Their developers or store listings claim offline play; that is not the same as independent confirmation that every feature works offline.

What each game offers
Wagotabi: Learn Japanese — a quest-led option
Wagotabi places language learning in an adventure set in Japan and starts at beginner level. Its Google Play listing says “the game can be entirely played offline!” and describes the game as ad-free and without in-app purchases. The listing also reports more than 420 words and grammar points, 200 kanji, 650 example sentences, 2,800 voiced Japanese dialogues and 400 NPCs. The listing mentions cloud saves and leaderboards as well as collaboration with more than 300 Japanese-language experts, Japanese prefecture tourism associations and early testers. Those are publisher statements; cloud saves and leaderboards may require a connection even if the core game is playable offline.
Japanese Fun – J64 — varied short sessions
J64 combines kana and kanji learning with mini-games such as puzzles, match-three and memory, plus other script and vocabulary activities. Google Play says it is completely offline, requires no account, supports multiple learning profiles and is localized in 20 languages. The developer describes Katakana Rocks! as an illustrated adventure for learning hiragana, katakana and kanji. Its site says the app works entirely offline, has no ads or subscriptions, and costs $4.99 as a one-time purchase. How to make sure a game works on your trip
Offline claims do not establish that an app will launch on your particular device after installation, or that every optional function will work without a connection. Install and set up the game while you are online, then try the mode you intend to use before leaving.
