Broadcom CEO Hock Tan’s September 2026 remarks describe AI infrastructure growth as a financing and deployment challenge, not a case of memory ceasing to matter. A conference report put capital, site readiness and power among the constraints on expansion; a separate Broadcom earnings-call transcript records Tan saying customers still need to secure high-bandwidth memory (HBM), wafers and substrates. The headline’s “capital, not memory chips” wording should not be read as a verified quote from Tan.
What Tan’s AI revenue outlook does—and does not—say
At the September 8, 2026 Goldman Sachs Communacopia + Technology Conference, Tan outlined a management outlook of $115 billion in Broadcom AI revenue for 2027 and $230 billion for 2028, according to Investing.com’s report. These are forward-looking figures, not revenue already earned. They imply a very large buildout, but realizing the outlook depends on customers turning plans into operational compute capacity on schedule.

The report says Broadcom works closely with six frontier-model developers and names OpenAI, Google and Anthropic. That concentration matters: the outlook is partly dependent on a relatively small group of large customers’ ability to finance and deploy infrastructure. The reported figures are company expectations, not a guarantee of customer spending or completed data centers.
Why capital and deployment readiness are linked
AI infrastructure requires more than chips. Customers need to fund facilities and equipment, secure a site, obtain permits, arrange power, build out the facility and get equipment installed. Those steps can proceed on different schedules. A financing commitment may make a project affordable without making it ready to run.

Investing.com reported that Broadcom discussed an infrastructure financing vehicle with Apollo and Blackstone, described as providing $35 billion in initial financing for more than 20 gigawatts of compute capacity. The report characterized it as intended to help selected customers finance infrastructure. It does not establish that every customer or planned deployment is covered by the vehicle.
Tan also reportedly estimated that preparing power sites for use by 2028 can take about two years. That underscores why capital alone cannot determine deployment timing: a funded project still needs a viable site, power access and time for construction and related approvals.

Memory is still a constraint in the supply chain
In Broadcom’s Q3 fiscal 2026 earnings-call transcript, Tan said customers must secure HBM, as well as leading-edge wafers and substrates. He described supply bottlenecks as multidimensional and subject to change over time. That account does not support interpreting the conference discussion as evidence that memory shortages have ended or become irrelevant.

The two sets of remarks address different layers of the same buildout. Capital helps determine whether customers can fund infrastructure; site and power readiness affect whether it can be installed and operated; semiconductor inputs affect whether the necessary systems can be supplied. A constraint can shift as projects move from financing to construction and component procurement.

Enterprise AI adoption has a separate return-on-investment hurdle
Tan also discussed the challenge of finding enterprise uses for AI that deliver clearly meaningful returns. The conference report says Broadcom involved 15,000 of its 30,000 engineers in a year-long evaluation of AI tools. That is a reported company evaluation, not a general productivity study or proof that the same results apply across other organizations.
Asked about the value of AI tools, Tan said: “The biggest issue is finding use case that generates what you call a return on investment that is clearly meaningful and significant.” He also said, “It helps very smart people become smarter,” and, “The value goes to where intelligence continue to improve.” These remarks concern adoption and productivity economics. They are not the source of the headline’s capital-versus-memory formulation.

How to read the headline
The most defensible interpretation is that financing and the practical readiness of data-center infrastructure can be major hurdles to the next phase of AI growth, while memory and other components remain part of the supply picture. The available conference report and earnings-call transcript support that layered reading; they do not verify “capital, not memory chips” as Tan’s exact words or establish that capital is the only, or universally largest, constraint.
