What to use for capturing a government website page

How to capture a page with ArchiveWeb.page
- Install ArchiveWeb.page from the relevant browser extension store, after checking its current compatibility and version information.
- Start a capture session from the extension.
- Browse the government site and open the pages you want included. Click or scroll as needed to reveal relevant menus, images, notices or other content that appears only after interaction.
- Download all or selected captured pages. Webrecorder describes WACZ as the recommended download for quicker loading in ReplayWeb.page; WARC is another export option.
- Open the exported archive in ReplayWeb.page and inspect the pages, links and resources you need. If something is missing, capture the relevant page or interaction again.
A browsing-session capture is not a guarantee that every page on a government portal, or every possible interactive state, has been saved. The result depends on what you actually visit and interact with.

A PDF is not a complete website archive. The U.S. National Archives and Records Administration (NARA) explains that PDF capture makes rendered content static apart from links and may lose other functionality, such as image captions. It also distinguishes static content from dynamic content that changes with user input. This is technical guidance from the United States, not an Indian legal requirement. Why government pages may change or disappear
India’s Guidelines for Indian Government Websites and apps (GIGW) apply to government websites and apps at central, state, district and local levels. They address common development and management challenges and set objectives that include consistent content, usability, user-centricity, accessibility and security. GIGW is useful context for understanding website management; it does not recommend a consumer capture extension. Read the GIGW scope and guidance.
GIGW guidance expects expired announcements, tenders, recruitment notices, news and press releases to be removed or moved to archives under an archival policy. Its policy templates call for a clear explanation of how long older documents remain online and when they move to offline archives or are deleted. - Purpose: Use PDF or print when you mainly need a readable copy. Choose an archive when later replay or preservation of more of the web page matters.
- Coverage: Decide whether you need one rendered page or several pages and resources reached during a browsing session.
- Fidelity: Consider whether links, images, scripts, dynamic content and interactions need to survive. Replay the output to verify the parts that matter.
- Portability: If you need an export independent of the original browser session, use a format such as WARC or WACZ and confirm that your viewer can open it.
For preservation programs, NARA says U.S. federal agencies should set capture frequency according to risk. Its guidance says that agencies handling permanent web-content records must use methods that retain hypertext functionality, such as harvesting.
