Bitcoin and Corruption: What a Public Ledger Can—and Cannot—Reveal

Bitcoin’s public ledger can preserve transaction trails, but tracing funds is not the same as identifying people or proving corruption. Here is what the evidence and related blockchain procurement projects show.

Bitcoin can leave investigators a durable, publicly inspectable record of transactions, which may help them trace the movement of funds. But a ledger entry does not identify the person behind an address, establish why a payment was made, or prove corruption. Any anti-corruption impact depends on linking transactions to people and conduct, then acting on that evidence through capable, accountable institutions.

How can Bitcoin’s transparency help investigators?

Bitcoin transactions are recorded on a public ledger. Investigators can inspect transaction histories and follow flows from a known transaction or address. Because the record is durable, it can provide a trail for retrospective analysis rather than relying solely on a financial institution’s internal records.

The OECD’s discussion of cryptocurrency tracing in Reforming Bulgaria’s Anti-corruption Authorities describes public-ledger records as useful for tracing flows. That visibility can help investigators identify transactions or patterns worth examining. It does not, by itself, explain who initiated a payment, who ultimately controlled the funds, or what the payment was for.

Can Bitcoin transactions be traced to a person?

Sometimes, but tracing a public transaction and identifying the person behind it are different tasks. Bitcoin addresses are pseudonymous: the ledger displays transactions associated with addresses, not a verified name and identity for each address. An address is therefore neither complete secrecy nor automatic identification.

Bitkey Bitcoin Hardware Wallet, No Screen - Self-Custody, No Seed Phrase
  • BITCOIN EXCLUSIVE, PHONE VERIFICATION: Bitkey is designed from the ground up exclusively for bitcoin — a dedicated hardware wallet for secure bitcoin storage. Approve transactions with a tap using your phone and NFC. No device screen is required.
  • SELF-CUSTODY, NO EXCHANGE OR CUSTODIAN REQUIRED: You hold two of the three keys in the Bitkey system – one on your phone and one on your Bitkey device. The third is stored on Bitkey’s server and cannot move your bitcoin on its own.
  • NO SEED PHRASE: Set up and use Bitkey without creating or storing a seed phrase.
  • 2-of-3 MULTISIG: Three keys are stored separately across your phone, Bitkey device, and Bitkey’s server. Any two keys are required to move your bitcoin.
  • BUILT-IN RECOVERY: Encrypted backup and recovery tools can help you regain access if you lose your phone or Bitkey device. You can also designate a Recovery Contact.

The OECD identifies linking a transaction to a person as a crucial investigative step. Information from exchanges, surveillance, and forensic examination of devices may help establish that connection. Each method requires evidence gathered outside the ledger and handled through appropriate investigative and legal processes.

  • Ledger analysis: shows recorded transaction flows between addresses.
  • Identity attribution: uses other evidence to connect an address or transaction to a person.
  • Corroboration: tests whether the attributed activity is connected to suspected wrongdoing.

These steps are related, but none can simply be substituted for another. A visible transaction history is a potential lead; identity evidence and corroboration are needed to support conclusions about a real person’s conduct.

Does a trace prove corruption?

No. A trace can show that funds moved, but it does not establish that the movement was a bribe, embezzlement, laundering, or another corrupt act. Investigators need evidence connecting the people involved, the transaction’s purpose, and the suspected offence. The OECD describes investigation and seizure in the context of establishing a criminal link; the existence of a ledger record alone does not meet that standard.

Cryptocurrencies can be used for laundering, and recovering funds can be difficult, though it may be possible. That risk makes tracing potentially useful, but it does not mean every cryptocurrency transaction is suspicious or that tracing guarantees recovery.

Is Bitcoin the same as blockchain-based procurement?

No. Bitcoin is a cryptocurrency with its own public ledger. A procurement system built with blockchain is a separate application that may record steps such as bids and evaluations. One can illustrate the wider use of blockchain in public accountability, but it is not evidence that Bitcoin was used or that Bitcoin reduced corruption.

Comparison Cryptocurrency tracing, including Bitcoin Blockchain procurement examples
Problem addressed Following recorded flows between cryptocurrency addresses; described in OECD guidance on tracing cryptocurrencies. Recording or examining procurement steps such as vendor bidding and bid evaluation; the World Economic Forum’s Colombia proof of concept.
Technology in the cited example Cryptocurrency tracing guidance, including Bitcoin; the OECD source describes cryptocurrency tracing. Ethereum for the Colombia proof of concept, not Bitcoin, according to the World Economic Forum’s 2020 project.
Identity and evidence Address-to-person attribution requires evidence beyond the public ledger, such as exchange information, surveillance, and device forensics, as described by the OECD. Procurement records do not alone establish the identity, intent, or conduct needed to prove corruption; governance and accountability arrangements remain relevant.
Evidence represented Investigative tracing methods and capabilities, not a measured reduction in corruption; OECD guidance. A 2020 software proof of concept, policy proposals, and citizen-engagement strategy in Colombia; World Economic Forum, Inter-American Development Bank, and Colombia’s Office of the Inspector General.

The Colombia project examined government transparency in public procurement through a multistakeholder effort. Its software proof of concept focused on vendor bidding and bid evaluation on Ethereum, alongside policy proposals and a citizen-engagement strategy. It demonstrates an adjacent blockchain application, not a Bitcoin deployment or proof of reduced corruption.

A 2025 exploratory qualitative study in EAI Endorsed Transactions on Scalable Information Systems proposes phased blockchain adoption for Costa Rica’s SICOP procurement system. It identifies potential benefits for bid verification, audit efficiency, and transparency. Those are proposed or identified benefits, not results from a controlled evaluation showing that corruption fell.

What else is needed for technology to reduce corruption?

A durable record is useful only if someone can interpret it, connect it to relevant evidence, and take appropriate action. The World Bank’s overview, Enhancing Government Effectiveness and Transparency: The Fight Against Corruption, treats accountability as broader than a technical system. Its coverage includes public procurement, infrastructure, state-owned enterprises, customs, and public services, as well as transparency, citizen engagement, GovTech, integrity tools, anti-corruption agencies, audit administrations, and justice systems.

For Bitcoin tracing to contribute to an anti-corruption case, the practical chain is:

  1. Find a relevant transaction trail. Identify activity that merits investigation rather than treating every transaction as evidence of wrongdoing.
  2. Establish who controlled the relevant addresses. Use suitable off-ledger evidence and lawful investigative methods to support attribution.
  3. Corroborate the suspected conduct. Determine whether the transaction connects to a specific offence, rather than inferring intent from movement of funds alone.
  4. Apply accountable enforcement and oversight. Investigations, recovery efforts, audits, and any resulting proceedings depend on institutions with the authority and capacity to act.

The reviewed sources describe tracing methods, a procurement proof of concept, and a proposed framework. They do not establish that Bitcoin has caused a measurable reduction in corruption. The defensible claim is narrower: a public ledger can preserve transaction information that may assist investigations when combined with identity evidence, corroboration, and effective institutions.
