There is no verified basis for naming a single VPN the fastest or best in Samoa. Choose by the country you need to connect through, whether the provider’s listed location is physical or virtual, and whether its apps support your devices and preferred protocol. Then verify current Samoa signup availability, price and renewal terms, payment options, privacy evidence, and performance on the connection you will actually use; those details are not established by the available provider-location information.
Which VPN works in Samoa?
A VPN provider may work for someone in Samoa if it offers a supported app or compatible setup for that person’s device and has an available server location suited to their goal. The sources reviewed document provider location lists and some setup information, but do not establish local purchase availability, Samoa-specific speeds or reliability, or performance on any local ISP or hotel network. Check those points directly before subscribing.

Start by deciding where you want your internet traffic to appear to come from:
- For a nearby endpoint: Look for locations in the Pacific or Asia-Pacific that are close to Samoa. Proximity can be a useful selection factor, but it does not prove that a server will be fastest; routing, congestion, and the local connection also affect performance.
- For a country-specific service: Choose an endpoint in the country the service expects. A nearby server in another country may not meet that requirement.
Provider lists are the practical starting point, not independent performance tests. ExpressVPN publishes a live list of supported locations and connection protocol information at its server-location page. NordVPN says its official server list gives locations and supported server types and protocols. Check the current lists for your desired exit country and protocol when you are ready to sign up.

Do I need a VPN in Samoa?
Not necessarily. A VPN can help protect traffic on a network you do not trust, such as public Wi-Fi, and can route your connection through another country when you have a legitimate reason to use that country’s apparent browsing location. It does not make you anonymous, eliminate every online risk, or guarantee that a location-dependent service will work.
The U.S. Department of State’s 2023 Samoa human-rights report, published in 2024, states: “The government did not restrict or disrupt access to the internet or censor online content.” That statement describes the report’s period; it is not a guarantee about later conditions, every internet provider, or an individual network. The evidence does not support presenting censorship avoidance as a demonstrated need for people in Samoa.

How should you compare VPNs for Samoa?
Check the location—and whether it is virtual
Do not treat a country count as proof that a provider has a physical server in every listed country. ExpressVPN’s support page, last updated August 19, 2026, reports 113 countries and 214 server locations and explains that some virtual locations use a physical server in a different country from the selected IP location. The figures and location descriptions are the provider’s own claims, not independent speed or reliability measurements. See ExpressVPN’s location explanation and its current server list.

Confirm protocols and device support
Check that the provider supports your phone, computer, or other device and lists a protocol you can use in its app or setup instructions. A provider’s protocol and server-type information tells you what it says is available; it does not demonstrate how quickly or reliably the service will perform from Samoa. For devices that cannot run a VPN app, a compatible router setup may be an option, but confirm the service’s device instructions and router compatibility before buying hardware.
Look for evidence behind privacy and security claims
Read the provider’s current privacy policy and look for independent audit or other verifiable evidence relevant to its claims. A server list is not proof of a provider’s privacy practices. The material available here does not establish comparative audit findings or a privacy winner, so assess the evidence for each service rather than relying on marketing language.

Verify performance and commercial terms yourself
No Samoa-specific VPN speed, reliability, or ISP test results are established here. A provider’s number of countries or servers cannot answer which VPN has the fastest server near Samoa. If the provider offers a trial or refund option, you can use it to check performance on the connection and devices you actually rely on; confirm the current terms first.

Is VPN legal in Samoa?
The available official sources do not specifically answer whether consumer VPN use is lawful, restricted, or subject to special rules in Samoa. The Office of the Regulator describes its role in telecommunications regulation and lists the Telecommunications Act 2005 and amendments. Its telecommunications page says public telecommunications services and networks offered for direct or indirect compensation require a licence, and links to a register of providers. That licensing information concerns telecom services and networks; it should not be treated as a ruling on an individual’s use of a VPN app. Consult current local legal guidance for a definitive answer.
The regulator’s telecommunications orders page lists orders, including 2026 orders, but does not establish a VPN-app approval requirement or consumer VPN performance. Separately, Samoa’s ICT Sector Plan FY2022/23–2026/27 recorded planned work on e-commerce, data-protection and privacy, and cybercrime legislation. A plan’s scheduled activities do not establish that legislation was enacted or is currently in force; check current law before relying on a legal conclusion.
Can I use a VPN while traveling in Samoa?
Potentially, if your VPN provider supports your device and you can connect using the network available to you. For hotel or public Wi-Fi, connect to a trusted VPN endpoint when appropriate, but remember that a VPN does not make an untrusted network risk-free or protect you from every form of tracking or account compromise. If you need a particular country’s endpoint, confirm that it appears in the provider’s current list before travel.
A VPN-enabled router is another possible setup for compatible devices that cannot run a VPN app or for router-level coverage. ExpressVPN describes using a VPN on a router to connect devices through a VPN server location in its router guidance. The cited information does not establish that travelers in Samoa need a new router, which models are compatible with a particular provider, or which models are available locally.
