If you don’t own a gaming PC, NVIDIA GeForce NOW is the clearest Android option for streaming eligible Steam games from the cloud. It does not run every game in your library, so check that the specific title is supported. If you do own a gaming PC but want to play elsewhere, use Steam Link—it streams from that PC, which must be on and running Steam.
Which Android app fits your situation?
“Without a PC” can mean either playing away from a computer you own or playing without owning a gaming computer at all. Those needs call for different services:

These services do not offer interchangeable libraries. Before choosing, check whether you need a local host computer, whether the exact game is available, whether your device and country are supported, and whether your connection and input devices are suitable.

Use Steam Link if you already have a gaming PC
Steam Link sends the game’s video and audio from your computer to an Android phone, tablet, or TV, then sends your controller input back to the computer. It is remote play, not cloud gaming: the host PC still runs the game. Valve’s setup instructions make the requirement explicit: “Turn on your home PC, launch Steam, and log in.”

Requirements and setup
Valve lists Android 5.0 and newer for Steam Link on phones, tablets, and TVs. Its getting-started instructions call for a computer running Steam, a supported operating system, and a 5 GHz wireless router. For the initial setup, the Android device and host computer should be on the same network.
- Turn on the computer you want to stream from and launch Steam.
- Install Steam Link on the Android device and connect the device to the same network as the computer.
- Open Steam Link and follow its pairing prompts to connect to the computer.
- Choose a game that is running through Steam on the host and play using a supported input method.
Valve names the Steam Controller, Xbox One S controller, DualShock 4 on Android 9.0 and newer, Razer Kishi, and Raiju Mobile among supported inputs; it notes that other input devices may work. Compatibility can depend on the device and setup.

Use GeForce NOW if you do not own a gaming PC
GeForce NOW streams supported games from NVIDIA’s cloud to an Android device, so your phone does not need to render the game. Steam is one of the supported game stores, but a Steam purchase alone does not guarantee access: the title must also be available on GeForce NOW, and you need access to the game through a supported store. NVIDIA supports many free-to-play games as well.

Android and network requirements
NVIDIA’s Android system requirements list Android 7.0 or later, OpenGL ES 2.0 or higher, and 1 GB of available memory for Android phones and tablets. The same page gives these bandwidth figures:

NVIDIA recommends wired Ethernet or 5 GHz Wi-Fi and specifies less than 80 ms latency to an NVIDIA data center. Higher resolutions and frame rates depend on membership tier and capable hardware. These figures are service requirements, not a guarantee of image quality or responsiveness: results depend on your device, network, location, data center, and game.

Controls and account setup
NVIDIA recommends a Bluetooth gamepad, although some games may require a controller or a wireless keyboard and mouse. Its FAQ says you can use the same GeForce NOW account across devices, and that you need to own or purchase a game from a supported store before playing, except that many free-to-play titles are also supported. Check the input requirements for the game you intend to play.
Xbox Cloud Gaming is a separate catalog, not a Steam streamer
Xbox Cloud Gaming is an alternative if you are willing to play supported Xbox cloud titles rather than access arbitrary Steam purchases. Xbox describes Android cloud streaming through a supported browser and offers select free-to-play games and Game Pass cloud games. Game, region, plan, and device availability can vary. Its cloud gaming page and FAQ list current compatibility and service conditions.

Do not choose Xbox Cloud Gaming expecting it to connect to your Steam library: it streams games in Xbox’s own supported catalog.
