“Azure Functions Runtime is unreachable” is a symptom, not a diagnosis. A frequent cause is that the Function App can no longer reach the storage account it needs to start. If the problem began after VNet integration or storage restrictions changed, verify the app’s storage access, routing, DNS, and hosting-plan support before changing settings again.
Why VNet or storage changes can make the runtime unreachable
Azure Functions depends on its configured storage account for runtime and app operations. If that account becomes inaccessible from the app’s network, startup can fail. Microsoft’s app settings reference also warns that invalid content-share configuration can prevent an app from starting. See Microsoft’s Azure Functions app settings reference.

VNet integration affects the Function App’s outbound network path. When storage access is restricted, the path the app uses must be allowed by the storage account’s network configuration. The timing of an error after a network change is a useful clue, but it does not by itself prove the change caused the failure.

- Identify what changed. Note when the error began and whether you changed VNet integration, storage firewall rules, private endpoints, DNS, outbound routing, or app settings. Use the sequence to guide investigation, not to assume root cause.
- Verify the app’s storage configuration. Check the Function App’s configured storage account and related content-share settings. Confirm that the account is available and that its current network restrictions permit access from the app’s configured network.
- Check the storage network path. Determine whether the app is expected to reach storage over a private endpoint, a service endpoint, or another permitted route. Microsoft Q&A moderator guidance describes private endpoints for the
fileandblobsubresources, withqueueandtablealso relevant to Durable Functions. It also discusses a service-endpoint approach in which the app subnet is allowed by the storage firewall. Treat these as options to validate against your hosting plan and workload, not as a universal recipe. See the Q&A discussions on runtime reachability and runtime problems after VNet implementation. - Validate private DNS and routing. A private endpoint is not sufficient if the Function App cannot resolve the storage hostname to the intended private address or cannot route to that address. Check name resolution and reachability from the app’s network context, along with the storage firewall configuration.
- Review outbound routing properties. Microsoft documents
vnetRouteAllEnabledfor routing all application outbound traffic through the VNet when enabled. For content-share traffic, vnetContentShareEnabledapplies in supported configurations. Confirm which properties apply to your hosting plan; do not copy legacy settings without checking the current reference. - Use diagnostics and logs. Check the Function App’s diagnostics and logs to distinguish storage connectivity from deployment, runtime, or platform problems. The built-in Diagnose and solve problems detector is also identified in Microsoft Q&A guidance for runtime reachability. See the Microsoft Q&A discussion of runtime-unreachable diagnostics.
- Change one relevant setting at a time. After each change, observe whether the app starts and whether its functions behave as expected. Function App setting changes require an app restart, so account for that interruption when scheduling a change.
Private endpoint or service endpoint?
Neither design is a default winner for every Function App. Choose based on the storage account’s exposure requirements, the workload’s storage subresources, the app’s supported hosting-plan configuration, and whether routing and name resolution are correctly set up.
#1 Best Overall
| What to verify | Private endpoint path | Service endpoint path |
|---|---|---|
| Storage access design | Storage is reached through a private endpoint for the required subresource or subresources. | The app subnet is permitted through the storage account’s network rules, as described in Microsoft Q&A guidance. |
| Subresources | Microsoft Q&A guidance mentions file and blob; Durable Functions may also need queue and table. Validate current requirements for your workload. |
Confirm the selected service-endpoint design permits the storage access your workload needs; the cited guidance does not establish a universal subresource checklist. |
| Name resolution | Confirm the app resolves the storage hostname to the intended private address. | Confirm the app resolves and routes to storage through the intended network path. |
| Routing and plan | Confirm VNet routing and the hosting plan support the required configuration. | Confirm VNet integration, subnet rules, storage firewall rules, and plan support align. |
The table summarizes checks, not a guarantee that either design will resolve a particular startup failure. Microsoft’s Q&A answers describe troubleshooting approaches; validate the final configuration against current product documentation and the specifics of your app.
Check plan-specific settings before editing them
Microsoft’s app settings reference distinguishes among hosting plans. It describes vnetRouteAllEnabled for Elastic Premium and Dedicated configurations, and notes plan distinctions for content-share routing through vnetContentShareEnabled. Do not assume these settings or networking features apply uniformly to Consumption, Flex Consumption, Premium, and Dedicated plans.
The same reference identifies WEBSITE_VNET_ROUTE_ALL and WEBSITE_CONTENTOVERVNET as legacy settings replaced by site properties. Check the current reference for the relevant plan and configuration rather than adding legacy app settings by habit. Any Function App setting change requires a restart.
What the reported fix does—and does not—establish
In an incident described as fixed by VNet integration and private endpoints, the useful general lesson is to restore a permitted network path between the app and required storage. The available Microsoft guidance supports storage reachability as a common cause and discusses private endpoints and service endpoints as possible approaches. It does not independently verify the specific incident’s plan, operating system, storage setup, DNS state, app settings, or before-and-after evidence. Consequently, that fix should be treated as a case result, not proof that private endpoints resolve every “Runtime Unreachable” error.
