To control odors in an outdoor garbage bin, keep food waste from leaving wet residue, close the lid, and clean and fully dry the bin when it gets dirty or smells. For food scraps that spoil quickly, freezing them until collection can help. Baking soda is an optional aid—not a substitute for removing residue.
Keep food scraps and liquids from building up
Wet waste and pooled liquid leave residue that can smell, so reduce moisture where your collection rules allow. The City of San Diego advises draining wet scraps and wrapping them; the City of Calgary recommends layering wet and dry materials in organics carts. Check your local program’s instructions before wrapping scraps or using a liner, since accepted materials vary.

Put scraps in the correct waste stream. If you use an organics cart, follow your municipality’s directions for what belongs in it rather than treating every outdoor bin the same way.

Close the lid and choose a cooler spot
Keep the lid closed whenever you are not adding waste, and store the bin in shade where practical. The City of Monash and the City of San Diego include these measures in their bin guidance. Shade may not be available at every property, but keeping the lid shut is a simple everyday step.

Clean a dirty or smelly bin, then let it dry
When waste has left residue or the bin smells, wash or rinse it rather than trying to cover the odor. The City of San Diego recommends mild soap and water; the City of Monash recommends periodic cleaning. Drain the wash water and let the bin dry completely before adding waste again, as advised by Yarra Ranges Council.
If residue keeps returning or you cannot clean the bin yourself, check whether your local authority offers guidance or whether a bin-cleaning service is available in your area. The City of Irvine’s organics-cart information notes that residents may contact a third-party cleaning service, but does not identify a specific provider.

Use baking soda only as a supporting measure
Several municipalities, including Monash, San Diego, Ottawa and Calgary, recommend baking soda as an aid for odors in food-waste bins. Sprinkle a small amount into the bin after cleaning or as needed. It may help, but municipal guidance does not establish that it will eliminate every odor; remove residue and wash a dirty bin first.
Monash also mentions a small amount of cat litter to absorb odor and liquids. Treat that as advice for Monash’s local context, not as a universal instruction for organics carts: check your collection rules before putting any added material in a bin that will be collected.

Keep highly perishable scraps cold until collection
Meat and fish scraps can be especially unpleasant if they sit in an outdoor cart. The City of Ottawa, the City of Calgary and the City of San Diego recommend freezing such scraps where feasible. San Diego also advises delaying food-scrap additions until collection day or the day before when possible. These tips are most relevant to food-waste carts; follow local rules for the waste stream and its accepted materials.

Municipal guidance offers practical recommendations, not a measured head-to-head test of odor-control methods. Start with reducing wet residue and keeping the bin clean; use the other measures that fit your collection program and storage setup.
