AWS is the anticipated end user for a proposed data center campus at the Homer City Energy Campus in Indiana County, Pennsylvania. The project is not established as approved or under construction: the county received Amazon Data Services, Inc.’s preliminary land-development plan on August 28, 2026, and WCCS reported that the Planning Commission tabled it on September 9 for a 90-day review. Published accounts also conflict over the proposal’s size, reporting either 36 buildings on 1,100 acres or 39 buildings on about 2,200 acres.

Where is the proposed AWS campus?

The PIT100 Masterplan is proposed for the Homer City Energy Campus, spanning Center and Black Lick townships in Indiana County, Pennsylvania. Indiana County’s Office of Planning & Development identifies Amazon Data Services, Inc. as the applicant and AWS as the anticipated end user. The county’s planning-office page confirms receipt of the preliminary plan on August 28, 2026, and links to the application package.

How many buildings and how much land are proposed?

Published descriptions do not agree, and the county’s visible filing notice does not state the acreage or building count. Data Center Dynamics reported on October 6, 2026, that the plan calls for 36 buildings across 1,100 acres. Cat Country 106.3 reported on September 6, citing application documents, that it involved 39 buildings and about 2,200 acres. Until the application package clarifies whether the reports describe different plan versions or measure different areas, neither account should be treated as a settled final figure.

Data Center Dynamics describes the 36-building version as two-story buildings, each 70 feet high and 225,000 square feet. It reports that the design includes offices, storage, electrical substations, security features, and redundant generation infrastructure. These are specifications reported for the proposed plan, not evidence that buildings have been approved or built.

Has Indiana County approved the project?

No approval is established in the sources available through October 6, 2026. WCCS reported that the Indiana County Planning Commission tabled the application on September 9 after public comment and an AWS presentation, starting a 90-day review period. WCCS described nearly 100 people attending and reported concerns about environmental issues, transparency, and corporate priorities. The reviewed accounts do not establish a later approval or denial.

The county planning-office page provides the application package and a comment form. Separately, WCCS reported on October 4 that county commissioners were considering opening an additional public comment portal specifically for the AWS plan. That was under consideration, not a confirmed portal or completed action. The earlier portal discussed in that report predated the filing and concerned large-scale development and the county’s subdivision and land-development ordinance.

What jobs and power infrastructure are being discussed?

Projected jobs

Published accounts describe an estimate of 1,500 to 2,000 future permanent or operational jobs, with reported average salaries ranging from $80,000 to $100,000. These are estimates associated with the proposal, not actual hiring or confirmed employment outcomes.

Reported power plan

Data Center Dynamics reports that Homer City Redevelopment plans a 4.5-gigawatt natural-gas power facility, with most of its generation intended for the campus and more than 1 gigawatt intended to be injected into the grid. Cat Country reported that Amazon said it would pay the cost of new electrical infrastructure. These reports describe plans and a reported commitment; they do not establish final permits, executed power arrangements, delivered capacity, or performance. The reported generation figure is not a measure of the campus’s IT load, which the reviewed sources do not establish.

What is the proposed timeline?

Data Center Dynamics reported proposed phasing from December 2026 through 2036. Those dates are planned milestones as reported on October 6, 2026—not evidence that work began or that any phase has been completed. The separate redevelopment and power-generation project at the former Homer City Generating Station should also not be conflated with county approval of the PIT100 land-development plan.

What to watch next

  • Whether Indiana County posts a decision or further review information for the preliminary plan.
  • Whether the county-linked application package reconciles the reported 36-versus-39 building count and 1,100-versus-2,200-acre area.
  • Whether the proposed power facilities and infrastructure receive the permits and arrangements needed for delivery.
  • Whether job projections become firm commitments and, later, actual employment.
