avoids one API bill; it does not make the data complete, grant permission to contact anyone, or make public services unlimited.
What “zero cost” means for this workflow
OpenStreetMap data is open under the Open Database License (ODbL). The OpenStreetMap Foundation (OSMF) distinguishes that data from the services used to access or display it: its Copyright and License page says it cannot provide a free-of-charge map API or map tiles for third parties. For read-only feature searches, OSM points users to Overpass rather than its editing API.

So the defensible promise is zero Google Maps API cost, not “free, unlimited lead data.” A small, occasional query may use public infrastructure at no charge, subject to its policies. If you need to operate your own service or manage a large recurring workload, infrastructure and maintenance can have costs.

OSM is a community-maintained map database, not a verified business directory. Coverage and tagging vary by location and feature type. A returned feature is a place someone mapped with matching tags; it does not prove that the business is open, meets your sales criteria, or welcomes outreach.

Choose the right OSM service
| Service | What it does | Fit for a lead pipeline |
|---|---|---|
| Overpass API | Read-only queries for OSM objects using criteria such as tags and location. | Use it to find mapped features in a bounded region. |
| Nominatim public service | Geocodes addresses and place names; it is mainly intended to support the OSM search bar. | Not a way to enumerate businesses or download all points of interest in an area. |
| OSM editing API | Supports editing the map. | Not the read-only extraction endpoint for this workflow. |
| Standard OSM tile service | Serves rendered map tiles. | Usually unnecessary for a lead export; tile access is separate from querying map data. |
These roles and restrictions are described by the OSMF’s Copyright and License, API, Tile Usage, and Nominatim Usage Policy pages, and by the Overpass API project documentation. They are different services with different rules: do not treat one service’s allowance as permission to use another in the same way.

- Smart Alerts with Android and iOS App Control: Receive geo-fence alerts, overspeed notifications, vibration alarms, low battery reminders and SOS alerts. The mobile app supports Android and iOS, with remote monitoring, OTA updates and multiple working modes.
- Define a narrow search. Pick one geographic boundary and one business category. Decide what counts as a candidate before querying, and record the category and region with the run. OSM coverage and tagging are uneven, so results should not be treated as a complete census.
- Translate the scope into an Overpass query. Select relevant OSM tags and restrict the query to the chosen boundary. A matching tag means the map feature was recorded with that tag; it is not confirmation of current operation, contact details, or fit with your ideal customer profile.
- Make the request identifiable and controlled. Have the Python client identify itself, keep query scope bounded, cache results you have already retrieved, and use retry/backoff behavior for service errors rather than rapidly repeating requests. Treat public Overpass as shared infrastructure, not a guaranteed backend for a broad public app.
- Parse the returned OSM elements and tags. Preserve the source object type and identifier as well as the tags used to interpret it. Keep the raw OSM-derived fields separate from any later enrichment so that their provenance remains clear.
- Normalize and deduplicate locally. Standardize the fields your workflow needs, such as names or address components when present. Deduplicate using stable source identifiers first; do not merge separate map objects merely because their names look alike. A feature may lack a name or a complete address.
- Export an auditable result. Include the OSM source identifiers, relevant tags, retrieval timestamp, and attribution alongside the fields you plan to use. Keep a record of the query scope and distinguish OSM data from information obtained elsewhere.
- Validate or enrich only from a separately permitted source. If you need to verify whether a business is operating or add contact details, use a source whose terms allow that use. Record the source of each added field; an OSM feature alone does not verify it.
Stay within public-service limits
Overpass: keep requests modest
The Overpass API project gives broad guidance of around 10,000 requests per day and below 1 GB of downloads per day for public instances. The retrieved guidance does not state a publication year, and these figures are not an SLA or guaranteed quota. Avoid repeated identical queries, mass lookups of individual elements, stitching many small boxes together to collect the whole planet, or making a public instance the backend for a high-demand application. For higher recurring demand, use suitable planet extracts or consider running your own instance.

The OSMF Operations Working Group’s Nominatim Usage Policy says, “No heavy uses (an absolute maximum of 1 request per second).” That policy applies to the public OSMF instance, not automatically to third-party or self-hosted Nominatim services. It also prohibits systematic all-POI queries, including downloading all points of interest in an area. Use public Nominatim for appropriate geocoding needs within its policy, not to build a list of every business in a region. For larger regular bulk-geocoding workloads, use another provider or a self-hosted service.

Tiles are not data-query results
The standard OSM tile service has its own requirements, including attribution, an identifiable client, and caching; bulk tile downloads and offline prefetching are prohibited. A pipeline that exports business candidates generally does not need to fetch tiles. If you later add a map display, review the tile policy separately rather than assuming that an Overpass query permits tile downloads.
Handle attribution and ODbL before sharing results
Credit OpenStreetMap and make the ODbL available as required. Keep attribution and source identifiers with the export rather than stripping them during cleanup. OSM’s guidance also says that a resulting database derived from OSM may need to be made available. Whether a particular export is a derivative database, and what obligations follow when it is combined with outside data or published, depends on how the data is used and structured. Review the ODbL and OSM’s guidance for the specific dataset before distributing it; do not assume that adding other records automatically removes OSM-related obligations.

Know what the output can—and cannot—support
- It can support: a list of mapped location candidates matching your query criteria, with OSM identifiers and tags for traceability.
- It cannot establish by itself: that a business is currently operating, that the listing is complete or accurate, that a location fits your sales criteria, or that anyone has consented to be contacted.
- It does not settle outreach compliance: privacy, direct-marketing, and electronic-communications rules depend on the target geography and contact channel. Check the rules that apply before using records for outreach.
For a full Overpass installation, the project’s global installation guide recommends 500 GB to 1 TB of disk space. That is a scale reference for the described global setup, not a minimum requirement for every user or a small local extract. It is one reason to distinguish a modest query workflow from operating a large independent data service.
