For a full-page image of a website in Windows, start with Microsoft Edge’s built-in Web Capture. For a PDF, use Edge’s print workflow and select a PDF destination in the print dialog when available: printing creates a paginated document, not a screenshot. If you need to capture scrolling content in other windows as one image, PicPick documents a Scrolling Window mode. Use Snipping Tool for visible-screen captures, markup and OCR.
Choose based on the result you need
A screenshot and a PDF are different outputs. A screenshot preserves the page as an image; printing renders webpage content into pages, so layout, scaling and page breaks can differ from what you see on screen.

- One image of an ordinary webpage: use Edge Web Capture’s full-page option.
- A paginated PDF of webpage content: use Edge’s print workflow and choose a PDF destination if the print dialog offers one.
- A tall capture of a scrollable window beyond a browser page: PicPick documents Scrolling Window capture for webpages, documents, lists and panels.
- A visible region, window or screen with annotation or text recognition: use Windows Snipping Tool.
Microsoft Edge: capture a full webpage as an image
Edge’s built-in Web Capture is the simplest first option when the goal is an image of a complete webpage, without installing a separate capture app. Microsoft Edge’s learning-center page describes it as a built-in screenshot tool for saving an image of an entire webpage.
- Open the webpage in Microsoft Edge.
- Open Settings and more and choose Screenshot or Web Capture, depending on the menu label shown, or press Ctrl+Shift+S.
- Choose Capture full page.
- Review the result, make any desired markup, then save it to your device.
Edge also documents area capture, drawing, highlighting, copying and sharing. These tools are useful when you want to capture only part of a page or annotate the image. See Microsoft’s Web Capture instructions.

Microsoft Edge: print a webpage to PDF
Use printing when you need a document rather than one tall image. The exact PDF destination depends on what the Windows print dialog makes available on your system; check the destination list rather than assuming every setup presents the same options.
- Open the webpage in Edge and press Ctrl+P, or open the menu and choose Print.
- In the print dialog, select a PDF destination if one is offered.
- Review the preview and adjust available settings such as page selection, paper size, layout or scaling, headers and footers, and background graphics.
- Where available, use clutter-free printing through Immersive Reader if you want a simplified document.
- Save or print the result using the dialog’s controls.
Before saving, inspect the preview for awkward page breaks, clipped content, scaling changes and missing backgrounds. Microsoft documents these print settings in its Edge printing guidance.
PicPick: capture scrolling windows
PicPick is the documented choice here when the capture must extend beyond a standard browser page—for example, a long document, list or panel in a scrollable window. Its Scrolling Window mode captures content extending beyond the visible screen.

PicPick’s cited capture help describes configurable image output; it does not establish direct PDF export. If PDF is essential, use a separately verified print or conversion workflow. See PicPick Screen Capture Help.
Windows Snipping Tool: visible-screen captures and OCR
Snipping Tool is suited to capturing what is visible on screen, not to making a documented full-page scrolling capture. Microsoft lists freeform, rectangle, window and full-screen snip modes, along with editing, saving, text actions/OCR and printing a snip.
- Open Snipping Tool and select a capture mode: Freeform, Rectangle, Window or Full screen.
- Capture the area or screen you need.
- Use the available markup or crop tools, or text actions to recognize and work with text.
- Save the image or print the snip if needed.
Microsoft’s support page says OCR runs locally. The cited documentation does not describe full-page scrolling capture or direct PDF export. See Microsoft’s Snipping Tool instructions.

Troubleshooting capture and PDF output
- The saved result is an image, not a PDF: Web Capture makes an image. Start over with Ctrl+P and select a PDF destination in the print dialog if available.
- The PDF breaks content across pages unexpectedly: inspect print preview and adjust paper size, layout or scaling, and page selection where those settings are offered.
- Background colors or images are missing: check the print dialog’s background-graphics setting.
- You need content below the visible screen in another app: Snipping Tool’s documented modes are screen-based; use PicPick’s Scrolling Window mode for scrollable content.
- A PDF option is not shown: the cited Edge instructions say to choose a PDF destination when offered. Check the available system print destinations; the documentation does not establish that a PDF destination appears in every setup.

If you need a screenshot file through an API rather than a desktop capture, ScreenshotNeo offers a one-request option. Its API returns a screenshot or PDF, and its cookie-banner, popup and chat-widget cleanup can be turned off when needed. Its response identifies the page verdict and billing status; bot checks, blank pages, timeouts, failed loads and cache hits are not billed. ScreenshotNeo also provides an MCP server for AI agents, with tools including take_screenshot, get_page_info and capture_pdf. The free plan includes 1,000 shots per month without a card; paid plans start at $5 for 3,000.
