The short answer: a practical 2026 starting size
A 2-vCPU, 4-GiB VPS is a defensible baseline for one modest HAProxy instance. It leaves room for the operating system, HAProxy, metrics and logs without making memory the first constraint. It is not a promise that the machine can sustain a particular requests-per-second rate or connection count; no single throughput number applies across providers and workloads.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitches| Situation | Starting VPS profile | Why |
|---|---|---|
| Development, staging or light internal traffic | 2 shared vCPUs, 4 GiB RAM | Low-cost baseline with enough headroom for HAProxy and basic observability. |
| Public production traffic with modest TLS | 2 dedicated vCPUs, 4 GiB RAM | Dedicated CPU avoids noisy-neighbor variability while keeping the baseline size. |
| Sustained TLS handshakes, compression, encryption, complex ACLs or high connection churn | 4 or more vCPUs; retain at least 4 GiB RAM initially | These operations can saturate CPU before memory is exhausted. Increase cores when monitoring shows sustained pressure or rising latency. |
| High availability | Two or more instances, each sized for the workload | A single VPS remains a single failure domain regardless of its size. |
HAProxy Technologies describes the product as a “multi-threaded application” and says it is designed for clustered deployment and horizontal scaling. That makes two appropriately sized small machines a valid reliability strategy, rather than automatically buying one very large server.

Why CPU is usually the first sizing decision
Multi-threading changes how vCPUs help
HAProxy can use multiple threads, so additional vCPUs can improve parallel processing when your configuration and traffic provide enough work. A second vCPU is a sensible floor for a general-purpose instance; moving to four or more is justified by measured CPU pressure, not by a generic rule that every load balancer needs many cores.
Work that consumes CPU
Forwarding already-established connections is comparatively inexpensive. The following activities are more likely to make CPU the limiting resource:
- TLS handshakes and ongoing encryption or decryption.
- Compression and decompression.
- Complex access-control lists and request-processing rules.
- Large numbers of short-lived connections, which increase accept, handshake and teardown work.
- High request rates combined with detailed logging or other per-request processing.
For these workloads, watch sustained utilization and latency together. A brief burst is not the same as a CPU limit; recurring saturation, rising queue time or slower handshakes indicates that a larger or dedicated-CPU plan is warranted.

When dedicated CPU is worth paying for
Shared vCPUs are attractive for bursty or light workloads because they cost less, but the amount of physical CPU available can vary with other tenants. A dedicated-CPU VPS provides a more predictable CPU allotment. That consistency is valuable for TLS termination, encryption-heavy traffic and latency-sensitive services. It does not remove the need to benchmark: a dedicated two-vCPU plan can still be too small for a busy workload.
How much memory HAProxy needs
Use 4 GiB as headroom, not as a connection guarantee
Four GiB gives HAProxy, the operating system, metrics agents and log buffers practical breathing room on a modest instance. Actual use depends on the number of concurrent connections, buffer settings, certificates, logging volume and any sidecars you install. Increasing RAM will not fix CPU saturation or a slow network path.
Connection limits and file descriptors
HAProxy’s Enterprise tuning guidance notes that file descriptors affect memory use and that maxconn directly controls concurrent TCP connections. Set operating-system and HAProxy limits deliberately, then leave enough memory for the configured maximum rather than choosing a number by guesswork. Raising maxconn without checking descriptors and memory can turn a nominally larger capacity into an exhaustion event.

Track concurrent sessions, descriptor usage, process memory and rejected connections. If those approach configured limits while CPU remains comfortable, increase memory and limits together, then retest. If CPU is already saturated, adding RAM alone is the wrong fix.

HAProxy documentation states that the machine must never swap. Swapping introduces unpredictable latency and can make an overloaded load balancer fail more slowly instead of recovering. Provision sufficient RAM, keep emergency headroom, and alert before the host reaches memory pressure.
Network capacity can outweigh CPU and RAM
A VPS with the right compute profile can still bottleneck on its network. Check each candidate plan’s transfer allowance, port speed or network cap, IPv4 and IPv6 availability, and the provider’s regional routing. Place the load balancer close to backends and, where possible, to the users generating most traffic; extra round-trip latency affects connection setup and application response time.
Measure both directions that matter to your design. TLS termination and proxying can make egress the dominant cost or limit. Confirm whether the advertised transfer quota is monthly, whether overage is charged or throttled, and whether private networking to backends is available. These are provider-plan properties, not values that can be inferred from vCPU or RAM.
High availability requires more than a larger VPS
Remove the single failure domain
One VPS is one failure domain. Host maintenance, a hypervisor problem, a network outage or an accidental shutdown can take the load balancer offline no matter how powerful the instance is. Use at least two HAProxy instances in separate failure domains, ideally on different hosts or zones where the provider supports that distinction.

