You can play PC games on an ARM device without Steam by using a compatible Windows 11 ARM game app, streaming a supported title from Xbox Cloud Gaming or GeForce NOW, or streaming from a gaming PC you own with Moonlight and Sunshine. The right option depends on your device’s operating system, the specific game, your region, and whether you have a gaming PC or subscription.
Choose a route based on your device and game
“ARM device” can mean a Windows 11 ARM PC, Android phone or tablet, Chromebook, Raspberry Pi, or another device. They do not all support the same apps. First identify your operating system, then check whether the exact game and service work on that device.

These options are not interchangeable: the Xbox PC app runs compatible games on the device, while Xbox Cloud Gaming and GeForce NOW stream games from a service. Moonlight streams from a PC you control.

If your device runs Windows 11 ARM, check the Xbox PC app for the game you want. Microsoft reported on January 21, 2026, that more than 85% of the Game Pass catalog was compatible with Windows 11 ARM PCs at that time. That dated figure applies to the then-current Game Pass catalog—not all PC games—and does not guarantee support on a particular device or for a particular title. Compatibility is title-specific. A game may fail even if its general requirements appear suitable, particularly if it depends on an anti-cheat driver that Windows on ARM does not support. Microsoft advises checking with the game publisher or a crowdsourced compatibility resource. Its Windows ARM PC FAQ explains this limitation. Use cloud gaming when local compatibility is a barrier

If a game will not run locally, see whether it is currently offered for streaming through Xbox Cloud Gaming in your region and on your device. Microsoft named cloud gaming as a fallback for titles that were not yet supported locally, but cloud streaming does not make every PC game available. Check the current catalog and service terms before relying on it; availability varies by game, region, and supported device.

GeForce NOW
GeForce NOW can stream supported games to eligible devices. NVIDIA lists Windows ARM support as beta, so verify the current device and access requirements on its system requirements page. A game being in your Steam library does not by itself establish that it is playable through GeForce NOW.

Check the title’s current label and storage behavior rather than assuming every Steam game is supported.

Stream games from a PC you own with Moonlight
If you have access to a gaming PC, Moonlight can stream games from that host to a supported client device. Moonlight recommends Sunshine as the host software. Its clients include Android, iOS, Windows, macOS, ChromeOS, and Raspberry Pi, among other platforms. See the Moonlight project site for current client information and setup details.
This route does not run the game on the ARM device: the host PC runs it, and the client receives the stream. You therefore need access to a suitable gaming PC, a working host-and-client setup, and a network connection that can carry the stream. Moonlight’s setup guide covers the host arrangement. A controller is optional; Moonlight documents gamepad input through a virtual Xbox 360 controller in its FAQ, but that does not guarantee that every controller works with every device.

Check these details before committing to a setup
- Identify the device and OS. Confirm whether it runs Windows 11 ARM, Android, ChromeOS, Raspberry Pi OS, or another platform; app and client support differs.
- Look up the exact game. For local play, check Windows ARM compatibility and anti-cheat requirements. For cloud gaming, confirm that the game is in the service’s current supported catalog.
- Choose where the game will run. Use the Xbox PC app for compatible local play, a cloud service for supported streamed titles, or Moonlight if you can use a host gaming PC.
- Check account and service conditions. Review current regional availability, subscription or membership requirements, and any game-specific eligibility. GeForce NOW Install-to-Play has publisher opt-in and premium-membership conditions.
- Confirm the network and input setup. Cloud and Moonlight streaming rely on a suitable connection. If you want to use a controller, verify its connectivity and game input support for your specific device.
