There is no single best non-power armor in Fallout 4. The Marine armor set from Far Harbor has the highest base ballistic and energy resistance of the normal armor documented on the Fallout Wiki, but the heavy Operators armor from Nuka-World has the second-highest stat total in the game, and Combat armor is the strongest documented set that needs no DLC. The right pick depends on whether you own the DLC, which damage type you face most, and whether you are comparing base values or modified and legendary-enhanced totals.
How this comparison is scoped
A numbered list of twenty sets would need stats and acquisition details for each one, and those details are not documented for most of the sets that circulate in “best armor” lists. This article covers the non-power sets whose figures are established, and it applies the same assumptions to each:

- DLC labeling. Each set is marked as base game or as belonging to Far Harbor or Nuka-World. A recommendation that needs DLC is not a base-game recommendation.
- Stat level. Figures are base values for the configuration named by the source. Modified (armor workbench) and legendary-enhanced totals are separate numbers and are not mixed into the base figures below.
- Damage types. The Fallout Wiki’s “Damage Resistance” is the in-game term for ballistic protection. The figures quoted here cover ballistic and energy resistance only. Radiation resistance is not included in them.
Comparison at a glance
| Set | DLC | Documented figures | Acquisition | Notes |
|---|---|---|---|---|
| Marine armor (Marine Assault set) | Far Harbor | Highest base ballistic and energy resistance of normal armor, per the Fallout Wiki. Full set overview: 159 Damage Resistance and 158 Energy Resistance (Fallout Wiki, undated; configuration as stated on that page) | Complete set is in three steamer trunks, which require the fifth DiMA memory from the quest “Best Left Forgotten.” Kane sells Zealot pieces, which lack a helmet. | Configuration variants are created with armor workbench modifications. |
| Operators armor, improved heavy variant | Nuka-World | Second-highest stat total in the game (Fallout Wiki, undated). Exact values: not stated. | Not stated (Fallout Wiki, undated) | Compared with Disciples armor, slightly higher ballistic resistance but substantially lower energy resistance. |
| Combat armor, sturdy full set with helmet | Base game | 85 ballistic and 85 energy resistance (Fallout Wiki, undated) | Heavy pieces can be found at Quincy. Several named unique variants exist. | Figure applies to this specific sturdy configuration, not to every combat armor piece. |
The sets, one at a time
Marine armor (Far Harbor)
Marine armor is an advanced combat armor from Far Harbor. The Fallout Wiki describes it as offering the highest base ballistic and energy resistance of normal armor. Its full set overview lists 159 Damage Resistance and 158 Energy Resistance. Those totals come from that page’s configuration, so compare them only against figures stated under the same assumptions.

Its pieces are in three steamer trunks, and those trunks only open after you unlock the fifth DiMA memory during the quest “Best Left Forgotten.” Kane sells Zealot Marine pieces, but the Zealot set as described lacks a helmet, so it does not complete the look or the protection. If you want the full set, plan for the quest rather than the vendor.

Operators armor (Nuka-World)
Operators armor is classified as a high-tier set. Its improved heavy variant has the second-highest stat total in the game, according to the Fallout Wiki. Against Disciples armor, the Operators heavy variant has slightly higher ballistic resistance and substantially lower energy resistance. That is a trade-off, not a clear winner: choose it if ballistic damage is your main threat, and choose Disciples if energy weapons dominate your fights.
Combat armor (base game)
Combat armor is the most useful option for players without Far Harbor or Nuka-World. A full sturdy set including its helmet totals 85 ballistic and 85 energy resistance, according to the Fallout Wiki. That total is specific to the sturdy configuration. Individual combat armor pieces have lower values, and the set has several named unique variants. Heavy pieces can be found at Quincy.

Layering with ballistic weave
Ballistic weave is a mod that improves selected clothing and hats. It is not a complete outfit on its own, and it does not make every outfit compatible. Compatible weave underlayers can be worn under armor, so your real protection is the armor plus the underlayer, not the armor set alone. Compare armor sets on their own figures, then add the underlayer’s contribution when you judge a full outfit.
The Fallout Wiki’s “Ballistic weave” page quotes Tinker Tom, Railroad technician, from the game: “Light weight, serious stopping power, and it looks just like normal clothing.” That is an in-game line reproduced by a community-maintained reference, not an interview.

How to choose
- No DLC installed: Combat armor is the documented base-game option in this comparison.
- Far Harbor installed and mostly ballistic threats: Marine armor has the highest documented base ballistic and energy values among normal armor. Budget time for the DiMA memory and the steamer trunks.
- Nuka-World installed and ballistic threats: Operators heavy has slightly higher ballistic resistance than Disciples, so it is the stronger choice there.
- Energy-heavy fights: Do not choose Operators heavy over Disciples on totals alone, because its energy resistance is substantially lower.
- Weight, visuals, and radiation: The sources here do not give weights for these sets, and the figures above exclude radiation resistance. Weigh those factors yourself before committing.