Each node should be able to carry the expected traffic during a peer failure, or your design should document the reduced-service mode that will occur. Two under-sized instances do not become a well-sized cluster merely because there are two of them.
Keep configurations and observability consistent
Synchronize certificates, ACLs, backend definitions and operating-system limits between nodes. Monitor both members continuously, including CPU, memory, descriptors, connection counts, handshake rates, errors, health-check status, bandwidth and latency. A passive standby that is never exercised can fail when it is needed; schedule controlled failover tests.
Shared versus dedicated CPU: a decision guide
| Factor | Shared CPU | Dedicated CPU |
|---|---|---|
| Cost | Lower-cost option for bursty or light workloads. | Higher monthly cost in exchange for a guaranteed CPU allocation. |
| Latency consistency | Can vary with neighboring workloads. | More predictable under sustained load. |
| Good fit | Development, staging, internal services and modest traffic with tolerance for bursts. | Production TLS termination, encryption-heavy proxying and latency-sensitive services. |
| What it does not solve | Neither class compensates for insufficient bandwidth, poor regional placement, excessive connection limits or an under-tested configuration. | |
DigitalOcean characterizes shared CPU Droplets as its lowest-cost VPS hosting option. Its CPU-Optimized family starts at 2 vCPUs and 4 GiB, which illustrates the practical choice: retain the baseline resources while paying for more consistent CPU when the workload needs it.
Concrete 2026 plan examples
The following figures are published DigitalOcean examples for 2026. Prices and catalogs change, so verify the live regional listing before ordering. The monthly amounts are for one Droplet, not an HA pair.
For a self-managed Linux VPS, Antihost VPS provides full root access, NVMe storage, 1 to 16 vCPUs and 2 to 64 GiB of RAM in the USA East, Netherlands and Ukraine, so you can choose a configuration based on measured HAProxy requirements.
| DigitalOcean example | vCPUs | RAM | SSD | Transfer | Published price | CPU model |
|---|---|---|---|---|---|---|
| Basic | 2 | 4 GiB | 80 GiB | 4,000 GiB | $24/month | Shared |
| CPU-Optimized | 2 | 4 GiB | 25 GiB | 4,000 GiB | $42/month | Dedicated |
The Basic plan’s larger disk is useful for local logs, but disk size is not a substitute for a log-retention policy. The CPU-Optimized example has less SSD while providing dedicated compute. If you deploy two identical nodes, the compute portion of those examples would be approximately $48 or $84 per month respectively before taxes, backups, additional addresses or other services; actual billing depends on the provider’s current terms and any extras.

Hetzner’s official cloud documentation confirms that its service lets users create cloud servers, attach primary IPs and select virtual CPU resources distributed by hypervisors. The cited documentation does not state an HAProxy-specific recommended size or price. Compare its current regional catalog using the same CPU, RAM, network, IP, backup and failure-domain criteria rather than assuming that a plan with a similar label has identical performance.

