Build a Python AI Code Review Bot: A Self-Hosted GitHub Action, Step by Step

A practical design for a Python pull-request reviewer: fetch diffs without executing contributor code, validate structured findings, and choose local or hosted inference deliberately.
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

You can build a Python-based AI code reviewer by having a pull-request workflow fetch the diff, send bounded portions to a model, validate structured findings, and post comments on changed lines. A self-hosted runner does not automatically make this private: only an inference endpoint on infrastructure you control keeps the code within your network. The practical design below keeps untrusted pull-request code out of the execution path and makes that data boundary explicit.

What does “self-hosted” mean for an AI code reviewer?

It can mean the workflow runs on a machine you operate, the model runs on infrastructure you operate, or both. Those are separate choices. A self-hosted GitHub Actions runner that calls a hosted model API still sends the diff to that provider. For code to stay within your network, use a model endpoint running on infrastructure you control and verify that the workflow actually sends requests there.

The implementation example this design is based on is a GitHub Action documented in the xiaofuqing13/ai-code-reviewer repository. It describes both hosted-provider options and Ollama; its example Ollama model is qwen2.5-coder and its example endpoint is http://localhost:11434. Treat those as examples from that project, not as current model recommendations. The project’s claims describe its own design, not an independent security or accuracy assessment.

What should the first version do?

Keep the first version focused on pull-request diffs rather than attempting to understand or build an entire repository. A useful review cycle has five responsibilities:

#1 Best Overall
CanaKit Raspberry Pi 5 Starter Kit PRO - Turbine Black (128GB Edition) (8GB RAM)
  • Includes Raspberry Pi 5 with 2.4Ghz 64-bit quad-core CPU (8GB RAM)
  • Includes 128GB Micro SD Card pre-loaded with 64-bit Raspberry Pi OS, USB MicroSD Card Reader
  • CanaKit Turbine Black Case for the Raspberry Pi 5
  • CanaKit Low Noise Bearing System Fan
  • Mega Heat Sink - Black Anodized
  1. Receive a pull-request event and identify the repository, pull request, and commit being reviewed.
  2. Fetch the unified diff through the GitHub API, without checking out or executing the submitted code.
  3. Split eligible changes into bounded chunks with enough surrounding context to interpret them.
  4. Ask the model for structured, changed-line findings; validate, filter, and deduplicate the response.
  5. Post inline comments and a summary with the permissions needed for those actions.

This boundary reduces exposure to untrusted code and avoids building a submitted branch merely to review it. It does not make the workflow risk-free: the job still handles attacker-controlled text, credentials, API responses, and model output.

How should you build the Python review pipeline?

1. Make the pull-request event the entry point

For a minimal implementation, use a GitHub Action triggered on pull requests. Keep orchestration separate from review logic so that fetching, chunking, model calls, validation, and posting can be tested or replaced independently. A long-running service or GitHub App may suit different operational needs, but the Action is the implementation pattern documented by the example project.

Make each run identify the exact commit it reviewed. That lets the tool avoid duplicate comments on reruns and distinguish a new revision from a previously reviewed one. If you support incremental reviews, define which newly added commits are in scope rather than implying that an incremental pass rechecks the full pull request.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

2. Fetch the diff, not an executable checkout

Use the GitHub API to obtain the pull request’s unified diff, then pass only the necessary text to the review pipeline. The documented example does not check out submitted code. That is a meaningful reduction in exposure: a review job does not need to run a contributor’s build scripts, tests, package hooks, or other code to inspect changes.

  • CanaKit USB-C PiSwitch (On/Off Power Switch for Raspberry Pi 4)

Parse the diff into files and hunks. Preserve the file path, diff headers, added and removed lines, and enough nearby context to understand the change. Treat file names and diff contents as untrusted input; do not interpret them as shell commands, configuration instructions, or model policy.

3. Bound the work and disclose omissions

Large pull requests can exceed model context limits, consume excessive time, or produce an incomplete review. Set explicit limits for eligible files, chunk size, and comments per pull request. Exclude generated artifacts or lockfiles when they are not useful review targets, and make inclusion and exclusion rules configurable. The example project documents file limits, include and exclude patterns, and reporting when input is truncated.

  • Split large files into manageable hunks while retaining relevant surrounding lines.
  • Track which files or hunks were omitted, excluded, or cut off.
  • Include a visible summary notice when the review was partial; never present a partial pass as complete.
  • Cap findings and comments so a noisy response cannot flood the pull request.

4. Ask for structured, anchored findings

Do not turn arbitrary model prose into review comments. Request a defined response shape and use the provider’s structured tool or function-calling interface where available. A finding should identify a severity, category, changed-line location, explanation, rationale, suggested correction when useful, and confidence. Require the location to correspond to a changed line accepted by the hosting platform.

This is an illustrative schema, not a guaranteed provider format or a claim that the example project uses these exact field names. Validate types, allowed values, paths, line numbers, and confidence bounds before posting. Reject malformed or unanchored results instead of guessing where they belong. Treat suggestions as advisory text, not executable patches.

  • Programming Lessons: This raspberry pi 5 learning kit ships with step by step instructions and provides 21 lessons to take you through identifying components reading code and running it in the terminal

5. Filter, deduplicate, and make reruns safe

A valid response can still be irrelevant or repetitive. Apply configurable severity and confidence thresholds, remove duplicate findings, and enforce the comment cap before calling the review-comment API. Store or derive a stable identity from the reviewed commit and finding so reruns do not post the same comment repeatedly. If the pull request has changed since the run began, avoid presenting comments as if they were reviewed against the current revision.

