It selects the track and layout, limits players, controls the car whitelist, defines practice/qualifying/race sessions, sets weather and dynamic grip, and applies driving rules. The starting grid is not stored here: it is built in entry_list.ini, whose car models must also be listed in CARS.

This guide explains the file section by section, shows a safe baseline configuration, and diagnoses the settings that most often make a server fail to start or reject players. Names and defaults can vary between server builds, so compare your file with the current sample shipped with your dedicated-server package before relying on an undocumented key.

A dedicated server normally uses at least two INI files. server_cfg.ini describes the event and server policy; entry_list.ini describes individual grid slots, including each slot’s car model, optional skin, driver name and GUID. A car appearing in entry_list.ini but missing from CARS can prevent that entry from being usable.
Find the file in the configuration directory created for your dedicated-server instance. If you run several instances, each one should have its own configuration path and ports. Make a backup before changing anything. Stop the server process first; editing while it is running can be overwritten when the process exits or can leave you testing an old in-memory configuration.

The file’s section layout
Most configurations are divided into a server block, one block for each session, a dynamic-track block and one or more weather blocks:
[SERVER]identifies the server and defines content, capacity, ports and driving rules.[PRACTICE],[QUALIFY]and[RACE]define the timetable and join policy for each session.[DYNAMIC_TRACK]controls starting grip and how rubber is gained or carried between sessions.[WEATHER_0],[WEATHER_1]and subsequent blocks provide the weather alternatives from which the server can randomise.
Keep the INI syntax exact: section names use square brackets, keys use an equals sign, and list values such as CARS use semicolons rather than commas.
[SERVER]: identity, access and visibility
NAME, PASSWORD and ADMIN_PASSWORD
NAME is the label shown in the in-game server browser. PASSWORD protects normal entry; leave its value blank for an open server. ADMIN_PASSWORD is a separate password for live administrative controls, so do not reuse a public password if you intend to give administrators remote control.
REGISTER_TO_LOBBY and LOCKED_ENTRY_LIST
REGISTER_TO_LOBBY=1 publishes the server to the public lobby; a disabled value keeps it from being listed there, although players may still connect by address when the rest of the network is configured correctly. LOCKED_ENTRY_LIST=1 restricts joining to GUIDs present in entry_list.ini. That is useful for a private league, but it will reject an otherwise valid driver who has not been added to the list.
Choosing the track, layout and cars
TRACK and CONFIG_TRACK
TRACK must match the track folder name under content/tracks, including spelling and underscores. It is not the display name shown in the launcher. For a layout, put the layout subfolder name in CONFIG_TRACK. If the track has no layout variants, leave CONFIG_TRACK empty. The official sample uses CONFIG_TRACK; a similarly named key such as TRACK_LAYOUT appears in some community material but should not be substituted without confirmation from your server build.

CARS
Set CARS to a semicolon-separated whitelist, for example CARS=ks_abarth500;ks_bmw_m3_e30. Each value must be the car’s folder/model identifier, not its marketing name. Every MODEL used by an entry in entry_list.ini must occur in this list. If a client lacks an allowed car, the server cannot supply it; all participants need the same required content, and the track layout must exist on both server and client.
Player capacity, pit boxes and ports
MAX_CLIENTS and the grid
MAX_CLIENTS is the connection cap. The official sample states that it must not exceed the track’s pit-box count and that entry_list.ini needs at least that many slots. Community guides often describe roughly 24 pit boxes on many Kunos tracks, but that is not a universal limit: layouts can have fewer, and the shipped official example uses MAX_CLIENTS=15. Set the value to the smallest of your intended player count, available pit boxes and populated entry slots.
Do not use MaxPlayers as a replacement key merely because a third-party guide uses that spelling. The established server key is MAX_CLIENTS; unknown keys are generally ignored.
UDP_PORT, TCP_PORT and HTTP_PORT
The common sample defaults are UDP_PORT=9600 and TCP_PORT=9600 for game traffic, with HTTP_PORT=8081 for the server’s HTTP interface. If several instances run on one machine, assign unique ports to every instance. Forward the selected game ports through the host firewall and router when players connect from the internet. A server can appear to start locally yet remain unreachable if the operating system or router blocks those ports.

Boolean-looking options are safest when copied from the official sample’s numeric format rather than rewritten as words such as “true” or “false.”
Session blocks: practice, qualifying and race
NAME, TIME and IS_OPEN
Each session block has a display NAME, a TIME in minutes and an IS_OPEN join policy. The documented values are:
IS_OPEN=0: no late joining.IS_OPEN=1: players may join freely while the session is active.IS_OPEN=2: players may join until 20 seconds before the green light.
A zero or positive TIME determines the session duration according to the server’s normal rules. Keep the session names readable because they are shown to drivers in the event flow.
Race-specific keys
In [RACE], LAPS creates a lap-counted race. If TIME is greater than zero, the race is timed instead; do not assume both limits behave as a simple sum. WAIT_TIME sets the grid wait before the start, giving drivers time to load and form the grid. A typical sequence is a joinable practice, a qualifying session with restricted late entry, then a race with a short grid wait.

SESSION_STARTsets the grip level at the beginning of the first session.LAP_GAINcontrols how much grip is added as cars complete laps and rubber the line in.SESSION_TRANSFERcontrols how much accumulated grip carries into the next session.
A low starting value with a nonzero lap gain produces a visibly improving line during practice. A low transfer value makes qualifying start closer to a clean track even if practice was busy; a high transfer value preserves that rubber for the race. Treat these as a combined design: changing only one can produce a very different feel from the same nominal grip.

Define weather alternatives as [WEATHER_0], [WEATHER_1] and so on. The server chooses among the blocks you define, so one block gives a fixed condition while several blocks enable randomisation. Keep the set deliberate: adding a wet-weather block without ensuring that the chosen cars and track support the intended conditions can surprise drivers. The exact weather keys and ranges are version-sensitive; preserve the names and value formats from the current sample rather than copying an old guide wholesale.
A conservative baseline configuration
The following illustrates the structure and the relationships between settings. Replace identifiers and values with those valid for your installation; it is not a universal drop-in file.

It also contains a stray semicolon after the layout value in the published sample; do not copy that punctuation into your own key.
Why a configuration appears not to work
The server starts on the wrong track or layout
Check that TRACK exactly matches the directory below content/tracks. Then verify that CONFIG_TRACK matches the layout subfolder. Remove the layout value entirely for a track with no layouts. A typo can cause a startup error, a fallback layout or a server that never reaches the lobby.
Players cannot join or the grid is smaller than expected
Compare MAX_CLIENTS with the layout’s actual pit boxes and count the entries in entry_list.ini. Confirm that each entry’s MODEL is in CARS. If LOCKED_ENTRY_LIST=1, add each driver’s GUID or turn the lock off for an open event.
The server is invisible or unreachable
Confirm REGISTER_TO_LOBBY, then test the selected UDP, TCP and HTTP ports locally. For remote drivers, check firewall rules, router forwarding and whether another instance already occupies the ports. Changing only the HTTP port does not replace the game-traffic ports.
Changes have no effect
Stop the server, save the file in plain text with the exact filename server_cfg.ini, and start the intended instance again. Verify that your launcher or service is pointing at this file rather than a second configuration directory. Remove unsupported keys and compare spelling, capitalization and separators with the shipped sample.
Weather, assists or penalties differ from the plan
Inspect every active session and weather block, not just the first one. Check that numeric values use the current build’s accepted format and that no client-side driving-assist setting is overriding what the server permits. Test one change at a time so you can identify which key altered the result.
Version and hosting considerations
The widely circulated Kunos manual is an older forum FAQ, and its sample is roughly eleven years old relative to 2026. Community guides may document keys from different server builds or third-party managers. Current dedicated-server packages, Custom Shaders Patch environments and alternative server implementations can add or change options. The reliable procedure is to start with the sample shipped with the exact executable you run, then introduce one documented change at a time.
You can host on your own machine or rent a managed game server. Renting removes much of the router and uptime work, but you still need access to the correct configuration directory and must understand the same relationships between server_cfg.ini, entry_list.ini, installed content and ports. Ask a host which server build and editable keys it supports before designing an event around an option that may be unavailable.

Pre-start checklist
- Stop the dedicated-server process before editing.
- Back up the last known-good INI files.
- Match
TRACKandCONFIG_TRACKto installed folder names. - Ensure every entry-list model appears in
CARS. - Keep
MAX_CLIENTSwithin pit-box and entry-list limits. - Assign unique UDP, TCP and HTTP ports for each instance and open them in the firewall.
- Confirm lobby visibility, password and entry-list locking choices.
- Review session times,
IS_OPEN, race laps or race time, and grid wait. - Check dynamic-track and weather blocks against the event’s intended conditions.
- Read the current shipped sample after every server update.