A repeatable sizing process
- Describe the traffic. Record normal and peak requests per second, peak concurrent connections, the percentage of new connections, expected TLS handshakes per second, payload sizes, compression use and logging volume. Separate steady load from short bursts.
- Choose the baseline. Start with 2 vCPUs and 4 GiB for a modest instance. Use a dedicated-CPU variant when predictable performance or sustained TLS matters more than the lowest price.
- Check the network. Compare transfer quotas, port speed, private-network options and regions. Estimate peak ingress and egress, including TLS and response traffic.
- Set safe limits. Align
maxconn, file descriptors and buffer settings with available memory. Define alert thresholds below exhaustion and ensure the host has no active swap. - Build the HA pair. Place two nodes in separate failure domains, configure health checks and failover, and ensure the surviving node can handle the documented failure scenario.
- Load-test representative traffic. Reproduce TLS handshakes, keep-alive behavior, short-lived connections, payload sizes, ACLs, compression and logging. Test both normal operation and one-node failure.
- Observe and adjust. Increase vCPUs when CPU remains high or latency rises; increase RAM when memory, descriptors or connection headroom are the constraint; change plans or regions when network limits or backend latency dominate.
What to monitor after deployment
Compute signals
- Per-thread and aggregate CPU utilization, including sustained saturation rather than one-minute spikes.
- Latency at the proxy and at the backend, separated where possible.
- TLS handshake rate and handshake latency when HAProxy terminates TLS.
Memory and connection signals
- Resident memory, available headroom and any swap activity.
- Current, idle and newly established connections.
- File-descriptor use,
maxconnutilization and rejected or queued connections. - Buffer pressure and log-agent memory if observability runs on the same VPS.
Network and reliability signals
- Ingress and egress bandwidth against the plan’s limits.
- Packet loss, retransmits and latency between the load balancer, clients and backends.
- Backend health-check failures, failover events and the status of both HAProxy nodes.
Alert on trends before hard limits. A node that is regularly near its descriptor or connection ceiling has little room for a traffic surge even if average CPU looks healthy.
Common sizing mistakes and how to correct them
Buying RAM while CPU is the bottleneck
More memory cannot accelerate TLS handshakes, compression or complex rule evaluation. Confirm the limiting metric first; add vCPUs or move to dedicated CPU when CPU and latency move together.
Choosing a shared plan for a latency-critical service
Shared CPU can be appropriate for light or bursty traffic, but noisy-neighbor variability is a poor fit for strict latency objectives. Move the production tier to dedicated CPU and compare results under the same test.
Raising maxconn without raising descriptors or memory
The setting controls concurrent TCP connections, but the host must also support the associated descriptors and per-connection memory. Increase limits as a coordinated change and verify under load.
Ignoring egress and regional placement
A compute plan can look adequate while transfer caps or long paths to backends create the real bottleneck. Select the region and network profile from measured traffic and backend latency, not from CPU and RAM alone.
Best Value
Running one oversized node
A large single VPS still fails as a unit. For availability, split the design across at least two instances and test the failover path.
Using vendor examples as a performance promise
Provider specifications describe resources, not HAProxy throughput. Processor generation, network interface, operating-system tuning, traffic mix and configuration all change the result. Publish your own acceptance thresholds from representative load tests.
How to decide when to scale
| Observed condition | Likely action |
|---|---|
| CPU is sustained near saturation; memory and descriptors have headroom. | Move from shared to dedicated CPU or add vCPUs, then retest TLS and connection-heavy traffic. |
| Memory headroom is low; connection and descriptor counts are high; CPU is moderate. | Increase RAM, review maxconn and descriptors, and check per-connection buffers. |
| Bandwidth approaches the plan limit or latency to backends is high. | Choose a higher network tier or a better region/private path; changing RAM alone will not help. |
| One node cannot carry traffic during a peer outage. | Resize each node or define a reduced-service mode before calling the pair highly available. |
| Load tests pass but production shows periodic spikes. | Compare burst behavior, shared-CPU contention, logging and connection churn; test a dedicated-CPU plan or add capacity based on the measured cause. |
Costing an HA design
Budget for two nodes, not one, when availability is a requirement. Using the published DigitalOcean 2026 examples, two Basic 2-vCPU/4-GiB Droplets would be $48 per month before extras; two CPU-Optimized examples would be $84 per month before extras. Those figures exclude backups, additional IP addresses, monitoring, data-transfer overages, taxes and any failover service. They are dated examples, not a promise of current billing.
Also account for the operational cost of a second failure domain: duplicated certificates and configuration, external monitoring, health-check endpoints, failover testing and log retention. A cheaper single node may be adequate for a non-critical staging service, but it does not meet an availability objective that requires the load balancer to survive a VPS failure.
Final recommendation for 2026
Provision two HAProxy VPS instances, each starting at 2 vCPUs and 4 GiB of RAM, when you need a modest production load balancer with high availability. Prefer dedicated CPU for sustained TLS termination, encryption, compression, complex ACLs or predictable latency. Move to four or more vCPUs when measured CPU pressure or latency growth demands it; add memory when connections, descriptors, buffers or observability consume the available headroom. Verify transfer limits and regional latency, keep swap disabled, monitor continuously and load-test the exact traffic pattern before treating the selected size as production-ready.
