A device can assign one to itself when it has no other usable IPv4 configuration. It may communicate with compatible devices on the same link, but routers do not forward it, so it does not provide ordinary internet access.
What is an autoconfiguration IP address?
For IPv4, the term usually describes a link-local address configured automatically from 169.254.0.0/16. The Internet standard for this process is RFC 3927, Dynamic Configuration of IPv4 Link-Local Addresses. It defines a way for a host to configure an interface when another IPv4 configuration method is unavailable, such as when it cannot find a DHCP server.

The address is intended for communication between devices attached to the same physical or logical link. Two devices with compatible connectivity and link-local addresses may communicate locally. The address is not a replacement for a normal routed IPv4 address.

A 169.254 address has link-only reach. Routers must not forward packets with a 169.254/16 source or destination, so the address cannot carry ordinary traffic to other networks or the internet. The device may still have local-link communication; it is not accurate to say it has no network connection at all. See RFC 5735 for the IPv4 special-use address block.

How is an IPv4 link-local address chosen?
The dynamic selection range is 169.254.1.0 through 169.254.254.255. The first 256 and last 256 addresses in the overall block are reserved and are not selected by this mechanism. A host chooses an address pseudorandomly, probes to check that it is not already in use, and must continue to watch for conflicts while using it. A conflict can arise later if previously separate links are joined.
RFC 3927’s 2005 analysis estimated a 98% chance of selecting an unused address on the first try and a 99.96% chance within two tries. These are estimates from the standard’s selection analysis, not current measurements of devices in use.

Does 169.254.x.x tell you what went wrong?
No. It tells you that the interface has an IPv4 link-local address, but that address alone does not identify the cause. A cable or wireless connection problem, DHCP availability, or another configuration condition may be involved; the standard does not provide a universal diagnosis for every operating system.

Check whether the device is connected to the intended wired or wireless link, then check whether that network is providing the IPv4 configuration the device needs. If you need access beyond the local link, restore the appropriate routable configuration and confirm the device receives it.

Should you assign a 169.254 address yourself?
No. RFC 3927 discourages manually configuring addresses from this block and using it for a DHCP pool. It is reserved for automatic link-local configuration, not as an administrator-assigned private LAN range. For manually configured local IPv4 addresses, use an appropriate private prefix from RFC 1918.

No. IPv6 has its own link-local addressing and autoconfiguration mechanisms; the IPv4 range 169.254/16 does not apply. Under RFC 4862, IPv6 Stateless Address Autoconfiguration, every IPv6 interface has a link-local unicast address, and its scope is neighboring nodes on the same link. Seeing an IPv6 link-local address is therefore a normal interface feature and does not, by itself, indicate that DHCP failed.
