Choose supplies for the child’s age and handedness, follow each label, and supervise closely. For children’s craft time, Health Canada recommends water-based white glue rather than solvent-based adhesives.
What to put in a basic kids’ craft kit
Start with the project, not a large all-purpose kit. For many paper crafts, the essentials are:
As an Amazon Associate I earn from qualifying purchases.
- Paper or other materials specified by the activity
- Child-sized scissors the child can hold comfortably
- Water-based white glue, used according to its label
- Only the additional basic tools needed for that project
Health Canada advises choosing age-appropriate products and supervising children closely during craft time. Its guidance also identifies risks such as poisoning from swallowed materials or inhaled fumes, irritation or burns, and cuts from scissors or blades. See Health Canada’s craft-time safety guidance.

Choose a child-sized pair that fits the child’s hand and suits the cutting task. Consider handedness: a child who is left-handed may find scissors designed for both left- and right-handed use easier to manage than a right-hand-only pair. 3M describes its Scotch Kid Scissors as having stainless steel blades and handles designed for left- and right-handed use, for school art, craft, and school projects. That is the manufacturer’s description, not the result of a comparative performance test; no ranking or cutting-performance comparison is established here.

Do not treat rounded or blunt tips as eliminating the risk of injury. The U.S. Consumer Product Safety Commission (CPSC) advises carrying and storing sharp-edged or pointed school supplies, including scissors, in an enclosed protective case. Keep scissors under appropriate adult supervision and put them away after use. See CPSC’s school safety guide.
What glue should children use?
For children’s craft time, Health Canada recommends water-based white glue instead of solvent-based adhesives. Check the specific product’s directions and warnings, and supervise use in a way that suits the child and activity. Avoid inhaling glue or paint fumes. “Water-based” is a selection cue from this guidance, not a guarantee that every product is suitable for every age or task, or safe to swallow.

Labels, cleanup, and storage
- Read and follow the label and directions for every supply.
- Keep children from inhaling glue or paint fumes.
- Clean tools and work surfaces after the activity, and have children wash their hands.
- Keep supplies in their original labeled containers.
- Store hazardous materials out of children’s sight and reach.
These are practical precautions in Health Canada’s craft-time guidance. They matter even when a product is sold for craft use: labels, age guidance, and supervision all help determine whether a supply is appropriate for the child and task.

In the United States, art materials sold to consumers must undergo toxicological assessment for chronic hazards. CPSC says the statement “Conforms to ASTM D-4236” must appear on the product whenever practicable. A product’s label is useful information, but it is not a substitute for following its directions or supervising children.

- "OUCH-FREE" PAPER CUTTING: The scissors come in 3 different shapes for a variety of toddler art projects: straight, wavy, and zigzag.
- SAFE FOR PRESCHOOLERS: Rounded tips and plastic blades won't cut hair or skin.
- SAFE AND NONTOXIC: Ideal for ages 36 months & up.
CPSC defines a children’s product as a consumer product designed or intended primarily for children 12 years old or younger. Classification considers the manufacturer’s stated intended use, packaging and marketing, common consumer recognition, and age guidance; a label alone does not settle the question. Applicable requirements vary by product classification. CPSC says children’s products must undergo applicable third-party testing and have a Children’s Product Certificate.
CPSC’s art-material guidance gives these limits for covered products; the page does not state a publication year:
