With self-custody, you control the keys and avoid that custodian dependency—but you are responsible for securing and backing them up. The right choice depends on which set of risks and responsibilities you can manage. Neither option removes bitcoin’s price risk.
What is the difference between exchange custody and self-custody?
A wallet does not hold bitcoin like a physical purse. It manages the private keys or passcodes used to access and authorize transactions involving crypto assets. A public key can be used to receive assets; a private key authorizes transactions. The SEC Office of Investor Education and Assistance explains these basics in its Crypto Asset Custody Basics for Retail Investors.

When an exchange or another provider holds the keys, it is a custodial arrangement: the provider controls access, and you depend on its security, policies and withdrawal operations. With self-custody, you control the keys yourself. Bitcoin.org sums up the trade-off: “When you hold your own private keys, you control your bitcoin—but you are also responsible for keeping it secure.” (Bitcoin.org: Some things you need to know.)

How do the risks and responsibilities compare?
| Question | Exchange or third-party custody | Self-custody |
|---|---|---|
| Who controls the keys? | The custodian manages the keys and controls access. | You control access to the keys. |
| What must you rely on or protect? | The custodian’s security, solvency, policies and withdrawal operations. | Your device security, key and recovery-phrase protection, and backup plan. |
| How could access be disrupted? | A hack, shutdown, bankruptcy or withdrawal restrictions may affect access. | A lost, stolen, damaged or exposed key or recovery phrase may affect access or funds. |
| What does setup involve? | Review the provider’s safeguards, fees, withdrawal terms and any claimed insurance’s terms. | Assess the wallet’s control, validation, transparency, environment, privacy, fees and recovery characteristics. |
| Is a physical device required? | No; an exchange account does not require a hardware wallet. | No; a hardware wallet is one offline-storage option, and physical devices typically cost money to purchase. |
Bitcoin.org’s wallet security guidance describes exchanges and online wallets as possible targets for hacks, failures or frozen access. The SEC bulletin also warns that a custodian’s hack, shutdown or bankruptcy may leave customers unable to access assets. Self-custody avoids depending on an exchange for key access, but it transfers the security and recovery work to you.

- BITCOIN EXCLUSIVE, PHONE VERIFICATION: Bitkey is designed from the ground up exclusively for bitcoin — a dedicated hardware wallet for secure bitcoin storage. Approve transactions with a tap using your phone and NFC. No device screen is required.
- SELF-CUSTODY, NO EXCHANGE OR CUSTODIAN REQUIRED: You hold two of the three keys in the Bitkey system – one on your phone and one on your Bitkey device. The third is stored on Bitkey’s server and cannot move your bitcoin on its own.
- NO SEED PHRASE: Set up and use Bitkey without creating or storing a seed phrase.
- 2-of-3 MULTISIG: Three keys are stored separately across your phone, Bitkey device, and Bitkey’s server. Any two keys are required to move your bitcoin.
- BUILT-IN RECOVERY: Encrypted backup and recovery tools can help you regain access if you lose your phone or Bitkey device. You can also designate a Recovery Contact.
What happens if the custodian fails?
A provider’s failure can affect your ability to access or withdraw bitcoin. Before using a custodian, the SEC bulletin recommends asking how assets are safeguarded, who can access them, what happens if the provider fails, which fees apply, and whether insurance exists and what it covers. Read the provider’s current terms rather than assuming that a claim of insurance protects customer bitcoin or guarantees withdrawals.
In the United States, FDIC deposit insurance does not apply to crypto assets and does not cover the default, insolvency or bankruptcy of non-bank crypto companies such as exchanges and custodians. That distinction is set out in the FDIC’s crypto fact sheet, last updated July 28, 2022. This is U.S.-specific guidance, not a description of protections in other countries.

What can go wrong with self-custody?
If you lose a private key, you may permanently lose access to the bitcoin it controls. A recovery phrase can restore a wallet after a device is lost or damaged, but someone who obtains that phrase may be able to access the funds. Keep recovery information private and make a backup plan that accounts for both accidental loss and unauthorized access.
Offline storage can reduce exposure to some online threats, but it is not an automatic guarantee of safety. A hardware wallet is one option for keeping keys offline; setup, device security and recovery practices still matter. Bitcoin.org’s security guidance discusses hardware wallets as a balance of security and usability for offline savings and emphasizes backups. Buying a bitcoin hardware wallet does not, by itself, protect funds if keys or recovery information are mishandled.

Which option is right for you?
Choose based on the responsibility you are prepared to handle, not on a claim that one method is best for everyone.
- An exchange may fit if you value account-based access and a simpler buying process, and accept dependence on the provider’s security, terms and ability to process withdrawals. Review the custodian’s safeguards, fees, access controls, failure arrangements and insurance terms first.
- Self-custody may fit if you want direct control of the keys and are willing to secure your devices, protect recovery information and maintain a reliable backup.
- If you are unsure, first learn how the wallet and recovery process work with a small amount you can afford to lose. Do not move funds until you understand how to receive, send and recover them.
Bitcoin.org’s wallet chooser offers a way to assess wallet options by control, validation, transparency, environment, privacy and fees. Custodian terms, supported assets, withdrawal procedures, insurance terms and hardware-wallet availability can change, so check current information before choosing a provider or device.

What the SEC bulletin does—and does not—establish
The SEC Office of Investor Education and Assistance published its custody bulletin on December 12, 2025. It is staff investor education guidance, not a Commission rule, regulation or statement, and it has no legal force or effect. Its descriptions help frame questions about custody; they do not guarantee how a particular custodian will handle assets or how a specific dispute will be resolved.
