Best Residential Proxy Services for Web Scraping and Testing

Compare residential proxy providers by location targeting, session behavior, protocols, cost, sourcing, and fit for permitted scraping or testing.
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

There is no single residential proxy service that is best for every scraping or testing job. Bright Data, SOAX, Oxylabs, and Smartproxy each describe different targeting, session, protocol, and pricing options; the right fit depends on the locations and targets you are permitted to access, how long an IP must persist, your integration needs, and your expected traffic. The figures below are provider claims, not independent benchmark results. Compare the current terms and run a small pilot before committing.

What a residential proxy does—and what it does not

A residential proxy routes a request through an IP address presented as a residential connection. Teams use these services for public web data collection, location-specific market research, ad verification, and checking how a website appears or responds from a particular location. A residential IP does not, by itself, make a request authorized, lawful, undetectable, or compliant.

Compare the services by workflow

Do not choose on advertised pool size alone. Check whether a provider can reach the exact geography you need, preserve or rotate sessions as your workflow requires, support your client and protocol, and serve your permitted targets under terms you can accept.

Service Targeting and session options Protocols and operational notes What the provider reports
Bright Data Its residential page describes targeting by country, city, ZIP code, carrier, and ASN. It lists rotating residential proxies and separate static residential products. HTTP/S and SOCKS5 are listed for residential proxies. Bright Data says KYC is required before residential or mobile network use and offers pay-as-you-go pricing. Bright Data advertised “Over 400M+ monthly residential proxy IPs” on a page accessed 2026-10-03. It describes residential IP sourcing through voluntary app-user opt-in, with compensation or app benefits. These are provider statements, not independent audits or measurements.
SOAX SOAX describes country- and city-level targeting and rotation options. Its explanatory page says static residential/ISP IPs remain constant during a session, while rotating residential IPs change by request or at set intervals. Its page describes a Web Optimizer for error handling and browsing stability. It reported coverage in more than 195 locations, excluding Texas, and displayed a $1.99 trial; availability, trial terms, and coverage can change. SOAX lists use cases including market research, localized price comparisons, ecommerce scraping, ad verification, monitoring, website availability checks, and connection-speed tests. These are provider descriptions.
Oxylabs Its product page lists targeting by country, city, state, continent, ZIP code, coordinates, and ASN, plus sticky sessions and rotation options. Advanced filters include IP version and platform/OS. HTTP(S), HTTP/3, and SOCKS5 are listed. Oxylabs says KYC may apply to advanced filters. Oxylabs advertised “175M+” residential proxies across 195 countries and an average 99.95% success rate on its product page. It says the pool is sourced from consenting, informed users who are fairly compensated. These are vendor claims, not independent comparative results or sourcing audits.
Smartproxy The responsible-use page describes business use cases such as ad verification, market research, ecommerce price monitoring, and large-scale proxy workflows. The reviewed page does not establish comparable targeting or session details. The reviewed responsible-use page does not state comparable protocol details or KYC requirements. Smartproxy describes pay-as-you-go per-GB and unlimited monthly billing options; verify which current products and terms apply. Smartproxy claims a 99.5% average success rate and more than 650 billion proxy requests monthly. It describes an internet-sharing app with user opt-in. These are vendor claims; they were not independently tested or verified.

The provider statistics above were surfaced on vendor pages accessed 2026-10-03; the pages did not supply publication dates for the claims. Pool size, success rate, and request volume use different measures and do not establish which service will perform best for your targets.

How to choose for your project

Start with permitted targets and required locations

List the sites and data you intend to access, the locations your tests require, and the granularity that matters: country, city, state, ZIP code, carrier, ASN, or coordinates. Confirm current availability directly with the provider; coverage statements are provider-reported and can change.

Rank #2

Match session behavior to the task

Use rotation when requests should come from changing IPs, and investigate sticky or static sessions when a workflow needs continuity between requests. “Static residential” and “ISP” labels are not enough on their own: check how a provider defines session length, when rotation occurs, and what controls you can set. SOAX explicitly distinguishes session-stable static/ISP IPs from rotating IPs that change by request or interval; Oxylabs lists both sticky sessions and rotation options.

Check protocol and integration fit

Confirm that your HTTP client, browser, or test harness supports the provider’s available protocols and authentication method. The reviewed provider pages list HTTP/S and SOCKS5 for Bright Data; HTTP(S), HTTP/3, and SOCKS5 for Oxylabs. Do not assume an unlisted protocol or integration is supported by another service; confirm it before building around it.

