AWS Warns 100-Plus Proposed Data Center Moratoriums Could Hurt U.S. for Generations

AWS CEO Matt Garman says more than 100 data-center moratoriums are being considered, warning of long-term risks to U.S. AI competitiveness. The figure is Amazon’s claim, not a verified count of enacted bans.

AWS CEO Matt Garman says more than 100 data-center moratoriums are under consideration across the United States and warns that enacting them could weaken the country’s position in the AI race. The count is his claim, not an independently verified inventory of proposals; the “generations” language is a warning, not a quantified forecast.

What AWS said about the proposed moratoriums

In a 2026 statement, Amazon Web Services CEO Matt Garman wrote: “Right now there are over 100 data center moratoriums being considered across the country.” He added that if the measures take effect, “the U.S. could be writing its own losing ticket to this race, and the consequences would last generations.” Amazon’s statement

That is an argument from a company whose business depends on building and operating data centers. The sources available do not independently confirm a list of more than 100 proposals. Nor does Garman’s statement quantify how much a moratorium would affect U.S. AI capacity, competitiveness, or the economy.

A moratorium is generally a pause on specified development, not necessarily a permanent ban. To assess the count, each proposal would need to be checked for its jurisdiction, date, scope, duration, and legislative or administrative status. The figure should not be read as 100 enacted restrictions.

Why AWS says data-center construction matters

AWS’s case is that AI services require computing capacity, and that delays to new facilities could slow the United States’ ability to compete. The company also argues that data centers can bring jobs, tax revenue, and community investment. Those are Amazon’s claims about the benefits; their scale and distribution depend on the project and location.

The competitiveness warning is plausible as a concern about capacity, but the cited statement does not provide an independently verified estimate of the effect of the proposed moratoriums. A pause in one town, a broad regional restriction, and a nationwide constraint would have different consequences.

What Amazon says it will do for data-center communities

Alongside Garman’s warning, Amazon announced its Built Together initiative, pledging more than $1 billion in additional U.S. community investment over five years. The company says the effort will support education and job training, energy affordability, water-related work, and other local priorities. It also describes free community-college access, training centers, and efficiency upgrades for homes and public buildings. These are announced plans, not evidence that the money has already been distributed or that promised outcomes have been achieved. Amazon’s Built Together announcement

The Associated Press reported that Amazon had spent more than $1 billion in communities with a substantial data-center presence over the preceding three years. That reported past spending is separate from the new commitment of more than $1 billion over five years. Associated Press report

Amazon also announced changes to its project practices and reporting:

  • It says it will stop using nondisclosure agreements with government agencies on its projects.
  • It says it will host open houses for local communities.
  • It says new sites will use Tier 4 or equivalent backup generators.
  • It says it will publish annual energy and water metrics.

These are company commitments. Their practical value will depend on implementation, the detail and comparability of published figures, and whether reporting makes local impacts understandable. Amazon’s project and reporting commitments

Why local opposition is significant

An Economist/YouGov poll fielded August 28–31, 2026 found that nearly two-thirds of Americans opposed a data center being built in their community. That is a national measure of opinion, not a count of local votes, a measure of views in every affected town, or proof that the poll respondents’ communities had active moratorium proposals. Local concerns can include electricity and water demand, grid or water-system costs, noise, emissions, construction impacts, and how benefits such as jobs and tax revenue are shared. Those effects vary by site. National polling cannot substitute for project-specific evidence or consultation with residents who would live near a proposed facility.

What the AI buildout could cost—and what remains uncertain

A 2026 Brookings summary of an analysis by Columbia Business School professor Stijn Van Nieuwerburgh projected $10.3 trillion in AI infrastructure investment from 2025 through 2032, equivalent to an average of 3.63% of U.S. GDP per year over that period. This is a projection, not money already spent. The analysis also flags uncertainty about future AI demand, changing technology, access to power and hardware, and the credit quality of companies renting capacity. Brookings analysis summary

Van Nieuwerburgh cautioned that “it would be premature to conclude that AI infrastructure already poses systemic risk comparable to earlier credit booms.” The point is not that the projected buildout is certain to become a crisis, but that investment at this scale deserves scrutiny of financing and demand. Brookings argues that greater transparency would help policymakers assess those risks.

What would clarify the debate

The 100-plus figure and the generational warning do not settle whether any particular moratorium is justified. A useful public record would identify each proposal and show its status, scope, and duration. Project-level reporting should then make it possible to evaluate effects on electricity rates and infrastructure, water use, jobs, taxes, and emissions against stated commitments.

For now, AWS has presented a national competitiveness argument and Amazon has announced community and transparency commitments; neither independently establishes the count of proposed moratoriums or the local results of the company’s plans.