These controls manage noise; they do not establish that a finding is correct. Keep a human responsible for deciding whether to accept a comment or change code.

6. Post a concise summary and precise inline comments

Use inline comments only when the finding maps to a valid changed line. Put broader observations, review coverage, and truncation information in a summary rather than attaching them to an arbitrary line. Make the summary distinguish findings from review limitations—for example, skipped file classes or a partial diff—so maintainers can tell what the automation did not inspect.

How do model and gateway choices change data flow?

Choice Where inference runs What to account for
Local model endpoint Infrastructure you operate, such as an Ollama endpoint Can keep diffs within your network if the runner and endpoint are configured accordingly. You operate the model service and should verify the actual network path.
Hosted model provider The provider’s service The diff leaves the runner to reach the provider. Review that provider’s current data processing and retention terms before sending source code.
OpenAI-compatible gateway such as LiteLLM Depends on the configured backend Optional routing layer, not a privacy guarantee. The LiteLLM vendor documentation advises checking the current PyPI version and reading provider credentials from environment variables rather than committing them.

The example project lists Anthropic, OpenAI, Ollama, and OpenAI-compatible endpoints as options. Provider support and model identifiers can change; choose based on your data boundary, response format, latency, operating burden, and organization’s policies rather than treating the list as an endorsement.

  • Includes Raspberry Pi 5 with 8GB RAM
  • 256 GB PCIe Pi NVMe SSD (Pre-loaded with Pi 64-Bit OS)

How should you secure pull-request workflows and credentials?

Use least privilege

The example workflow requests contents: read and pull-requests: write. Grant only the permissions needed for diff access and review comments; do not give the review job broader repository or deployment rights by default. Store model keys in repository or organization secrets, never in committed configuration, and avoid printing them in logs.

Handle fork pull requests without exposing secrets

GitHub does not expose repository secrets to workflows triggered by pull_request from a fork. The example project therefore skips fork reviews when the model key is unavailable. That means a workflow cannot both rely on such a secret and assume it will be available for an untrusted fork event.

Do not switch to pull_request_target merely to make secrets available without understanding the security consequences. A workflow with access to trusted repository context or secrets can be endangered if it processes attacker-controlled fork content unsafely. Review GitHub’s current security guidance before changing event types, token permissions, or checkout behavior. Where automatic fork review is required, design a separate, carefully constrained trust boundary rather than weakening the default workflow.

The documented example says it loads configuration and custom rules from the base repository’s default branch so a fork cannot change its own review policy, and that secrets are masked in logs. These are design choices in that project; independently verify your own workflow, logging, and configuration sources.

How can you test whether the reviewer is useful?

The reviewed implementation sources do not establish a validated test suite or an accuracy level for a new Python tool. Build an evaluation set from historical pull requests with known defects and harmless changes, then inspect model findings against those labels. Track accepted, rejected, duplicate, and missed findings, as well as false alarms and the time maintainers spend triaging comments. Evaluate by category and severity; a single overall score can hide a system that catches one issue type while generating noise elsewhere.

  • Check that a correct finding points to an eligible changed line.
  • Check that malformed model output is rejected safely.
  • Check that excluded and truncated files appear in the review summary.
  • Rerun the same commit and confirm that comments are not duplicated.
  • Update a pull request and confirm the tool identifies the commit it actually reviewed.
  • Test fork events and verify that missing secrets cause a safe skip, not a permission workaround.

Keep human review in the loop. In Automated Code Review In Practice, the study authors reported that 73.8% of automated comments were resolved across three projects, 4,335 pull requests, and 1,568 automated reviews in the 2024 study. Resolution is not an accuracy measure: a resolved comment may not have been correct. The same study reported average pull-request closure duration rising from five hours 52 minutes to eight hours 20 minutes, with trends varying across projects. Surveyed practitioners mostly described only minor code-quality improvement, and the paper discusses faulty reviews, unnecessary corrections, and irrelevant comments. These results argue against assuming that automation makes delivery faster or that accepted comments are inherently sound.

The 2025 paper Bugdar: AI-Augmented Secure Code Review for GitHub Pull Requests reports an average of 56.4 seconds per pull request for its own research system and evaluation. That figure is not a performance estimate for a different model, prompt, repository, or implementation.

Should you build this or use an existing review feature?

Build when control over workflow, rules, model routing, or deployment matters enough to justify maintaining the integration. Before choosing, compare the following points rather than judging only by model output:

  • Where diffs are processed and what the provider retains.
  • Whether the tool supports your source-control platform and its fork-permission model.
  • Whether it reviews only changed lines or can use repository-wide context.
  • How custom rules, severity thresholds, deduplication, and comment limits work.
  • Who maintains the runner, model endpoint, credentials, and upgrades.
  • Per-review usage costs and any infrastructure or operations cost.

GitHub’s current Copilot code-review documentation describes support across GitHub.com, CLI, mobile, IDEs, and Azure DevOps public preview, along with usage-based AI credits and Actions runner usage for agentic features. It estimates $0.05 to $1 USD for a typical review at Lite effort and $0.25 to $5 USD at Balanced effort, varying with pull-request size and custom instructions; those estimates can change. These are GitHub’s figures for Copilot, not a cost estimate for a Python tool you build. Recheck current product availability and billing before making a decision.
