There is no evidence-based universal cheapest cloud archive: the right choice depends on how quickly you must retrieve data, how often you expect to retrieve it, and the full cost of storage, requests, transfer, and retention. For near-real-time access, AWS S3 Glacier Instant Retrieval is the clearest fit among these options. For data you can leave offline while it is rehydrated, compare AWS Glacier Flexible Retrieval or Deep Archive with Azure Blob Archive. Google Cloud Storage Archive is also worth pricing, but its listed retrieval fee alone is not enough to rank it against the others.
Cloud archive storage compared
These services are not interchangeable just because each is called an archive. Access method, restore time, retention rules, and billable operations differ. The figures below come from current provider documentation and pricing pages accessed in 2026; rates and service terms can change.

| Amazon S3 Glacier Flexible Retrieval | Restore required. AWS says retrieval generally takes minutes to 12 hours; typical standard restores take 3–5 hours and bulk restores 5–12 hours. AWS describes bulk retrieval as free. | 90 days. | Restores create a temporary accessible copy, which is billed at S3 Standard rates while the archived object remains stored. | Amazon S3 Glacier Deep Archive | Restore required. AWS says standard retrieval is generally within 12 hours and bulk retrieval generally within 48 hours; its guide also gives a 9–12-hour standard window for Batch Operations. | 180 days. | Restores create a temporary accessible copy billed at S3 Standard rates while the archived object remains stored. The cited pricing page does not establish a comparable all-in rate here. AWS storage-class guide and AWS restore guidance. |
| Microsoft Azure Blob Storage Archive | Offline tier: rehydrate to an online tier before reading or modifying a blob. Standard-priority rehydration may take up to 15 hours for a blob under 10 GB; bulk work can take longer. | 180 days is the minimum recommended retention before early-deletion charges may apply. | High-priority retrieval is faster but costs more. Microsoft’s cited guidance describes a 10 GiB/hour priority-rehydration limit per storage account. The cited overview does not establish a comparable all-in rate here. | Google Cloud Storage Archive | The cited pricing page does not state a retrieval-time expectation. Check the service documentation and your workflow requirements before assuming a time to usable data. | Not stated on the cited pricing page. | The live pricing page accessed in 2026 lists a $0.05 per GiB retrieval fee. It can apply when reading, copying, moving, or rewriting Archive data, in addition to applicable operation and network charges. The rate is volatile and may vary by region and currency. Which archive should you choose?
Choose AWS S3 Glacier Instant Retrieval for frequent reads
Instant Retrieval is the AWS option in this comparison when archived objects must still be accessible in real time. AWS positions it for long-term data accessed roughly once per quarter. That access convenience is a different trade-off from tiers that require a restore job.

Choose AWS Flexible Retrieval when a restore window is acceptable
Flexible Retrieval suits data that is accessed infrequently enough for an archive but may need to be restored within minutes to hours. Select the retrieval option based on the deadline: AWS’s typical guidance is 3–5 hours for standard and 5–12 hours for bulk. Budget for the temporary restored copy as well as the archived object.
Choose AWS Deep Archive for rarely accessed data
Deep Archive is intended for archives accessed less than once a year. It trades a longer restore window for an archival tier: standard retrieval is generally within 12 hours, while bulk retrieval is generally within 48 hours. Plan around the 180-day minimum duration and the restore process.

Choose Azure Blob Archive when offline storage fits your workflow
Azure Archive is explicitly offline, so it is unsuitable if applications need to read or modify archived blobs directly. It can fit long-term retention when a rehydration step is operationally acceptable. Archive supports the redundancy configurations listed in Microsoft’s overview—LRS, GRS, and RA-GRS—so confirm that one meets your durability and geography requirements before choosing the tier.

What makes an archive bill expensive?
A storage-per-GB-month comparison can miss charges that dominate a real workload. Build the estimate around the data and actions you expect, not the tier name.
- Retrieval volume and frequency: Estimate the amount read or restored in a typical month and year, including emergency or audit access. Apply each provider’s retrieval and request charges.
- Writes and tier changes: Include initial uploads, lifecycle transitions, copy or rewrite operations, and any destination writes required by the restore workflow.
- Network transfer: Add the cost of moving retrieved data to the application, account, or destination where it will be used.
- Temporary restored copies: AWS Flexible Retrieval and Deep Archive keep the archived object in place and create a temporary accessible copy; account for both during the restore period.
- Retention and early deletion: If data might be replaced or removed before the minimum duration, include the applicable early-deletion charge in the comparison.
- Object count and size: AWS requires 40 KB of metadata overhead for each Flexible Retrieval or Deep Archive object: 8 KB charged at S3 Standard rates and 32 KB at the applicable archive rate. As a result, a large number of tiny objects can make a storage-only estimate misleading. AWS archival storage details.
- Redundancy and location: Match region and redundancy choices across estimates. They affect price and may affect whether a tier meets your recovery and geographic requirements.
How to compare costs fairly
- Define the archive: Record the region, redundancy option, total stored data, object count, and typical object-size distribution.
- Describe access: Estimate the percentage of data retrieved, the number of retrieval events, the destination, and the maximum acceptable time to usable data.
- Set the retention period: Use the actual expected holding period and include the consequences of deleting or replacing objects early.
- Model the full bill: Add storage, requests, writes or transitions, retrieval, network transfer, temporary copies, and any early-deletion costs.
- Run each provider’s current regional estimate: Use matching assumptions and current calculators or pricing pages. For Google Cloud, the $0.05/GiB Archive retrieval fee listed on the pricing page accessed in 2026 is only one line item, not a total-cost estimate. Google Cloud Storage pricing, AWS S3 pricing.
- Test the restore path: Before relying on an archive for recovery, verify who can initiate a restore, how restored data is exposed, and whether the expected completion time meets your recovery plan.
Operational details that can change the decision
A restore is a workflow, not just a download
With AWS Flexible Retrieval and Deep Archive, initiate a restore to create a temporary accessible copy; the original remains in the archive class. Azure requires rehydration to an online tier or a copy into an online tier before reads or modifications. These steps affect application design, permissions, automation, and recovery procedures.

Azure priority restores have account-level constraints
Microsoft’s cited rehydration guidance gives a 10 GiB/hour priority-rehydration limit per storage account. The stated standard-priority estimate of up to 15 hours applies to a blob under 10 GB; shared account throughput, throttling, and processing many small blobs can extend bulk completion. High priority costs more, so model both the desired completion time and the volume of data that must be rehydrated.
Do not confuse S3 Glacier classes with the legacy vault service
AWS’s current S3 Glacier storage classes are distinct from the legacy Amazon Glacier vault service. AWS directs new archival needs to S3 Glacier classes. AWS Glacier API pricing page.
