Best AI Chatbots for Teens: Safety Features and Parental Controls Compared

ChatGPT, Character.AI, and Gemini describe different teen safeguards and parent features. Compare what activates by default, what parents can see, and the limits of the available safety evidence.

There is no proven safest AI chatbot for teens among ChatGPT, Character.AI, and Gemini. Their published protections and parent features differ, and the available independent test evidence does not compare all three on the same basis. OpenAI describes the most explicit set of linked-parent settings in the material reviewed, Character.AI offers a teen-invited weekly activity report, and Google describes stricter default protections for younger Gemini users. Those descriptions are not proof that safeguards always work.

Compare the teen protections and parent features

Service What the provider says happens by default Parent-facing features described in the reviewed sources Important limit
ChatGPT for Teens OpenAI says eligible accounts identified as belonging to someone under 18, or users who say they are 13–17, are placed in a teen experience. It describes protections for self-harm, violence, eating disorders, dangerous activities, and explicit or graphic content, plus break reminders and cues that ChatGPT is AI. It also describes learning features such as Study Mode, homework reminders, and quizzes. A linked parent can set Quiet Hours, manage selected settings, and receive notifications in limited high-risk situations. Parents cannot read or monitor conversations. Study Hours can direct eligible new chats into Study Mode, but do not block access to ChatGPT. In an October 7, 2026 report, Common Sense Media’s Youth AI Safety Institute said its tests found missed crisis referrals and parent alerts; OpenAI disputed aspects of the evaluation. See the discussion below.
Character.AI Character.AI says under-18 accounts use more conservative classifiers and a narrower, filtered set of characters. A teen can invite a parent or guardian to receive a weekly activity report showing time spent and top characters. The teen can ask to stop sharing. The reviewed official pages describe filtering and activity summaries, not conversation access or controls comparable to ChatGPT’s Quiet Hours.
Gemini Google says younger users receive stricter content policies and default protections intended to reduce age-inappropriate material, including content about illegal or age-gated substances. The reviewed Google page describes privacy and activity controls, including an 18-month auto-delete setting by default that users can change. It does not give a detailed teen-specific parent-dashboard comparison. Google says features may not be available everywhere. The reviewed page does not establish a complete country-by-country account of eligibility or Family Link rules.

The descriptions above reflect what each provider says its product does, not a matched safety test. Check current local account requirements and settings before relying on a feature; availability and product controls can change.

What “parental controls” mean for each service

ChatGPT: linked settings, not conversation monitoring

OpenAI’s teen announcement, dated August 18, 2026, describes teen-oriented learning tools and safety measures. Its help information says a parent must link an account to use linked-parent features such as Quiet Hours and selected settings. Notifications are limited to certain high-risk situations, and the parent cannot open the teen’s conversations through these controls.

Study Hours should not be treated as a hard block. OpenAI says the setting can route eligible new chats into Study Mode, but it does not prevent the user from accessing ChatGPT. OpenAI also says teen protections and linked controls may end if it identifies the account holder as 18 or older. If a setting matters to your family, confirm it is active on the account rather than assuming it persists through an age reclassification.

Character.AI: a report the teen chooses to share

The cited Character.AI pages describe a weekly activity summary that a teen can choose to share by inviting a parent or guardian. It covers time spent and top characters, and the teen can request to end sharing. That summary is different from access to chat transcripts, and the reviewed pages do not establish additional parent controls beyond those described.

Gemini: content and activity settings, with local rules to verify

Google’s cited page emphasizes stricter content protections for younger users and user-facing privacy or activity controls. It describes an 18-month auto-delete default that users can adjust; that is an activity-data setting, not a parent dashboard or a guarantee that a parent can inspect chats. Google cautions that features may vary by location, so check the current Gemini and Family Link rules for the teen’s country and account.

What the independent ChatGPT evaluation found—and what OpenAI disputed

Axios reported on October 7, 2026, on an evaluation by Common Sense Media’s Youth AI Safety Institute. The institute reportedly tested more than 4,000 prompts using accounts registered to 13–17-year-olds. It found that ChatGPT generally did not provide instructions facilitating certain harms, but reported that it missed more than one in four situations its testers judged to warrant a crisis referral. The institute also reported missed parent alerts in some tests and said Study Mode could be bypassed. These are reported findings from that evaluation, not a universal measure of every account or real-world interaction.

OpenAI told Axios it did not believe the testing accurately represented its safeguards in practice. It said some alert tests took place before accounts had finished linking, age prediction uses multiple signals and may take time, and its own data showed an increase in hotline resources displayed to under-18 users. OpenAI also said leaving Study Mode during Study Hours is intentional flexibility, rather than a loophole. The disagreement matters: the evaluation is a significant warning about tested scenarios, but it does not establish how often the same outcomes occur across all teen use.

Tom Siegel, head of the Youth AI Safety Institute, told Axios, “ChatGPT is not safe for kids to use.” That is Siegel’s assessment, not a finding shared by OpenAI, which challenged the evaluation’s methods and interpretation. There is no equivalent, same-protocol independent evaluation in the reviewed material for Character.AI and Gemini, so their provider-described features cannot be treated as evidence that either performed better.

What parents in a small study said they wanted

A paper by Driscoll, Chen, Shi, Vucharatavintara, Yao, and Jin, dated March 4, 2026 and included in the CHI 2026 proceedings, examined 12 simulated chatbot scenarios with 24 parents. The authors reported that participants wanted finer-grained transparency and moderation, and controls tailored to a child’s age. This was a scenario-based study of preferences, not a representative survey of parents or a test of these three products.

The study points to a practical distinction when comparing services: an activity summary, a safety alert, and the ability to inspect a conversation provide different kinds of visibility. None should be assumed to include the others.

How to choose and set expectations

  • Start with the kind of oversight you need. If you want scheduled limits and selected linked settings, OpenAI describes those for ChatGPT; if a teen-invited activity summary is sufficient, Character.AI describes that option. The reviewed Google page does not establish a comparable teen-specific parent dashboard.
  • Separate default safeguards from settings you must activate. Ask whether the protection applies automatically to the teen account, depends on age identification, requires a parent link, or requires the teen to invite a parent.
  • Do not mistake a time or study feature for an access lock. In particular, OpenAI says Study Hours do not block ChatGPT access.
  • Check the actual account and region. Confirm age eligibility, available settings, and any Family Link requirements locally; a feature listed by a provider may not be available in every location.
  • Talk with the teen about when to stop trusting an answer. Karim Meghji, CEO of CodeAI, put the broader AI-literacy goal this way: “Every student should know how AI actually works and be able to question the technology, catch its mistakes, and know when to stop trusting it.” A chatbot’s filters do not replace that skill or a family plan for seeking help when a conversation raises a serious concern.

What this comparison can and cannot establish

The reviewed sources do not provide a broadly comparable independent benchmark ranking all three services on the same teen-specific test protocol. The numerical test findings available here concern ChatGPT alone, while the CHI paper concerns parent preferences in simulated scenarios. That evidence supports a comparison of stated features and an attributed account of one evaluation—not a defensible safest-to-least-safe league table.
