Prince is the clearest documented choice when you need an HTML-to-PDF converter with tagged output and an explicit PDF/UA-1 profile. DocRaptor offers a hosted API built on Prince and documents how to select that profile. Adobe Acrobat can convert web pages and create PDF tags, while Acrobat Pro also supports accessibility review and repair. None of these settings guarantees that a particular PDF is accessible: source structure and the generated file still need checking.
Which HTML-to-PDF converter should you choose?
| Option | What its documentation establishes | Best fit | Important qualification |
|---|---|---|---|
| Prince | Tagged PDFs and a PDF/UA-1 output profile. | Teams that want to integrate and control an HTML/XML-to-PDF engine. | A profile or tagging option does not establish that every document’s tags and content are correct. |
| DocRaptor | A hosted HTML-to-PDF API using Prince, with instructions for setting PDF/UA-1. | Developers who prefer a managed conversion API to operating an engine themselves. | Its documentation says further adjustment may be necessary and ARIA roles are not automatically tagged. |
| Adobe Acrobat web conversion | Web-page conversion settings include “Create PDF Tags” to preserve HTML structure. | Individuals or teams converting web pages through Acrobat. | Accessibility depends on the source HTML and reading order. |
| Puppeteer | Page.pdf() generates PDFs using print CSS media by default; screen media can be emulated. |
Developers already automating Chromium-based rendering. | The cited documentation does not establish tagged-PDF or PDF/UA support. |
This is a comparison of documented capabilities, not a controlled test of speed, output quality, or conformance. Choose based on whether the workflow is local or hosted, the required output profile, control over tag semantics, and how much checking or remediation your team can do.

Tagged PDF and PDF/UA-1 are different claims
A tagged PDF contains structural information intended to help technologies such as screen readers interpret a document. The presence of tags alone does not show that the structure is meaningful, correctly ordered, or sufficient for a particular accessibility profile.
Prince describes PDF/UA-1 in terms that include logical tag order, appropriate semantic tags, alternative text for meaningful images, assistive-technology access, embedded fonts, and Unicode text mapping. Selecting a PDF/UA-1 profile is therefore a useful generation setting, not proof that the resulting file satisfies every requirement or works well for every reader.

How to make an HTML-to-PDF workflow more accessible
- Prepare the HTML. Use semantic headings, lists, links, and other appropriate elements; establish a logical reading order; provide alternative text for meaningful images; and declare the document language.
- Select a converter with documented tagging support. For a PDF/UA-1 workflow, Prince documents the profile directly. DocRaptor documents how to request that profile through its service.
- Configure what the converter cannot infer. Review language and any custom or ARIA-based semantics. DocRaptor specifically notes that ARIA roles are not automatically tagged.
- Inspect the generated PDF. Check the tag tree and reading order, meaningful-image alternative text, links, and access with assistive technology. Treat automated checks as checks performed—not as proof of an end-user experience.
- Repair and reassess where needed. Acrobat Pro provides tools to inspect or edit reading order and document structure tags. Recheck the repaired file rather than assuming the change resolved every issue.
Adobe advises establishing logical reading order in the HTML first and states that a web-page PDF is only as accessible as its source HTML. Conversion cannot reliably repair missing meaning in the source.
What each workflow offers
Prince: an integrated conversion engine
Prince is the strongest documented fit in this comparison when the requirement is specifically a converter with tagged-PDF and PDF/UA-1 output options. It suits teams that can integrate an engine into their document pipeline and review the generated result.
Rank #2
- Convert over 50 document file formats.
- Preview your files from Doxillion before converting them.
- Use batch conversion to convert thousands of files at once.
- Enjoy an easy-to-use, intuitive interface with a Drag and Drop file option.
- Burn your converted or original files directly to disc.
DocRaptor: a managed API using Prince
DocRaptor lets developers use a hosted conversion service rather than run the engine themselves. Its instructions say to set prince_options[profile] to PDF/UA-1 for a tagged document. The service also warns that further adjustment may be needed; its documentation notes that ARIA roles are not tagged automatically. See its accessible-PDF instructions for the configuration details.

Acrobat’s web conversion settings include “Create PDF Tags.” Acrobat Pro is also relevant after conversion: Adobe documents tools for checking accessibility and editing reading order and structure tags. Use the conversion setting to preserve structure where possible, then review the actual output.

- CREATE, COMBINE, SCAN and COMPRESS PDFs
- FILL forms & Digitally Sign PDFs. PROTECT and Encrypt PDFs

Puppeteer: print rendering, not documented tagged output
Puppeteer’s Page.pdf() uses print CSS media by default, and its documentation describes emulating screen media. Those facts help explain rendering behavior, but do not establish PDF/UA or tagged-PDF support. If tagged output is a requirement, do not treat a successful Chromium PDF render as evidence that the requirement has been met.
How to validate the output
- Structure: inspect whether headings, lists, paragraphs, and other content have meaningful tags rather than relying on visual appearance.
- Reading order: verify that content is encountered in a sensible sequence, especially in multi-column or visually complex layouts.
- Images and links: check alternative text for meaningful images and confirm that links are identifiable and usable.
- Language and text: verify the document language and that text remains available as text rather than only as an image.
- Assistive technology: assess the document with the tools and users relevant to your audience; a profile setting or automated check alone cannot establish that experience.
Acrobat Pro can help inspect and repair reading order and structure tags. Keep a record of which checks were performed, and describe them as checks—not as a blanket conformance guarantee.

ScreenshotNeo is a website screenshot API and MCP server, not an HTML-to-PDF converter or a substitute for tagged-PDF generation. If your task is capturing a page as an image, its one-request API can return a screenshot; see the ScreenshotNeo API documentation. For accessibility deliverables, use a converter that documents tagged output and validate the PDF itself.
curl -G "https://api.screenshotneo.com/v1/shot" -d access_key=YOUR_API_KEY --data-urlencode url=https://stripe.com -o shot.webp
ScreenshotNeo accepts cookie and consent banners before capture and removes 60+ known consent platforms, newsletter popups, and chat widgets; each step can be turned off. Bot checks, blank pages, timeouts, failed loads, and cache hits are not billed. An MCP server lets AI agents use its screenshot, page-info, and PDF-capture tools. The free plan includes 1,000 screenshots per month with no card; paid plans start at $5 for 3,000. Sign up for 1,000 free screenshots a month, with no card.
