Yes—images can be converted to a PDF entirely in a browser, without sending them to a conversion server as part of the conversion operation, if the specific app actually processes them locally. But “browser-only” does not prove that a website makes no other network requests or that its scripts and data practices are trustworthy. Local conversion can also use much more memory than the images’ compressed file sizes suggest, and a PDF made by placing images on pages may not have searchable text or crisp detail when enlarged.
What “browser-only” conversion does—and does not—mean
A typical local workflow reads an image in the browser, decodes it, draws it to a canvas, exports the canvas content, then uses a PDF library to place that image in a PDF. The html2pdf.js project documents a client-side pipeline using html2canvas and jsPDF, and says the rendered output is an image placed into the PDF: html2pdf.js project documentation.

If an app performs conversion locally, the selected image need not be sent to a conversion server for that operation. That is a narrower claim than saying the website has no analytics, makes no other network requests, or never retains data through another feature. The presence of a client-side library alone does not establish how a particular website behaves. For a specific tool, check its published privacy policy and actual network behavior; browser-based conversion by itself is not a privacy audit.
Why image batches can use far more memory than their file sizes suggest
Compressed files are not the only data held during conversion. The browser may decode each image into pixel data, maintain a canvas backing store, encode an exported image, and let the PDF library hold its own buffers. Some of these representations can coexist. The WHATWG HTML Standard’s canvas section notes that drawing an image through an img element can leave two decoded copies in memory: the img element’s copy and the canvas backing store.

This is why a batch of seemingly small files can strain a device, especially when many large images are processed together. The documentation establishes the possibility of overlapping copies, not a universal memory multiplier or a fixed browser limit. Available memory and the details of the app’s pipeline affect what a particular device can handle.
Mozilla’s PDF.js FAQ offers an illustrative canvas-memory estimate of 3.5 MB or 14 MB per rendered page for PDF rendering, depending on context, and recommends rendering only visible pages to reduce memory use: PDF.js FAQ. That estimate describes PDF.js rendering, not image-to-PDF conversion, and should not be treated as a per-page requirement or limit for conversion tools.

Why Blob output is preferable for large results
Canvas can export an image as a data URL or as a Blob. toDataURL() encodes the entire image as an in-memory string, which MDN warns can have performance implications for large images. MDN generally recommends toBlob() with an object URL instead: MDN: toDataURL().

The browser may cache a Blob in memory or on disk at its discretion. Apps should revoke object URLs when they are no longer needed, while keeping them available long enough for users to open or download the generated file. See MDN: toBlob().

What image encoding means for file size and appearance
Canvas export must support PNG; many browsers also support JPEG and WebP. If a requested format is unsupported, the export falls back to PNG. For lossy formats, a quality value can be supplied, but neither a particular quality setting nor a file-size result is guaranteed across browsers and images. These format behaviors are documented by MDN’s toBlob reference.
- PNG: lossless, useful when preserving sharp edges matters, but it can produce larger files for photographs.
- JPEG: often reduces photographic file size, with a quality trade-off because it is lossy.
- WebP: may be available in a given browser, but support is not universal.
Choose based on the source images and intended use, then inspect the downloaded PDF. A setting that looks acceptable for photographs may not preserve small text or fine line work as well.

What an image-based PDF can and cannot preserve
When a conversion pipeline rasterizes content and places the resulting image on a PDF page, the PDF is primarily a visual container for pixels. It may not preserve text as searchable or selectable text, or retain vector detail the way a text-first or vector PDF can. Enlarging a raster page can reveal pixels. The html2pdf.js project describes this image-placement approach in its client-side conversion documentation; it does not establish a universal amount of quality loss for every library or setting.

If you need searchable text, accessible text structure, or sharp scaling at high magnification, check whether the chosen workflow creates those features rather than assuming that any PDF will. A visually faithful page image and an editable, searchable document are different outputs.

How to choose a realistic workflow
- For privacy-sensitive files: use a tool only when its local processing and broader data practices meet your needs; the label “browser-only” alone does not establish all site activity.
- For large batches or high-resolution images: process fewer images at a time if the device struggles, and avoid assuming compressed file size predicts working memory use.
- For large output: prefer implementations using Blob and object URLs over data URLs, while remembering that this does not eliminate other memory use.
- For photographs: compare the resulting file size and visual quality with the chosen export format and quality setting.
- For text, diagrams, or detailed artwork: inspect the PDF at the size it will be read or printed, and verify whether text search and selection are required.
PDF.js is a PDF parsing and rendering library, not a requirement for converting images to PDF; its Getting Started documentation describes that scope.
