Breeze TTS 2 is open-weight, not open source in the usual sense. BreezeBlue publishes its inference code under Apache 2.0, but the model weights, derivative models and self-hosted outputs are licensed for research and non-commercial purposes unless you obtain a separate written commercial license. ElevenLabs is a hosted service, not a downloadable model. Which one is the better fit depends on how you plan to use the voice. Breeze TTS 2 gives you a local, controllable route for research and non-commercial work on compatible NVIDIA hardware. ElevenLabs gives you a managed service with a wider documented language menu. Neither vendor’s published material establishes a winner on sound quality or total cost, and this comparison does not rank them on either.
Is Breeze TTS 2 really open source?
Only in part. Breeze TTS 2 is an open-weight model: its weights can be downloaded and run locally, and BreezeBlue publishes official inference code. The code and the model, however, carry different licenses, and the model’s license does not permit unrestricted use. Calling the whole package “open source” without that split misleads anyone who expects to sell or publish the output commercially.

The inference code: Apache 2.0
BreezeBlue’s official inference repository is licensed under Apache 2.0, and that license covers the code. The repository itself flags the limit: “The Apache License does not grant rights to use the model commercially.” (BreezeBlue official inference repository, accessed 2026-10-07.)
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesThe model materials: research and non-commercial
The weights, any derivative models and any output generated by a self-hosted copy fall under BreezeBlue’s separate Research and Non-Commercial License Agreement, version 1.1, last updated September 1, 2026. Those materials are for research and non-commercial purposes unless BreezeBlue grants a separate written commercial license. The permissive license on the code does not change that.

Can you use Breeze TTS 2 commercially?
The answer depends on how the voice reaches your audience, because the agreement treats three situations differently:
- Research or non-commercial use is what the agreement permits. According to BreezeBlue’s materials, the research and non-commercial license is free of charge.
- Commercial use of self-hosted weights, derivatives or outputs requires a separate written commercial license from BreezeBlue.
- Paid hosted-platform or API outputs may be used commercially under the applicable terms, according to BreezeBlue. A subscription does not, however, grant commercial rights to self-hosted weights or outputs.
The agreement states the core rule directly:
“No Commercial Purpose is permitted under this Agreement. Any Commercial Purpose involving the Model Materials, a Derivative Model, or an Output requires a separate written commercial license from BreezeBlue.”

Running Breeze TTS 2 on your own hardware
Local use is a compatibility question before it is a creative one. The model card’s quick start uses Hugging Face Transformers and specifies the following:
- Linux. The documented setup is Linux; the materials reviewed describe no Windows or macOS path.
- Python 3.10 or newer.
- A CUDA-capable NVIDIA GPU.
- A Breeze TTS 2 checkpoint, which contains the model weights to load.
Treat this as a GPU-backed setup, not a zero-setup web app. The repository documents a streaming API for integration, so a production deployment means you handle the serving layer yourself.
VRAM by inference mode
| Inference mode | Recommended GPU memory | Vendor-stated memory use |
|---|---|---|
| Eager inference | 12 GB | approximately 7.7 GiB GPU memory |
| Fast path | 24 GB | approximately 14.4 GiB memory |
These are BreezeBlue’s own figures, published in 2026. Read the 12 GB and 24 GB values as the vendor’s recommendations, not as a benchmark on your card.

- Custom three-capsule array: This professional USB mic produces clear, powerful, broadcast-quality sound for YouTube videos, Twitch game streaming, podcasting, Zoom meetings, music recording and more
- Blue VO!CE software: Elevate your streamings and recordings with clear broadcast vocal sound and entertain your audience with enhanced effects, advanced modulation and HD audio samples
- Four pickup patterns: Flexible cardioid, omni, bidirectional, and stereo pickup patterns allow you to record in ways that would normally require multiple mics, for vocals, instruments and podcasts
- Onboard audio controls: Headphone volume, pattern selection, instant mute, and mic gain put you in charge of every level of the audio recording and streaming process
- Positionable design: Pivot the mic in relation to the sound source to optimize your sound quality thanks to the adjustable desktop stand and track your voice in real time with no-latency monitoring
Setup pitfalls
- Cloning inputs. The model card says cloning requires clean reference audio and its exact transcript. A paraphrased or approximate transcript does not meet that requirement.
- Speed expectations. The fast-path latency figures come from an NVIDIA H100 and are tied to the 24 GB recommendation, not to a 12 GB card.
- Ownership of the stack. Local inference means you manage the GPU driver setup, the Python environment and the model download yourself.
ElevenLabs: a hosted service with model-by-model language coverage
ElevenLabs is a hosted service rather than a downloadable open-weight model. Its product page documents several TTS models, streaming, voice cloning and voice design. Language coverage depends on the model you choose:
Recommended Free Tools
| ElevenLabs model | Languages stated on the product page |
|---|---|
| Eleven v4 and v4 Turbo | 90+ |

Source: ElevenLabs product page, accessed 2026-10-07. A comparison with Breeze TTS 2 should name the exact model on both sides.
Licensing for hosted use
ElevenLabs’ materials describe plans and models but do not settle contract-specific licensing questions. Hosted API pricing and plan terms depend on usage and model, and they may change. If you plan commercial use, read the terms that apply to your plan and model before publishing.

