For offline speech-to-text, start with the workflow you need: Whisper Desktop or Buzz for a desktop graphical app that transcribes saved recordings; MacWhisper if you use a Mac and also want dictation into text fields; or whisper.cpp if you want direct control over the Whisper engine and are comfortable with command-line setup. These are candidates, not a ranked accuracy list: no comparable head-to-head test establishes a universal winner.
Choose a tool by how you want to make notes
“Offline” means speech recognition runs on your device; it does not automatically mean every feature in the application is local. You generally need to download a model first, and an optional assistant, translation, or cloud-transcription feature may still send content to an online service. Confirm the settings for the feature you plan to use.

Also distinguish live dictation—speaking into a text field—from transcription—turning an existing audio or video recording into text. A good fit depends on which of those you need, whether you want batch processing or subtitles, and whether the software supports your computer and language.

What each option does well—and what to check
Whisper Desktop: a file-first GUI
Whisper Desktop wraps local transcription engines in a graphical workflow. The project lists batch processing and exports for text, subtitle, and other formats, which makes it a practical candidate when you have recordings to turn into reusable notes. It says model files are not bundled, so download the model you intend to use before going offline.

Buzz: an alternative desktop workflow
Buzz’s project describes offline transcription and translation on a personal computer using Whisper. That makes it worth comparing with Whisper Desktop if you prefer a desktop utility and want both transcription and translation workflows. A comparison page published by a competing transcription app describes Buzz as available on macOS, Windows, and Linux and notes limitations involving mobile use and speaker labels. MacWhisper: Mac dictation and transcription, with edition differences
MacWhisper’s documentation says its direct-download Mac edition supports dictation into any text field and CLI integration. The vendor distinguishes this build from its Mac App Store version and iOS app, so do not assume that an integration, license, or feature documented for one edition applies to another. The support page describes a one-time lifetime license for the direct-download version and subscription choices for the App Store version; check current terms before purchasing.

For iOS, the vendor says local models are available without purchase. It also documents optional assistant functions that may use cloud transcription, translation, or chat. Local transcription and cloud-assisted features are therefore separate choices, not a blanket guarantee that everything in the app works offline. whisper.cpp: more control, more setup
Whisper is OpenAI’s general-purpose speech model for multilingual recognition, speech translation, and language identification. Its code and model weights are released under the MIT License, according to the official Whisper repository. whisper.cpp is a separate C/C++ implementation for running Whisper inference locally; its repository documents CPU-only use and a range of platforms.

The whisper.cpp project’s published example resource figures illustrate why model choice matters. Disk figures are model-file sizes; memory figures are approximate project values and can vary by model variant and build.

These are figures published in the whisper.cpp project documentation, not speed or accuracy scores. The repository documents quantization as a way to reduce storage and memory requirements; its effect on processing depends on the hardware and model. Its example command-line workflow builds the tool, downloads a model separately, and transcribes a WAV file. Choose this route if those controls are useful to you, rather than expecting the simplest installation.

Prepare the offline workflow before you need it
- Check platform and language support. Confirm the app supports your operating system and the spoken language you need. Whisper supports multilingual recognition, but that does not establish equal results for every language, accent, microphone, or recording.
- Install the application and download its model while connected. The desktop tools discussed here do not necessarily bundle model files. Make sure the chosen model is stored locally before disconnecting from the internet.
- Test with representative audio. Try the actual recording conditions you expect—such as a meeting, a lecture, or a voice memo—and check names, technical terms, punctuation, and timestamps. No neutral controlled test here establishes which app is most accurate or fastest.
- Check output and privacy settings. Verify that the file formats and export route fit your note-taking workflow, and distinguish local inference from any optional cloud assistant, transcription, or translation feature.
- Keep enough device resources available. Model size affects storage and memory. Start with a model your computer can accommodate, then assess its output and responsiveness before relying on it for important recordings.
What “best” can and cannot mean here
All of the named Whisper-based choices draw on the same model family or ecosystem, but that does not make their output identical. Model size and variant, language, audio quality, settings, and the surrounding workflow all matter. The published resource figures above are not performance benchmarks, and there is no neutral head-to-head accuracy result establishing a single winner.
Apple’s built-in Voice Memos transcription may suit casual use on supported devices, but the evidence available for this comparison does not establish current Apple language coverage, exact compatibility, offline behavior, or export limits. Check Apple’s current support documentation for your specific device and OS before depending on it; precise limitations attributed to Voice Memos by a third-party comparison are not treated here as verified Apple specifications.
Optional gear for live dictation
If you are speaking live or recording your own source audio, a microphone is optional—not a requirement for transcribing recordings you already have. RØDE describes its NT-USB Mini as a compact, class-compliant USB microphone for computer or tablet audio, including dialogue. No comparative test here establishes that this particular microphone improves speech-recognition accuracy.
