These are reported search-index matches—not a census of Windows computers, confirmed WinRM installations, or vulnerable systems. To determine whether a WinRM service is actually exposed, check its listener and whether untrusted networks can reach it.
What the reported port counts mean
Ciend’s article reports running ZoomEye queries with sub_type=all and pagesize 1 on September 25, 2026. It gives 15,307,587 matches for TCP 5985 and 1,019,437 for TCP 5986. The article does not provide a preserved results export, and the counts have not been independently reproduced. They describe the results reported by that article, not all internet hosts or all Windows systems. Source and reported query details.

The roughly fifteen-to-one difference between the reported counts is descriptive, not a security comparison. Index coverage, query behavior, and scan timing affect results. A match alone does not establish that WinRM is installed, that a service accepts connections from an untrusted network, or what authentication and authorization controls it uses.

What ports 5985 and 5986 do
Windows Remote Management (WinRM) is Microsoft’s implementation of WS-Management for remote administration. Microsoft documents TCP 5985 as the default HTTP listener port and TCP 5986 as the default HTTPS listener port. Administrators can configure listeners on other ports, and a default does not mean every Windows computer listens on either port. Microsoft: WinRM installation and configuration.

| Port | Documented default transport | What the port alone tells you |
|---|---|---|
| 5985 | HTTP | It is WinRM’s default HTTP port; it does not establish reachability, authentication, or authorization. |
| 5986 | HTTPS | It is WinRM’s default HTTPS port; it does not establish reachability, authentication, or authorization. |
Microsoft’s Server Manager documentation describes a default HTTP listener on 5985 and a corresponding Windows Firewall rule in that documented configuration. Treat that as a configuration example, not proof of the settings on a particular machine. Microsoft: Configure remote management in Server Manager.
Does HTTPS make a public WinRM listener safe?
No. HTTPS protects the transport and has certificate requirements, but it does not decide which networks should be allowed to reach a management service. Microsoft explains that the purpose of configuring WinRM for HTTPS is “to encrypt the data being sent across the wire.” Its Windows client guidance requires a local computer certificate for Server Authentication that matches the host name and is not expired, revoked, or self-signed. The documented setup command is winrm quickconfig -transport:https. Microsoft: How to configure WinRM for HTTPS.

- HARDWARE PLUS SECURITY SERVICES: FortiGate-60F Firewall Appliance bundled with 1 year of FortiCare Premium and FortiGuard Unified Threat Protection.
- UNIFIED THREAT PROTECTION (UTP): Secures against advanced online threats with comprehensive web filtering and anti-botnet technologies.
- OPTIMIZED FOR MEDIUM-SIZED BUSINESSES: Tailored for businesses needing robust security without the infrastructure of larger enterprises.
- RELIABLE CUSTOMER SUPPORT: FortiCare Premium ensures high-quality support and service continuity.
- EFFECTIVE PROTECTION: Employs advanced filtering technologies to safeguard against sophisticated threats.
Microsoft also says PowerShell Remoting communication is encrypted after initial authentication regardless of whether HTTP or HTTPS is used. That transport detail does not remove the need to control reachability or configure authentication and authorization appropriately. Microsoft: PowerShell Remoting security considerations.
How to check whether WinRM is exposed
For a system you administer, assess the complete management path rather than relying on a port number or an internet search result.

- 【Up to 1100 Mbps VPN Speed 】 Hardware-accelerated WireGuard and OpenVPN-DCO deliver up to 1100 Mbps VPN throughput, over 3× faster than Brume 2 for smooth remote access and file transfers.
- 【Three 2.5G Ports & Multi-WAN】Tri-port 2.5GbE design with flexible WAN LAN configuration supports multi-gigabit wired setups, dual-ISP Multi-WAN and failover to keep home and SOHO networks online.
- 【Stealth VPN Obfuscation】VPN obfuscation disguises VPN traffic as regular HTTPS, helping you evade blocking, bypass restrictive networks and maintain stable, private connections.
- 【DPI protection】Deep Packet Inspection with visual dashboards blocks adult/gambling/malicious sites, while SQM and QoS prioritize gaming, calls, and video when bandwidth is tight
- 【OpenWrt & USB 3.0 Expansion】OpenWrt with 1GB DDR4 and 8GB eMMC lets you install plugins and build VPN, ad-blocking or NAS, while USB 3.0 Type‑C connects high-speed storage or 4G/5G dongles
- Inspect listeners. On the Windows computer, run
winrm enumerate winrm/config/listenerin an authorized administrative session. Review the configured transport, address, and port; listeners may use non-default ports. - Test reachability from the relevant networks. Check from the internet-facing side and from intended administrative networks. A listener can exist without being reachable from every network, and a port match does not show which paths are allowed.
- Review each network control. Examine Windows Firewall rules, perimeter firewalls, cloud security groups, access-control lists, and routing for the actual listener port. Microsoft notes that firewall behavior can vary by network profile: its documented defaults accept all connections on private networks and limit public-network access to the same subnet. Verify the machine’s actual profile and policy rather than assuming those defaults apply.
- Review authentication and authorization. Confirm which authentication methods are enabled, whether authentication is required, which accounts can connect, and what privileges remote sessions receive. Microsoft says PowerShell Remoting sessions run in the user’s context and describes default access as limited to Administrators, but local configuration and policy can differ.
- Restrict access to the approved management path. Limit inbound access to the administrative networks or systems that need it, and remove unnecessary internet-facing routes and firewall allowances. Recheck reachability after changes.
How to interpret an externally reachable match
A service that responds from outside its intended administrative network deserves investigation, but reachability alone is not proof of compromise or vulnerability. Establish which host and listener responded, whether the exposure is intentional, which authentication and authorization controls apply, and whether network policy can be narrowed. Do not attempt to authenticate to systems you do not own or have permission to assess.
