Artificial Intelligence Across Four Sectors: What It Can—and Cannot—Do

AI is already used across education, traffic management and healthcare, while coding assistants’ effects on productivity and software quality remain unestablished here. Learn what outcomes depend on.

Artificial intelligence is already used in education, traffic operations and healthcare, but what it achieves depends on the task, the quality of its data, the infrastructure around it and the people accountable for its use. In coding, assistants can generate or explain code, but broad claims that they make developers faster or software better need stronger, task-specific evidence.

Where AI is used—and what its limits depend on

Sector Examples of AI use What affects the result
Education Personalized learning and education management Inclusion, learner rights, privacy, access and human oversight
Traffic management Adaptive signals that adjust timing to traffic demand Detection quality, maintenance and the existing signal system
Healthcare Clinical care, drug development, surveillance and health-systems management Evidence, safety, equity, governance and appropriate clinical oversight
Coding Code generation and explanation Task-specific evaluation of correctness, usefulness and developer impact

The table describes application areas, not guaranteed outcomes. UNESCO, the Federal Highway Administration (FHWA) and the World Health Organization (WHO) each emphasize conditions that shape whether AI is useful and responsible in their respective fields.

How is AI changing education?

UNESCO identifies personalized learning, increased access and more efficient educational management as potential opportunities. These are possibilities, not proof that every AI tool improves learning. A system’s value depends on whether it supports a real educational goal and whether teachers and learners can use it safely and fairly.

Keep teachers and learner rights central

UNESCO advocates a human-centered, inclusive and equitable approach. In practice, that means treating AI as support for teaching rather than a substitute for educator judgment, and considering privacy, safety, ethics and governance when choosing or deploying tools. Educational institutions should be able to explain how a tool is used and address risks to learners’ rights.

Access is part of effectiveness

UNESCO’s 2025 rights-focused report says around 2.6 billion people lacked internet access as of 2024—roughly one-third of the world’s population. That figure is a 2024 estimate reported by UNESCO in 2025, not a current 2026 count. Unequal connectivity and access to suitable devices can leave learners out of AI-enabled services and widen an AI divide.

Can AI reduce traffic congestion?

Adaptive signal control detects traffic and uses algorithms to adjust signal timings as demand changes. The FHWA describes it as a way to make signals respond to actual conditions rather than rely solely on fixed schedules. It can help where timing needs to adapt, but it is not an automatic cure for congestion.

Detection and maintenance matter

Adaptive control depends on reliable traffic detection and equipment that is maintained. If sensors provide poor or incomplete information, the system has a weaker basis for changing signal timings. Agencies also need operational capacity to monitor and maintain the system, not simply install it.

Results depend on the starting point

FHWA materials describe improvements in some settings while noting that a comparison with an already well-tuned signal system may show little additional gain. The relevant question is therefore not whether adaptive signals always reduce congestion, but whether they improve performance over the local baseline under the conditions in which they will operate. U.S. Department of Transportation material covers AI in transportation more broadly; claims about a particular signal system should be tied to evidence about that system.

How is AI used in healthcare?

WHO lists diagnosis and clinical care, drug development, disease surveillance, outbreak response and health-systems management among AI’s current application areas. Those uses have different stakes: a system supporting administrative management is not interchangeable with one informing a clinical decision. Adoption should be judged against the specific task and the consequences of error.

Clinical use requires evidence and oversight

WHO frames responsible adoption around evidence, safety, equity, trust and governance. Health organizations need to consider how a system was evaluated, what data it relies on, who reviews its output and who remains accountable for decisions. An AI-generated answer is not, by itself, a diagnosis or a substitute for qualified care.

Generative AI claims need particular care

WHO’s 2025 guidance on large multimodal models discusses anticipated applications across healthcare, research, public health and drug development. It also cautions that broad, general-purpose capability across a wide range of tasks had not been proven. A system that performs well in one use case should not be assumed to perform reliably in another.

WHO Director-General Tedros Adhanom Ghebreyesus has described AI as already playing a role in health and emphasized that innovation should be accessible without becoming another driver of inequity. Access, governance and safety are therefore central questions, not afterthoughts to technical performance.

Do AI coding assistants make developers more productive?

There is no responsible basis here for a general claim that AI coding assistants improve developer productivity, code quality or bug rates. These outcomes require evidence tied to particular tools, tasks and working conditions; a tool’s ability to generate or explain code does not establish its effect on the finished software or the time required to produce it.

Evaluate the work, not just the generated text

For a coding task, useful checks include whether the output meets the requirements, passes relevant tests, handles edge cases and can be understood and maintained by the team. Developers still need to review generated code, verify its behavior and take responsibility for what is merged. The result may vary with the task, the surrounding codebase and the quality of the instructions and review.

How should organizations judge an AI application?

Across these sectors, AI’s label tells you less than the task it is being asked to perform and the system around it. Before deployment, decision-makers should ask:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • What outcome is intended? Define the specific task and a meaningful baseline before treating a claimed benefit as established.
  • What supports the claim? Look for evidence that matches the tool, setting and people affected—not a result from a different use case.
  • Who checks the output? Set clear human review and accountability, especially where errors can affect health, education or public safety.
  • Are the data and infrastructure fit for purpose? Consider data quality, privacy, connectivity, detection equipment and ongoing maintenance.
  • Who can access and benefit? Assess whether the system is usable and fair for the people it is meant to serve, and whether it could deepen existing inequalities.

These checks reflect a shared lesson from UNESCO, FHWA and WHO: performance is conditional. AI is best understood as a set of tools applied to specific problems, not as a guarantee of better outcomes across an entire sector.