Model the full cost

Estimate traffic using representative pages and include response sizes, retries, concurrency, and expected test frequency. Compare the total expected bill, not just a per-GB headline: check minimum spend, included traffic, overages or top-ups, unlimited-plan conditions, taxes, trial limits, and whether failed requests consume traffic.

Provider and displayed option Traffic Displayed rate Displayed monthly total
Oxylabs self-service plan 5 GB $6/GB $30
Oxylabs self-service plan 20 GB $5/GB $100
Oxylabs self-service plan 125 GB $4/GB $500
Oxylabs self-service plan 1 TB $2.50/GB $2,500
Bright Data Pay-as-you-go option confirmed Not stated in the reviewed pricing information Not stated in the reviewed pricing information
SOAX Trial displayed $1.99 trial price displayed; duration and included traffic should be confirmed Not stated in the reviewed page
Smartproxy Per-GB and unlimited monthly billing options described Not stated in the reviewed responsible-use information Not stated in the reviewed responsible-use information

Oxylabs’ displayed self-service prices were captured on 2026-10-03; VAT may apply. Check current checkout pricing, what counts as billable traffic, plan conditions, and geographic availability before purchasing. The Bright Data pricing page confirmed pay-as-you-go but did not provide a directly comparable price in the reviewed information.

Review operations, sourcing, and onboarding

Ask about concurrency, targeting controls, dashboard or API management, support, acceptable-use restrictions, and onboarding requirements. Bright Data says KYC applies before residential or mobile network use; Oxylabs says KYC may be needed for advanced filters. Bright Data, Oxylabs, and Smartproxy each describe opt-in-based sourcing in their own materials. Those disclosures are not independent audits of every traffic source. Review the provider’s sourcing explanation, privacy terms, abuse controls, and acceptable-use policy before use.

Run a representative pilot before scaling

  1. Choose a permitted test set. Select representative URLs and locations, and define what counts as a usable result for your project.
  2. Hold the workload constant. Use the same requests, timing, session needs, and client configuration when comparing providers. Avoid testing against targets or data you are not authorized to access.
  3. Record useful outcomes. Measure successful responses, latency, usable-data yield, error categories, and actual spend. Separate target-side errors, proxy connection failures, timeouts, and application parsing failures.
  4. Repeat at realistic volume. A small trial can reveal setup problems, but assess concurrency and sustained traffic only within the provider’s terms and your permitted use.
  5. Decide against your requirements. Keep a provider only if it meets the required geography, session behavior, protocol, governance, and cost at representative workload—not merely because its marketing claims the largest pool or highest success rate.

Responsible use and legal boundaries

Whether a particular collection or testing activity is permitted can depend on applicable law, the target site’s rules, the data involved, contracts, privacy obligations, and the way the workflow operates. A vendor’s general legal explanation is not advice for your jurisdiction or project. Check applicable law, site policies, contractual restrictions, privacy requirements, and the proxy provider’s acceptable-use rules before deploying. A proxy changes the route of a request; it does not grant permission to access protected data or bypass controls.

When ScreenshotNeo is a better fit for visual checks

ScreenshotNeo is not a residential proxy service and does not replace one for location-routed scraping. If your testing question is instead “what does this page render like?”, ScreenshotNeo is the alternative to try first: it is a website screenshot API and MCP server for developers. Its API returns a PNG, JPEG, WebP, or PDF from one GET request. Cookie/consent banners, newsletter popups, and chat widgets can be removed before capture, and each step can be turned off. Bot checks/CAPTCHAs, blank pages, timeouts, failed loads, and cache hits are not billed; responses identify the page verdict and billing status in headers. AI agents can use its MCP server tools, including take_screenshot, get_page_info, and capture_pdf.

For example, save a screenshot of a page with cURL:

curl -G "https://api.screenshotneo.com/v1/shot" -d access_key=YOUR_API_KEY --data-urlencode url=https://stripe.com -o shot.webp

See the ScreenshotNeo API documentation for options. One-call example:

Frequently Asked Questions

Does a residential proxy guarantee a request will get through?

No. A residential IP does not guarantee access, a successful response, or permission to collect data. Results depend on the target, request, provider, and applicable restrictions.

Can I use residential proxies to test a site I operate?

They can help check how a site responds from selected locations, but a proxy is only one part of the test. Set up authorized test accounts and targets, define the behavior you need to verify, and monitor the site so the test does not disrupt normal service.
