The best free PDF editor depends on whether you need to change text already in a document or simply add a text box, signature, or pages. For offline editing of existing text, PDFgear’s desktop app is the clearest fit in the available product documentation. For browser-based signing and routine page tasks, Sejda and PDF24 offer useful options; Adobe Acrobat’s free online tools have explicit transaction limits.
“Free” does not mean the same thing across these services. Check the limits for the specific tool you plan to use, and test a copy of an important file before adopting a workflow.

Choose based on the PDF task you actually need
PDF editors use “edit” to describe two different jobs: adding new text over a page, or changing text that is already part of the PDF. A browser editor may do the first without supporting the second. Signing and merging are also often separate tools, so confirm each capability rather than assuming one free editor includes everything.

- Keep files offline: Consider desktop workflows such as PDFgear or Sejda Desktop, while checking their respective capabilities and limits.

Which editor fits each job?
For changing text already in a PDF: PDFgear Desktop or Sejda Desktop
PDFgear explicitly separates its browser and desktop capabilities: the browser tool adds text but does not directly edit existing text, while the desktop app is its stated offline option for that job. Sejda Desktop also describes changing existing text and offers an offline workflow, but its page says free use has daily limits. Try a copy of a short document first, especially if you need to preserve precise layout.

For adding text or signing online: Sejda or PDF24
Sejda’s online guide walks through adding text and provides three signature methods: type a name, draw a signature, or upload an image. PDF24’s editor handles inserted text and drawings, and its toolbox lists signing separately. If you only need a signature, confirm you are in the appropriate signing workflow rather than treating signature insertion as proof that existing document text is editable.
For merging files with published limits: Adobe Acrobat online
Adobe’s stated merge allowance is up to 100 files and 1,500 total pages, with each input file capped at 500 pages. Its general free-use rules are separate: Adobe says unsigned-in users can make one free transaction and download the result once, while signed-in users get one free premium-tool transaction per rolling 30 days. Check the FAQ before starting a larger or time-sensitive job.

For a broad set of routine tools: PDF24
PDF24 groups editing with separate tools for merging, signing, splitting, OCR, and other PDF tasks. TechRadar’s February 10, 2026 roundup selected PDF24 Creator as its overall free-editor pick and describes Creator as Windows-only. Keep that desktop product distinct from PDF24’s online tools; the platform list on the product page does not prove every feature works identically on every listed device.
Check text layout after editing
Changing existing text can alter the appearance of a page. Adobe says that if the original font is unavailable on the system, Acrobat substitutes a default fallback font for the relevant script. It also says text reflows within an individual text box rather than pushing adjacent boxes or flowing onto another page. Review the edited page for spacing, line breaks, and fit before sharing or printing. Adobe’s text-editing help explains the font and layout behavior.

Protect the original and verify the finished file
- Work on a copy. Keep the original PDF unchanged so you can recover if text shifts or a merge order is wrong.
- Choose the right editor mode. If you must alter existing wording, use a tool that documents existing-text editing; adding a text box is not the same operation.
- Check limits before uploading or processing. PDFgear currently states a 100 MB online file cap; Sejda Desktop states daily free-use limits; Adobe lists transaction and merge limits.
- Inspect every changed page. Look for font substitutions, clipped text, altered spacing, missing signature marks, and unexpected page order.
- Save and reopen the exported PDF. Confirm the changes persist and that the final file contains the pages and signatures you intended.
For file handling, rely only on the specific processing statements a provider publishes. PDFgear says its online editor processes files locally in the browser and its desktop app works locally/offline; Sejda documents an offline desktop route. Those statements do not establish the security or processing behavior of every other product or tool.
