The best ElevenLabs alternative depends on how you make speech: Google Cloud Text-to-Speech and Amazon Polly are strong candidates for developers building with APIs, while Murf is aimed at creators who want a voiceover studio. None is a universal winner. Test each service with the same script, language and workflow before committing; the available provider documentation does not establish a neutral audio-quality ranking.
Choose by workflow, not by a headline voice count
ElevenLabs spans text-to-speech, speech-to-text, voice cloning, conversational agents and other generative audio tools, so an alternative may replace only part of its offering. Its documentation also distinguishes models for workloads such as long-form narration, dialogue and lower-latency speech. - For an application or voice interface: compare Google Cloud Text-to-Speech and Amazon Polly, both of which document programmable APIs.
- For edited narration in a browser-based studio: consider Murf, whose plans are presented as a voiceover-studio offering.
- For perceived voice quality: audition the exact voice, locale and script you plan to use. Provider descriptions are not independent listening-test results.
Best alternatives by use case
Google Cloud Text-to-Speech: best fit for API-driven products
Google Cloud Text-to-Speech is worth evaluating if you need a cloud API, speech controls and multiple audio output formats. Google documents REST and gRPC integration, streaming and long-audio synthesis, SSML, and output formats including MP3, Linear16 and OGG Opus. Its product page lists 380+ voices across 75+ languages and variants; that is Google’s catalog claim, not an independently audited count. See the Google Cloud Text-to-Speech product page.
Billing depends on the model and usage basis. Google’s pricing page describes character-based billing for some models, where characters, spaces, newlines and most SSML tags count, while newer Gemini TTS models use text and audio token pricing. Compare the billing unit and your projected volume for the model you actually plan to use rather than treating one rate as a universal TTS price: Google Cloud Text-to-Speech pricing.

Amazon Polly: best fit for AWS-oriented integrations
Amazon Polly is an API option to consider for applications, accessibility features, mobile apps, games, e-learning or IoT. AWS documents plaintext or SSML input, voice selection and audio output such as MP3, Ogg Vorbis or PCM. Its developer documentation describes standard, neural, long-form and generative voice options. The generative-voices page lists 43 variants and the AWS regions where they are available; inventory and regional support can change, so verify the current list for your deployment region before designing around a specific voice.
Polly does not translate text: AWS states that “Amazon Polly is not a translation service—the synthesized speech is in the same language as the text.” Check the current language and variant list for the locale you need. How to compare services for your project
Run a small, controlled evaluation before moving a production workflow or buying a plan. Use the same representative material and requirements for every candidate.
- Set the workflow. Decide whether you need an editor for narration or an API for an app, product or agent. A studio plan and a cloud API solve different jobs.
- Prepare representative text. Include the names, numbers, punctuation, abbreviations and sentence lengths your real content contains. If you need more than one language, prepare a sample for each target locale.
- Check the exact voice and locale. Confirm that the required accent or language variant is available, then listen for pronunciation, naturalness, emotional range and consistency in your own samples.
- Test control and integration needs. Check the SSML or other speech controls, editing options, voice customization or cloning needs, and available output formats. For interactive applications, evaluate streaming behavior and response consistency in your own environment.
- Model cost at expected volume. Compare included usage, overages and billing units. Studio hours, characters and input or output tokens are not interchangeable measures.
- Review commercial and deployment terms. Verify commercial-use rights for the specific plan, data-handling requirements and cloud-region availability before selecting a production service.
What this comparison can—and cannot—say about quality
The available official documentation supports a comparison of product types, documented capabilities and stated plan information; it does not establish which service sounds best. There is no neutral listening benchmark here. A high advertised voice count also does not show whether a service has the specific locale, pronunciation behavior or delivery style your project requires. Treat provider descriptions as product claims, then judge output with a representative script rather than assuming any one option will outperform ElevenLabs.
