Automatic Data Processing: Meaning, Examples, and Legal Context

Automatic data processing is programmed machine processing of data. Its precise meaning can vary across technical standards, regulations, and tax rules.

Automatic data processing (ADP) is the use of computers or related machines to perform programmed operations on data, such as storing, retrieving, calculating, sorting, or reporting information. A person defines the task and provides or selects the instructions; equipment then carries out those specified operations.

What automatic data processing means

In a technical definition reproduced in the U.S. government’s Federal Information Systems Dictionary, ADP involves one or more devices using common storage for programs or data, executing designated programs, and manipulating symbols. The devices may operate alone or as connected units. The definition is based on ANSI X3.172-1990.

An American national information-processing dictionary lists ISO-sourced meanings that describe data processing largely performed by automatic means, as well as the field concerned with methods for doing so. These senses are broader than a definition focused on computer equipment and program execution.

How the process works

A simple model is input data → programmed operations → stored, transformed, or reported output. Depending on the system and the applicable definition, operations may include arithmetic or logical manipulation, character-string manipulation, storage, retrieval, sorting, and reporting.

For example, a program can take records as input, sort them according to a designated field, and produce a report. The operation is automatic in the sense that the equipment executes the specified steps; it does not mean people had no part in preparing the data, choosing the task, writing or selecting the program, or reviewing the result.

What “automatic” does—and does not—mean

Automatic does not mean fully autonomous or free of human involvement. The technical definition refers to designated programs, while a federal health-program regulation describes interconnected machines arranged to minimize the need for human assistance or intervention. That wording describes reduced intervention, not its universal absence.

How much human involvement remains depends on the system. People may organize inputs, configure or designate programs, monitor processing, and interpret outputs. In a legal or administrative setting, the definition in the relevant law or document determines how the term is applied.

How definitions vary by context

ADP does not have one wording that governs every setting. Official definitions focus on different things—equipment, the processing activity, or services—and serve different administrative, tax, procurement, or program-regulation purposes.

Source and context What the definition emphasizes
Federal information-systems dictionary, reproducing ANSI X3.172-1990 Standalone or connected devices using common storage, executing designated programs, and manipulating symbols.
District of Columbia Code § 2–213.01 Computer use for disseminating, storing, retrieving, and reporting information associated with administrative or managerial functions.
45 CFR § 95.605, federal health-program regulation Interconnected electronic or electrical machines arranged to minimize human assistance or intervention.
Washington Revised Code § 36.92.020 Mechanical or electronic machines, guided by predetermined instructions, processing information to produce usable information.
California Regulation 1502, sales and use tax “Automatic data processing services” as operations involving an interacting assembly of procedures, methods, personnel, and computers.
Ohio Administrative Code Rule 5703-9-46, sales tax Processing others’ data and access to computer equipment for processing; the rule states an effective date of April 15, 2024.

These definitions are contextual rather than necessarily contradictory. If ADP appears in a statute, regulation, contract, or procurement document, use the definition that document provides for its jurisdiction and purpose. A general technical definition cannot replace the controlling text.

ADP, ADP equipment, and ADP services

These related phrases are not interchangeable in every context. Under 45 CFR § 95.605, “ADP equipment” includes hardware that accepts or stores data, processes it, and produces information; the regulation includes digital computers and supporting peripheral, communications, and data-input equipment. In that same regulatory setting, “ADP services” can include operating equipment and systems development or support.

The District of Columbia Code separately defines an “automated data system” as logically related programs designed to achieve objectives or functions. That term is related to ADP but should not be treated as an exact synonym without checking the applicable text.

Is automatic data processing an outdated term?

ADP has a historical computing flavor, but it is not universally obsolete. Federal legislative material records that “automatic data processing” was replaced by “information technology” in specified provisions following 1996 amendments. At the same time, state and regulatory sources continue to use ADP terminology for particular purposes, including the Ohio sales-tax rule effective April 15, 2024.

The presence of the term in an older standard or current legal text does not make every definition interchangeable. Check the standard, statute, or regulation that applies to the document you are interpreting.