Breeze TTS 2 and ElevenLabs side by side
The two tools overlap in cloning, design and streaming, but they differ in how the workflow is controlled.
| Capability | Breeze TTS 2 | ElevenLabs |
|---|---|---|
| Languages | English and Chinese in a single model | 29 to 90+, by model (see table above) |
| Voice cloning | From reference audio plus its exact transcript | Described in official materials; input requirements not stated in them |
| Voice design | From a natural-language description | Described in official materials; method not detailed |
| Delivery control | Voice direction and vocal events | Audio tags and pronunciation controls |
| Multi-speaker output | Not stated in BreezeBlue’s model card or repository | Multi-speaker dialog |
| Voice library | Not stated in BreezeBlue’s model card or repository | Voice library |
| Streaming | Streaming API documented in the repository | Streaming through the hosted service |
Compare the workflow you actually need: whether you clone a specific voice, design one from a description, direct delivery, or produce multi-speaker dialog.
Latency figures: what they show and what they do not
Both vendors publish speed numbers, measured under different conditions:
Best Value
- 【Crystal Clear Audio Quality】Our Omnidirectional pattern condenser microphone accurately captures your voice, making it perfect for dictation, online classrooms, and more.
- 【Active Noise-Cancelling】Come in CMTECK CCS2.0 SMART CHIP with Omnidirectional Polar Pattern, which can effectively block the background noise. The pop filter prevents plosives from overloading the microphone, ensuring only your voice is heard.7
- 【Convenient Mute Button with LED Indicator】You can quickly mute/un-mute the microphone with the Mute Button and the built-in LED light lets you know the working status(Greenlight: Connected; Red light: Mute mode).
- 【Easy to use】 No drivers needed, just plug and record without external power supply, directly connect the microphone to a USB compatible device, well compatible with Windows(7, 8 and 10), Mac OS and PS4 (NOT compatible with Raspberry Pi/Linux/Android)
- 【Mini size with Adjustable Gooseneck】Adopted flexible and adjustable gooseneck metal pipe, easily adjust position 360 degrees to suit user comfort. The compact and stable base maximizes your desktop space.
| Model or mode | Vendor figure | Conditions stated |
|---|---|---|
| Breeze TTS 2, fast path | Under 40 ms time to first audio; real-time factor 0.32 (about 3.1× real time) | NVIDIA H100, warmed-up fast path; BreezeBlue, 2026 |
| ElevenLabs Flash v2.5 | Approximately 75 ms | Hosted model; ElevenLabs product page, accessed 2026-10-07 |
| ElevenLabs Turbo v2.5 | 250–300 ms | Hosted model; same source |
| ElevenLabs v3 Conversational | Approximately 280 ms | Hosted model; same source |
| ElevenLabs v4 Turbo | Approximately 100 ms | Hosted model; same source |
A real-time factor of 0.32 means that generating one second of audio takes about 0.32 seconds on the stated hardware. The Breeze figure applies to the warmed-up fast path rather than a cold first run. The ElevenLabs figures describe different hosted models. Neither vendor publishes a matched side-by-side listening test, so these numbers do not show which voice sounds better or responds faster inside your application.
Is Breeze TTS 2 better than ElevenLabs?
The published material does not support a general ranking. BreezeBlue describes its model as “#1 among open-weight models.” That is the vendor’s own description, and you should check the live leaderboard and its evaluation setup before treating it as a comparative conclusion. ElevenLabs offers the wider documented language range and a managed service. Breeze TTS 2 offers local control, but under a license that restricts commercial use.
Voice cloning and consent
BreezeBlue’s agreement requires you to hold the rights and consents for any reference audio and voice you use, and it restricts impersonation without explicit and legally sufficient consent. That applies whichever tool you choose. Cloning is a permission question before it is a technical one. The model card’s clean-audio and exact-transcript requirements address technical input quality, not whether you are allowed to use a voice.
Quick Recap
Which one fits your use
- Research or non-commercial work on your own GPU. Breeze TTS 2 suits this case if you have Linux, Python 3.10 or newer and a CUDA-capable NVIDIA GPU, and it gives you local control over cloning, design and delivery.
- Commercial output from self-hosted weights. Obtain a separate written commercial license from BreezeBlue before you publish.
- Commercial output without running a GPU. Check whether BreezeBlue’s paid hosted terms cover your use, or evaluate ElevenLabs under the terms of the plan and model you pick.
- Many languages or a specific language. ElevenLabs’ larger model language lists are the stronger starting point. Whatever tool you choose, test the exact model with your target language and accent before committing, because no matched test exists in the published material.
