An automatic call distributor (ACD) is a contact-center system that automatically directs incoming calls to an appropriate agent, queue or other destination using configured rules. It can take account of information such as the number dialed, caller input, agent availability and agent skills.
What is an automatic call distributor?
An automatic call distributor is a telephony system or contact-center function for handling incoming calls. It applies routing instructions to send each call to a suitable destination, such as an agent group or waiting queue. The term automatic call distribution describes the routing process; automatic call distributor describes the system or function that performs it. Digital.gov describes ACD as a computerized telephony system that analyzes incoming calls and distributes them according to handling instructions.

How does an ACD work?
- A call arrives. The contact center receives an inbound call.
- The system gathers available context. It may identify the dialed number (DNIS), the calling number (ANI), or information the caller provides through an interactive voice response (IVR) menu.
- Routing rules select a destination. The ACD applies configured criteria to choose an agent, agent group or queue. Skills-based rules can match the call’s apparent need to agents with relevant skills.
- The call waits or receives another treatment if needed. If an eligible agent is unavailable, the system may queue the call, play an announcement, or offer a callback if configured.
- Call activity is monitored. The system may track measures such as calls received, calls waiting, abandoned calls and talk time for operational monitoring. These are measures to observe, not guaranteed service outcomes. Digital.gov
What kinds of ACD routing are used?
There is no single routing method that is best for every contact center. The method depends on the center’s policy, its system configuration and what it is trying to prioritize.

The system can offer a call to the first available agent or select an agent who has been idle longest. These are documented strategies, not universal rules: Avaya describes first-idle and most-idle patterns, while Mitel documents first-available and longest-idle approaches.

Skills-based routing
Calls can be directed to agents or groups with skills relevant to the caller’s issue. Rules may also account for priority or other configured characteristics. This can help align a call with available expertise, but the result depends on the rules and staffing in place. Genesys
Caller- or context-based routing
The destination can depend on context such as the number dialed, the caller’s number, the time, or a choice made in an IVR menu. For example, a menu selection can provide a routing input so that a call about one type of service is sent to a different queue than a call about another. Digital.gov

Queueing and alternate treatment
When no suitable agent is free, an ACD can place the call in a queue. Depending on the system and configuration, it may also play a recording or announcement, send the caller to an IVR, or offer a callback. These options are not available in every setup.

Some contact centers can shift agents between inbound calls and outbound work as traffic changes. This is a staffing arrangement supported by some ACD configurations; it does not make an ACD the same thing as an outbound auto-dialer. Digital.gov

How is an ACD different from an IVR or call routing?
| Term | What it does | How it relates to an ACD |
|---|---|---|
| ACD | Routes incoming contact-center calls to agents, queues or other configured destinations. | Applies handling rules to distribute calls. |
| IVR | Plays prompts, offers menu choices or provides self-service, and can collect caller information. | Often supplies information that the ACD uses as a routing input; it does not do the same job as the ACD. Genesys |
| Call routing | The broader process of directing calls to destinations or queues. | An ACD is one system or function that performs call routing in a contact-center setting. Some modern contact centers also route non-call requests, such as messages, using attributes like skill, language, time zone or priority. Twilio |
| Automatic telephone dialing system | A separate term defined in U.S. communications law around equipment capacity to store or produce telephone numbers and dial them. | It is not the legal definition of an automatic call distributor. 2024 U.S. Code, Title 47, § 227 |
What can ACD reports tell a contact center?
ACD monitoring can help supervisors see operational activity, including calls received, the number of calls waiting, abandoned calls and talk time. Those figures describe what the system tracks; by themselves, they do not prove that routing reduced wait times, improved resolution or lowered costs. Performance depends on how the center is staffed and configured, as well as the measure being evaluated.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Does an ACD guarantee shorter wait times?
No. An ACD can apply routing rules and distribute calls, but outcomes depend on factors such as incoming demand, agent availability, the skills required and the chosen queue policy. Genesys executive Aaron Chaskelis has described potential benefits from matching an interaction with the best available agent, including reduced wait times and improved resolution rates; that is a vendor executive’s claim about possible benefits, not an independent benchmark or a guaranteed result.
