To block extensions that do not come from the Chrome Web Store in a managed Chrome environment, use Google’s External extensions control. For a stricter default-deny policy that also covers Web Store extensions, configure ExtensionSettings to block all extensions, then allow only approved extension IDs. These are administrative controls; Google’s documentation does not establish a universal centrally enforced procedure for unmanaged personal Chrome installations.
What counts as an external Chrome extension?
Google defines an external extension as “any extension that is not installed from the Chrome Web Store.” The dedicated External extensions control is designed to block that category. Google lists it for managed Chrome browser on Windows, Mac, and Linux, and for Android devices; the Android policy applies to Chrome running on ChromeOS, not Android apps generally. Google’s managed Chrome policy overview describes the supported settings and platform qualifications.

These routes are related, but Google’s documentation does not establish that they are interchangeable in every management setup. Pick based on the intended scope and the policies available for the organization’s management method.

Using Google Admin console
Administrators can apply Chrome policies to managed users and browsers, and target organizational units or groups. In the Admin console, go to the Apps & extensions area for Chrome management and configure the available extension controls for the intended organizational scope. Exact options can vary by management mode and platform; use Google’s current policy overview to match the setting to the browser population.

Using Windows Group Policy
Google documents configuring ExtensionSettings in the Google Chrome Extensions section of Group Policy. The setting uses compact JSON, and the computer may need current Chrome policy templates. See Google’s Windows policy instructions for the schema and configuration examples.
For a default-deny policy, the configuration logic is to set the * default installation mode to blocked, then specify each approved extension by its ID with installation mode allowed. Google’s ExtensionSettings documentation explains the supported values. Do not copy a sample policy without confirming that its IDs and intended effect fit your deployment.

Roll out and verify the policy
- Identify the managed population. Determine the operating systems, whether policies target managed browsers or users, and whether the policy will come from Admin console or local enterprise policy.
- Apply the narrowest matching control. Use External extensions to target extensions outside the Web Store. For a default-deny policy, block
*and add ID-specific allowed exceptions. - Check for overlapping policies. On Windows, Google says
ExtensionSettingsoverrides several legacy extension policies, including install blocklist, force list, sources, and allowlist settings. Review existing configuration before rollout. Google’s policy documentation lists precedence details. - Test with a limited group. Apply the policy to a small organizational unit or group first, reload policies, and inspect the ExtensionSettings status and value at
chrome://policy. Google recommends testing and checking policy application before wider deployment. See Google’s policy troubleshooting guidance. - Expand only after verification. Once the expected restriction appears and behaves as intended for the test group, apply it to the broader target population.
Keep related extension controls distinct
install_sources: Controls which URLs may initiate an extension installation. Google notes that both the CRX download location and the referring page must be allowed; this is not the same as blocking all external extensions.blocked_permissions: Blocks extensions that request specified permissions. It may also prevent a previously installed extension from loading if that extension requires a blocked permission.runtime_blocked_hosts: Limits an extension’s interaction with named websites. It does not prevent users from installing or removing the extension.
Google documents these controls separately in its extension policy reference; select them for their particular effects rather than as substitutes for an installation restriction.

Force-installation is a different policy mode, not another way to block installation. Google says users cannot disable or remove a force-installed extension, and that such an extension receives access to information on the device. Review an extension carefully before imposing it. When configuring force-installed or normal-installed extensions by policy, specify a download location; Google identifies https://clients2.google.com/service/update2/crx for Chrome Web Store extensions. Details are in Google’s extension installation policy documentation.
