For most people, Tor Browser—not a VPN—is the right starting point for accessing onion services. The Tor Project generally advises against combining Tor and a VPN unless you are an advanced user who understands how to configure both: a poorly configured setup can reduce anonymity or break Tor’s protections. A VPN does not make dark-web browsing safe or anonymous by itself.
Do you need a VPN to use the dark web?
No. Tor Browser connects to Tor and can access onion services without a separate VPN. Tor and a VPN do different things, and adding a VPN is not a general-purpose anonymity upgrade. The Tor Project warns that the combination can reduce anonymity or break protections if misconfigured, and says it generally does not recommend using a VPN with Tor except for advanced users who know how to configure both. There are situations where someone may want to keep their local network or internet service provider from seeing that they are connecting to Tor. A VPN may shift that visibility: the network or ISP sees a connection to the VPN, while the VPN provider becomes a party the user must trust. That tradeoff depends on the person’s threat model; it does not mean the VPN provider cannot observe information about the connection. Tor use can also be detectable to someone monitoring the internet connection, and the Tor Project points to bridges as an option for reducing that risk.
Advice differs by threat model. Privacy Guides describes Tor-over-VPN as an option for some users, while the Tor Project’s own guidance is more cautious. Do not treat either position as a universal rule that a VPN improves anonymity. Start with the Tor Project’s configuration warning and use a VPN only if you understand what visibility you are trying to change and what additional provider you are trusting.

What to look for if you have a specific reason to use a VPN
VPN rankings are comparisons of providers and features, not proof that a service makes users anonymous. Independent guides can help identify candidates, but products, audits, prices, and availability can change. Top10VPN says its comparison assesses privacy, security, speed, obfuscation, Tor compatibility, usability, and additional privacy features; its list names Private Internet Access, Proton VPN, NordVPN, Windscribe, and PrivadoVPN. Treat these as candidates identified by that review, not endorsements or guarantees. Read its VPN-for-Tor comparison and verify current provider details before choosing.
- Privacy evidence: Read what the provider says it collects and retains. Look for independent audits or other verification, and check what those assessments actually cover and when they were conducted.
- Security controls: Check supported protocols, leak protections, and kill-switch behavior. A feature name on a provider’s site does not establish that it works in every configuration.
- Tor compatibility: Look for documented compatibility, but continue using Tor Browser as intended. A VPN app is not a replacement for Tor Browser when accessing onion services.
- Performance and setup: Tor can already be slower than ordinary browsing. Adding another service or connection layer may affect speed and make troubleshooting more complicated.
- Trust and purpose: Be able to state what you want to hide from whom. If the reason is only that a VPN sounds like extra anonymity, the added provider may not solve a defined problem.
TechRadar also discusses Tor-oriented features such as direct Tor connections and multi-hop routing for some products in its dark-web VPN guide. Those are editorial assessments of particular products, not evidence that a user is untraceable or protected from mistakes.

How to use Tor Browser more safely
Tor Browser cannot guarantee perfect anonymity. The Tor Project’s best-practices guidance focuses on behaviors that can undermine privacy even when Tor is working correctly:
- Keep your identity out of activity you want to keep private. Signing in to an account or submitting your name, email address, phone number, or other identifying details tells that service who you are.
- Do not add browser plugins or addons. Extra components may bypass Tor or harm privacy.
- Do not use BitTorrent over Tor. Torrent applications may ignore proxy settings or expose your real IP address.
- Handle downloaded documents carefully. DOC and PDF files opened in external applications may fetch internet resources outside Tor Browser, potentially exposing your non-Tor IP address.
- Use HTTPS for sensitive information. Tor encrypts traffic to and within the Tor network, but encryption between the exit relay and the destination depends on the destination site. Check that the site uses HTTPS before entering sensitive details.
- Consider bridges if Tor use itself is a concern. A bridge can reduce the risk that someone monitoring your connection can identify Tor traffic; it does not make all browsing anonymous.
What is Tor VPN Beta, and is it a commercial VPN?
Tor VPN is a separate Android app from the Tor Project. It is free and open-source software intended to route other apps on a device through Tor, with uses including privacy, censorship resistance, and access to onion services. It is not the same tool as Tor Browser, nor is it a conventional commercial VPN service.

In a September 9, 2026 update, the Tor Project described the beta’s primary use case as unblocking the internet and discussed work on WebTunnel bridges and reliability. The project cautioned that Tor VPN Beta is not designed like a commercial VPN optimized for speed.
