The right choice depends on the actual network route from your broadcaster or relay server to YouTube Live ingest, plus your stream settings and reliability needs. A server near your viewers does not, by itself, guarantee lower playback latency for them.
What “low latency” means for a YouTube live stream
There are two different delays to consider. Network latency from your encoder or relay to YouTube ingest affects how quickly and reliably your stream reaches YouTube. Viewer latency is the delay between capturing an event and displaying it to viewers; YouTube defines stream latency in those terms. It also includes YouTube processing and playback buffering, not just the route from your Hetzner server.

YouTube notes that a smaller playback buffer can reduce latency but makes viewers more likely to experience buffering. Network congestion can delay a stream even when its average bitrate appears sustainable. So a fast route in a basic latency check is not enough: sustained upload stability and packet loss matter too.

Hetzner lists six Cloud locations across four network zones. Its location information also says Cloud instances may occasionally be unavailable in a location, so confirm availability for the specific product before choosing.

Do not treat a location name and a network zone as interchangeable. Hetzner’s API documentation distinguishes a server’s availability zone from its network zone, and says datacenters within a location are connected by very-low-latency links. That describes connectivity within a location; it does not establish latency from that location to YouTube ingest.
How to choose a location for your workflow
If one broadcaster sends directly to YouTube
Test from the actual source of the stream. If a Hetzner server is the encoder or relay, compare routes from the candidate Hetzner locations to the YouTube ingest endpoint used by your stream. If the stream originates on a home or studio connection and Hetzner is not in the path, measure from that broadcaster network instead. A server’s region cannot improve a route it does not carry.

If your audience is spread across countries
Do not choose a region solely because it is near the largest audience cluster. YouTube’s CDN explainer describes the general model: an origin can feed geographically distributed edge servers, and viewers may receive content from an edge rather than directly from the origin. That general CDN explanation is not a YouTube-specific guarantee about live-stream routing, and the reviewed official information does not establish that selecting a Hetzner region controls which delivery path each viewer gets.
If your production team or relays span regions
Compare the source-to-ingest route from each relevant source, then weigh operational complexity and the cost implications of moving traffic between zones. Hetzner says pricing is the same within eu-central, while us-east, us-west and ap-southeast have different prices. Traffic between network zones is billed as normal internet traffic. Check current regional availability and pricing for the exact Cloud product you plan to use.

Benchmark the actual route before committing
A useful comparison reproduces your real workflow rather than relying on a location’s distance from you or a generic ping result. Test candidate regions during representative periods and compare:
- Route and delay to ingest: Use the stream protocol and YouTube ingest destination your actual encoder will use. Compare the relevant network path, not only a nearby test server.
- Packet loss: Look for loss during sustained transmission, not just a single short probe.
- Sustained upload stability: Run a representative stream long enough to expose congestion or rate variation. Average bitrate alone does not prove the route is stable.
- Actual stream behavior: Check whether the stream remains connected and whether YouTube reports interruptions or ingest problems.
- Cost and availability: Confirm the Cloud instance is available in the chosen location and account for region-specific pricing and cross-zone traffic.
Repeat measurements at times that reflect when you plan to broadcast. A route can vary with network conditions, so a single result is not a universal ranking of Hetzner regions.

Choose YouTube latency mode for the kind of stream
The Hetzner region is only one part of end-to-end viewer latency. YouTube’s latency mode changes the playback buffer and therefore the trade-off between responsiveness and buffering risk.

The “less than 10 seconds” and “less than five seconds” figures are YouTube’s stated typical outcomes for viewers in Low and Ultra-low latency modes, respectively—not guarantees for a particular server region, stream, or viewer. YouTube recommends Normal latency for non-interactive streams, Low for limited interaction, and Ultra-low for highly interactive streams. Choose the mode that fits the stream, rather than expecting a Hetzner location to override the platform’s buffering and processing behavior.

What the available evidence does—and does not—show
Hetzner’s official location and API information establishes where Cloud locations are and how availability and network zones are described. YouTube’s help guidance explains playback latency modes and their trade-offs. Neither establishes comparative YouTube Live ingest latency for the six Hetzner locations. The reviewed official sources also do not promise that selecting a particular Hetzner region controls viewer delivery.
As a result, there is no evidence-based universal winner for an unspecified source network, stream architecture, and audience. The defensible choice is the location that gives your actual source the most reliable tested route to YouTube ingest, at acceptable cost and with suitable availability.
