Start by choosing the workflow: general team assistance, connected work inside business software, building an AI product with APIs, or cloud infrastructure and startup support. Then compare candidates against your existing tools, data requirements, expected usage, and eligibility for any startup benefits.
Choose by the work your startup needs done
These options serve different purposes, so treat them as a shortlist by use case rather than interchangeable products. Provider pages describe features and programs; they do not establish that one option performs best for every startup.

| Founder resources and general AI assistance | OpenAI for Startups; Google for Startups Gemini resources | OpenAI describes founder-oriented sessions, developer resources, guides, and a community. Google for Startups promotes Gemini resources and directs startups to its cloud program. | Which resources, products, and account terms are available to your team and country. |
| Work inside existing business software | Claude for Small Business; OpenAI business integrations | Anthropic names integrations including QuickBooks, PayPal, HubSpot, Canva, DocuSign, Google Workspace, and Microsoft 365. OpenAI names Google Drive, Gmail, Google Calendar, Outlook, SharePoint, Teams, Slack, and Box, among other workflow categories. | Whether the connector and required controls are available on your specific plan, account, and in your geography. |
| Building an AI product or feature | OpenAI and Anthropic startup resources; Google Cloud AI startup program | OpenAI and Anthropic describe startup resources, while Google Cloud publishes a program for AI-first and other startups. These are possible inputs to an API and infrastructure decision. | API capabilities, deployment fit, current usage pricing and limits, data terms, and whether your startup qualifies for a program. |
| Cloud infrastructure and potential credits | Google Cloud AI startup program | Google Cloud lists program credit maxima; they are conditional benefits, not typical awards or guaranteed cash. | Current eligibility, credit duration and restrictions, and whether the credits cover the services you plan to use. |
How to make a shortlist that fits your startup
Before comparing vendors, write down one concrete workflow and how you will know the tool is useful. For example, a team might want help drafting sales follow-ups from CRM context, or an engineering team might want to add a model-powered feature to its product. These are different requirements: the first depends heavily on business-software connections and permissions; the second also requires an API, deployment, and workload-cost assessment.
- Define the job. Name the users, inputs, expected output, and the point where a person must review or approve the result.
- Check fit with your current stack. Identify the documents, communication tools, CRM, finance, design, or other systems the workflow needs. Confirm the exact connector is available to your account rather than assuming a listed integration works for every customer.
- Set data and access requirements. Decide what information the tool may see, who can access it, and what retention and administrative controls you require. Check the terms for the exact plan and product.
- Estimate real usage. Compare current prices, limits, and expected workload using the vendor’s current plan or API terms. A low entry price may not answer what the workflow costs at your team’s likely volume.
- Check location and eligibility. Confirm the product, integration, and any startup program can be used by your company in its country, and review the conditions that apply to your account.
- Run a bounded pilot. Test the chosen workflow with representative, appropriately protected data. Record whether it meets the team’s quality, review, access, and cost requirements before expanding use.
For connected business workflows, validate the integration first
For small teams, reducing handoffs between an AI assistant and existing software may matter more than adding another standalone tool. Anthropic’s Claude for Small Business announcement describes work across finance, operations, sales, marketing, HR, and customer service, and names QuickBooks, PayPal, HubSpot, Canva, DocuSign, Google Workspace, and Microsoft 365. OpenAI’s business integrations page lists Google Drive, Gmail, Google Calendar, Outlook, SharePoint, Teams, Slack, Box, and other workflow categories.

Those lists are examples, not a guarantee that every connector is available to every customer or plan. Before choosing, check the live product page and account settings for the particular connector, permissions, and administrative controls your workflow needs. A connector that cannot access the right information—or has broader access than your team accepts—may not solve the problem safely or effectively.
For an AI product, compare API and cloud choices together
If AI will be part of what you sell, the decision is architectural as well as operational. Compare model API requirements with the infrastructure where the rest of your product runs; include expected traffic, latency needs, data handling, usage limits, and the effort of switching providers. Google for Startups’ product directory positions its broader tools around customer reach, product development, and operations, and its page names Gemini 3 Pro in its agent offering. Product names and features can change, so confirm current capabilities rather than treating that page description as a lasting performance claim.

OpenAI describes developer resources and startup support, while Anthropic’s startup program says startups working with VC partners may be able to access API credits, rate limits, and resources. The partner qualification is material: do not assume that the program applies to every startup. Compare available support only after checking each program’s eligibility and terms.
Understand what startup credits do—and do not—mean
Google Cloud’s published program figures, as shown in its 2026 search result, are up to $250,000 in credits in year one for AI-first startups, with up to an additional $100,000 in year two; it also lists up to $100,000 in year-one credits for other startups. These are maximum program figures, not a typical award, guarantee, or cash payment. Review the current program requirements and confirm whether eligible credits cover the Gemini API or infrastructure costs you expect to incur.
OpenAI says eligible startups may receive benefits such as free API credits, rate-limit upgrades, and access to technical staff. Anthropic describes possible API credits, rate limits, and resources for startups working with its VC partners. In both cases, eligibility matters; neither description makes those benefits universal entitlements. A credit should influence your comparison only if your company qualifies, the covered services fit your architecture, and the timing and restrictions work for your plans.
Check data terms at the plan level
Data policies should be compared product by product, not inferred from a provider’s name. OpenAI states that by default data is not used to train OpenAI models for its Business, Enterprise, K–12 Teachers, and Edu plans. That statement applies to the named plans; it does not establish the same terms for every OpenAI product or API setting, or for other providers.
Rank #4
For each option under consideration, read the current terms for data use and retention, permissions, and administrative controls on the specific plan. Make sure those terms fit the sensitivity of the information in the workflow and the way your team will manage access.
What the available information cannot rank
Provider pages establish examples of integrations, program resources, and possible benefits, but they do not provide an independent comparison of model performance or startup outcomes. They are not enough to name one provider as the best AI tool for every startup. A defensible choice comes from matching a specific workflow to current product availability, plan terms, costs, and your own pilot results.
